16 APEC Initiatives as a Useful Template? Annex C of the APEC 2011 Honolulu Declaration states that APEC economies would Promote regulatory coherence and cooperation in areas affecting environmental goods, including by better aligning approaches to standards and conformance in the environmental goods sector. Sub-committee on Standards Conformance(SCSC) has been set up as a sub-group under the APEC Committee on Trade and Investment (CTI). One of the initiatives under the SCSC was the Solar Technologies Standards and Conformance Initiative..3 recommendations important from a trade perspective : (a) Commitment to greater participation and use of international standards -- recognizing that local conditions (eg, building construction, installation codes and grid design) may require limited national differences. (b) Cooperation on the development of a strong technical basis for all test procedures including those used as the basis for product certification, labeling and product safety standards. ( c ) Greater recognition of certification bodies audits of production facilities to decrease the needs for multiple audits of one facility.
