1 ITEM 43 CITY MANAGER S REPORT MARCH CITY COUNCIL MEETING ITEM APPROVE TASK ORDERS 4 AND 5 TO THE MASTER AGREEMENT WITH CHARLES R SIMPSON DBA BASECAMP ENVIRONMENTAL RECOMMENDATION Adopt a Resolution Approving Task Order No 4 for Professional Planning Services for the City of lathrop and Task Order No 5 for Professional Planning Services for the River Islands Development with Charles R Simpson dba Basecamp Environmental SUMMARY Charles R Simpson dba Basecamp Environmental has assisted City staff with various specialized planning projects over the past several years The specialized project consultant services provide by Mr Simpson dba Basecamp Environmental to augment our staff when needed Mr Simpson has provided a high level of quality services for various projects including land use and environmental planning services with respect to review and processing of applications for new development and other planning related matters At the June meeting City Council approved a Master Agreement with Mr Simpson to provide professional planning services This was done in order to expedite the process of hiring Mr Simpson for smaller project assistance By entering into the Master Agreement staff can simply add additional work with Task Orders approved by Council when necessary Tonight staff is requesting Council approval of the following Task Order 4 and 5 to provide continued professional planning services for the City of Lathrop and the River Islands Development Agreement Project Council Master Established Contractual Relationship with Consultant Consulting Charles Simpson for various specialized planning A reement ro ects Task Order 1 Professional Planning Services for the City of Lathrop Task Order 2 Professional Planning Services for the River Islands Develo ment A roved On Task Order 3 SB 5 General Plan Amendment Task Order 4 Continuation of Professional Planning Services for Council approval the Cit of Lathro requested with Task Order 5 Continuation of Professional Planning Services for this item the River Islands Develo ment
2 CITY MANAGER S REPORT PAGE 2 MARCH CITY COUNCIL MEETING APPROVAL OF TASK ORDER 4 AND 5 WITH CHARLES R SIMPSON DBA BASECAMP ENVIRONMENTAL BACKGROUND Charles R Simpson dba Basecamp Environmental has assisted City staff with various specialized planning projects over the past several years The specialized project consulting assistance that Mr Simpson provides helps control staffing costs and increases productivity as we only use the services to augment our staff when needed Task Order 4 The Planning Division performs plan review project management prepares staff reports presentations and agenda items for Planning Commission and City Council The City is in need of consultant assistance on miscellaneous tasks including but not limited to 1 FEMA Community Rating System 2 Development Agreement Annual Reports 3 Traffic Monitoring Plan coordination 4 Digital Signage 5 New Development application review 6 CEQA assistance 7 Mitigation Monitoring 8 Environmental assistance to Public Works Department for Capital Projects Task Order No 4Attachment B is intended to provide continued professional planning services for the City of Lathrop and has a proposed budget not to exceed Task Order 5 Mr Simpson has been working with the River Islands developer on various specialized planning projects since January 2013 and the developer is providing additional funding to continue these services Work will be performed on an as needed basis and as funding is secured from River Islands It is anticipated that River Islands will soon apply for a revision of its Phase 1 development plans which will soon be accompanied by improvement plans Final Maps design plans and other documentation requiring significant attention from the City including environmental review as well as related ordinances resolutions staff reports and presentations Task Order No 5Attachment C is intended to provide continued professional planning services for the River Islands Development and has a proposed budget not to exceed

10 Exhibit A PROPOSED SCOPE OF WORK SCHEDULE AND COSTS TASK ORDER 4 CONTINUED PLANNING CONSULTANT SERVICES TO THE CITY OF LATHROP Submitted to Community Development Department City of Lathrop CA By Charles R Simpson Land Use and Environmental Planner March OVERVIEW AND BACKGROUND Charles Simpson Consultant was retained by the City in June 2013 to provide planning land use and environmental planning services to the Community Development Director with respect to review and processing of applications for new development and other planning related matters Consultant services have been of continuing value to the City and both parties wish to extend their working agreement Work will be performed as required per the direction of the Community Development Director and or the City Engineer Charges for services will be invoiced on a time and materials basis within the Cost Proposal described below An initial budget for Planning Consultant services was established in June 2013 at Approximately 93 of this amount was utilized over the 18 months ending on November an average of approximately 5000 per month Allowing for a continuation of this usage rate plas an allowance for unanticipated projects a budget of is requested SCOPE OF WORK Professional Planning Consultant services will be required in connection with ongoing review and processing of new development projects and other projects of interest to the City excluding work concerning the River Islands project or any other work for which separate Task Orders have been issued Work priorities and assignments shall be determined by the Community Development Director as required Planning Consultant tasecs may include but are not imited to the following 1
11 FEMA Community Rating System annual reviews Development Agreement annual reports coordination Traffic Monitoring Plan coordination Digital signage New development application review California Environmental QualityAct assistance Mitigation measure monitoring Environmental assistance to Department of Public Works with respect to capital projects Any other tasks deemed necessary and appropriate by the Community Development Director SCHEDULE Consultant wili perform the services described above at a rate of approximately 8 hours per week in accordance with the priorities of and in coordination with the Community Development Director COSTS Projected costs for Consultant assistance is Fees for ConsultanYs time will continue to be invoiced monthly on a time and materials basis at a rate of per hour up to a limit of under this authorization Total consulting fees will not exceed this amount without the prior approval of the City Consultant services are not expected to generate expenses Out of pocket expenses if any will be billed at cost plus 10 and if substantial subject to the prior approval of the City Expenses will be detailed in each invoice 2

15 Exhibit A PROPOSED SCOPE OF WORK SCHEDULE AND COSTS TASK ORDER 5 CONTINUED PLANNING CONSULTWG SERVICES RELATED TO DEVELOPMENT RVER ISLANDS AT LATHROP Submitted to Community Development Department City of Lathrop CA By Charles R Simpson Land Use and Environmental Planner March 2d 2015 OVERVIEW Charles Simpson Consultant was retained in January 2013 to assist the City in review of new development within the River Islands Phase 1VTM Tract 3694 area Initially this work involved organizing requirements of conditions of approval and EIR mitigation measures and to coordinate the review ofthe City River Islands Development Agreement ConsultanYs scope of services was later expanded to include a range of tasks in support of City approvals of the initial Final Maps for the Community at South River Bend While work continues on the initial set of Final Maps River Islands is preparing to modify plans for the remainder of Phase 1 which will involve a revised tentative map subdivision improvements and a range of plans and other documentation that will need to be processed by the City Anticipated future planning work will address the following among other things I Review and approval of revised Vesting Tentative Map Revision of conditions of approval Processing of CEQA environmental documentation Review and approval of revised West Lathrop Specific Plan Review and approval of revised River Islands UDC Review and approval of revised Parks and Open Space Plan Review and approval of Neighborhood Design Plans Review and approval of Architectural Design Guidelines and Development Standards Coordinate internal review of Final Maps with City officials Review of documents and technical reports Verify compliance with applicable COAs and EIR mitigations Prepare file documentation Coordinate agricultural mitigation fee payments 1
16 Design review oversight PROPOSED SCOPE OF WORK Planning consulting work related to River Islands will be performed on an as needed basis Work may include the tasks listed above and others as defined by the Community Development Director Work items to be performed by Consultant will be defined and prioritized on a weekly or more frequent basis in coordination with the Community Development Director and City Engineer as appropriate A level of effort averaging approximately 12 Consultant hours per week is projected COSTS Projected cost for Consultant planning assistance is Fees for Consultant time will continue to be invoiced monthly on a time and materials basis at a rate of per hour up to a limit of under this authorization Total consulting fees will not exceed this amount without the prior approva of the City Consultant services are not expected to generate expenses Out of pocket expenses if any will be billed at cost plus 10 and if substantial subject to the prior approval of the City Expenses will be detailed in each invoice 2
