2 THE AIR CENTRE - ORIGINS & AGENDA 1/3 v Increased interest in a better understanding of the Atlantic as a natural system: ü Impact in the Climate Change ü Need to increase the exploitation of its resources - food, energy and minerals ü Sustainability of this exploitation is crucial v Different international initiatives have been developed with the above purpose, namely: ü Galway Statement, EU, USA and Canada, North Atlantic, May 2013 ü South-to-South Framework for Scientific and Technical Cooperation, Brazil and South Africa, July 2017 ü Belém Statement, EU, Brazil and South Africa, South Atlantic and North Atlantic, July 2017 ü High Level Industry-Science-Government Dialogue Atlantic Interactions (a process of scientific diplomacy since June ), Portugal, Spain, Brazil, South- Africa, Nigeria, Angola and others, including India.

3 THE AIR CENTRE - ORIGINS & AGENDA 2/3 v Main Atlantic Interactions achievements: ü Science & Technology agenda: Space, Ocean, Energy, Climate, Data Science ü Decision on the AIR Centre (MoU signed November 2017 in Florianopolis/Brazil): Commitment to create Atlantic International Research Center (AIR Center). Steering Committee and Executive Board appointed to deliver AIR Centre Association in November 2018 (Canary Islands meeting) to operational team. First projects to be presented in May 2018 (Cape Verde meeting). üair Centre Association to be set up as Non-profit association under Portuguese law Objective to evolve towards an Intergovernmental /International Organisation in 3 to 4 years

4 THE AIR CENTRE - ORIGINS & AGENDA 3/3 v Principles for AIR Centre: ü Holistic, integrative and systemic approach to knowledge on space, atmosphere, oceans, climate-energy, and data science in the Atlantic basin ü Inclusive perspective to science, technology and economic development (creating momentum for entrepreneurship) ü Knowledge- and data-driven network organisation, lean central structure (bottom-up; national nodes) ü HQ in Azores; valorisation of Atlantic islands, incl. Africa and (S.)America and the North-South and South-South relationships; open to world ü Based on existing research infrastructures; focus on valorising integrative, international character and on driving technology-based business

5 AIR CENTRE CONTEXT OF OPERATION v Observation of Atlantic is critical for a better understanding of its resources, their exploitation and impacts, as well as interactions with climate. ü Space technology is essential but limited with respect to reach and resolution ü Water column (temp., salinity, currents, etc.) and sea floor data important ü Integration of in-situ monitoring systems (surface buyos, gliders, AUVs, landers etc.) ü Aerial observations (UAVs) can complement significantly resolution and frequency ü Numerical simulations vital for filling gaps and expand knowledge in space and sea ü Computing power will play an important role to process and valorise the data

6 AIR CENTRE - TECHNICAL RELEVANCE v Unique with respect to technical focus: ü Vertical integration of satellite data, aerial observations, waterborne and subsea measurements ü New picture of entire geo-column from sea bottom to atmosphere ü New values to be derived, e.g. expertise in climate, energy, ocean resources and safety/security ü New technical challenges with respect to data acquisition, integration, processing, visualisation and valorisation

8 AIR CENTRE OPERATIONAL MODUS (TBC) v Lean central structure, AIR Centre is not meant to be a new large R&D infrastructure v AIR Centre meant to be a catalyst for collaboration and project/business development v Infrastructures and know-how for project execution lies in national nodes ü E.g. Atlantic CoLAB (Portugal) new cross-technology collaborative lab ü E.g. PLOCAN (Spain) existing high-profile marine research platform v Governance of AIR Centre Association through National representatives v Large collaboration network with entities on different levels, independent from legal status or countrys direct participation in Association v Engagement of industry in collaboration network priority, as well as encouragement and active support in adjacent business opportunities (start-ups)

9 FIRST DEVELOPMENTS: THE AIR_DATANET v MoU sigend in Jan between BSC, MACC, FCT and the AIR Centre (further extension planned) are starting point for the AIR_DataNet: ü Computing power, data storage and data science expertise ü Identification, promotion and development of Big Data projects in the context of AIR Centre; ü Understanding the means to attract data that at present is not in the public domain, one possibility being through crowd-data processes; ü Data validation and accessibility; ü Setting up of the consortia to develop the projects; project funding; ü Results dissemination & Commercial valorization. v Need for Supercomputers for ocean data increasingly recognized (e.g. new Exascale supercomputer with simulator in international lab operated by Qingdao National Laboratory for Marine Science and Technology)
