CEF Regulation The Connecting Europe Facility (CEF) is a regulation that defines how the Commission can finance support for the establishment of transeuropean networks to reinforce an interconnected Europe. In particular: ODR edelivery The technical specifications of a Building Block are as much as possible open and marketdriven. ehealth EESSI eid etranslation The services of a Building Block must be well defined i.e. documented, with SLAs, training, helpdesk, etc. The software of a Building Block must have sufficient maturity i.e. successfully piloted for crossborder transactions.

16 CEF Building Block Service Offering lacemat v3.0 Objective and approach A SERVICE is a means of delivering value to customers by facilitating outcomes customers want to achieve without the ownership of specific costs or risks. ITIL v3, Service Design OBJECTIVE The Service Offering lacemat presents the services offered by the CEF Building Block DSIs by grouping them into common categories, based on ITIL's best practices. AROACH The placemat is structured in a way that fits ALL the services of the CEF Building Blocks and allows comparison between them. The service categories that are not applicable for certain Building Block DSIs, are greyed out in each placemat. The offered services are matched with the users to which those services are offered by the use of audience icons.

17 CEF Building Block Service Offering lacemat Template Service classification 1/2 CORE SERVICES TECHNICAL SECIFICATIONS STANDARDS OF ESOs Core services deliver the basic outcomes and objectives of the CEF Building Blocks, i.e. facilitate crossborder/crosssector technical interoperability among heterogeneous information systems. This objective is achieved through the definition, maintenance and sponsorship of European standards and technical specifications. ENABLING SERVICES SOFTWARE OERATIONS SERVICES Enabling services are needed to deliver the core services and the outcomes/objectives that these core services support. It includes the technical and organizational services to enable the implementation of the Standards and Technical Specifications as defined by the core services. ENHANCING SERVICES STAKEHOLDER MANAGEMENT SERVICES Enhancing services are added on top of the core services to create additional value for the users and promote the uptake and reuse of the Building Blocks. In the context of CEF, the enhancing services comprise stakeholder management services.
