1 End Violence Against Children The Fund FIRST ROUND OF GRANTEES: Six-month report February 2018
2 In July 2016, the Global Partnership to End Violence against Children and its associated Fund were launched to support actions that prevent and respond to violence, protect childhood and make societies safe for children. Supported by a contribution from the United Kingdom, and in partnership with the WePROTECT Global Alliance, the first 15 grants (10 civil society organizations and five UN) from the Fund were announced in early The projects aim to address online child sexual exploitation and abuse (CSEA) in line with the WePROTECT Model National Response (MNR). This report captures the grantees achievements in the first six months of implementation. REPORTING PERIOD 1 1 June December 2017 FIRST INSTALLMENT DISBURSED (TOTAL) 4 million of the 11 million in grants EXPENDITURE OF FIRST INSTALLMENT 948,000 (24 per cent) GRANT DURATION 2 3 years INDIVIDUAL GRANT VALUE RANGE 300,000 1 million BRIEF OVERVIEW The Fund s Theory of Change aims to achieve impact through different levels: expanding knowledge of online safety among individuals and society, establishing industry standards, and strengthening systems to investigate and prosecute online violence and support survivors. The chart here illustrates projects levels of intervention. Number of projects targeting specific level of intervention 13 Individual 12 Society 13 Systems 10 Industry Close to 1,300 children directly participated in panel discussions, social media outreach, project baseline survey and training, while close to 2,500 were reached via awareness campaigns (print, radio, and social media). 3 RESULTS INDIVIDUAL Internet Watch Foundation launched a new online reporting portal in Tanzania, which had received seven reports of online CSEA (in English and Swahili) in the first two months. The portal attracted 673 unique page visits with visitors spending an average of 3 minutes 29 seconds, indicating meaningful engagement. Save the Children Sweden in Peru held workshops where 117 adolescents shared good practices regarding the appropriate use of social networks and the internet. Red PaPaz with its partner, Fundación Renacer, engaged adolescents from Cartagena and Bogota in designing and testing a training on prevention of online CSEA. Oficina de defensoría de los derechos de la infancia (Mexico) focused on developing materials regarding victim protection, accompaniment and other psychological support needed to adequately understand and interpret victims experiences for use as evidence for prosecution. Litigation strategies and tools for lawyers representing child and youth victims were also developed, to be used in 2018 for prosecution. UNICEF Namibia supported the participation of 300 children in a national #befree campaign event, which deals with issues around HIV/AIDS and violence. Child panelists led the discussion on child online safety with experts. SOCIETY Plan International UK engaged with 495 service providers, parents and caregivers in Manila and Quezon City of the Philippines to discuss anti-cybercrime law and online CSEA, the police force s capacity to investigate cybercrime and the Government s coordination efforts. Some 130 community leaders analyzed the situation in their communities and identified actions to take. Internet cafe operators participated and learned about child online protection and their role in protecting children. ChildFund Australia (Vietnam) developed, translated and piloted a training curriculum. It recruited 16 young people aged to begin delivering the training for 12,000 adolescents in three provinces in early UNICEF Jordan established a Foundations Course in Digital Device Forensics and a Standard Operating Procedure to ensure that government procedures in managing online CSEA investigations are grounded in internationally recognized forensic techniques. It trained 10 government officials on technical approaches for examining computers and other devices. Red PaPaz in Colombia trained 155 journalists in seven cities to increase knowledge on online CSEA and the channels for reporting these crimes. Its partner for the project, Fundación Renacer, reached agreements with universities in three cities to create a diploma course for protection officers in SYSTEMS Capital Humano Social (CHS) Alternativo (Peru) drafted cooperation agreements with Cusco Municipality and the Crime Investigation Division of the National Police of Peru and proposed an amendment to the Penal Code incorporating online CSEA, which is awaiting passage. PANIAMOR Foundation s advocacy resulted in online CSEA prevention and response as a strategic component of Costa Rica s flagship social protection program, Hogares Conectados, for low-income families. International Justice Mission (Philippines) partnered with local authorities to rescue 27 online CSEA victims, using each case as an opportunity to build local expertise in the investigation and prosecution of this crime. The South Asian Initiative to End Violence against Children (SAIEVAC) convened a regional expert meeting hosted by Sri Lanka s Government to explore linkages, cross-cutting targets and strategies to incorporate in the Regional Action Plan on online CSEA. SAIEVAC also formed a regional coalition of technical experts to expand partnerships to work on online CSEA both at national and regional level. UNICEF Jordan supported the Public Security Directorate unit, which received 7 referred cases from Interpol and handled 18 cases of sexual assault involving sexually exploitative photos, 6 cases of photo blackmailing, 7 cases of children online harassment, and 1 case of online bullying. UNICEF Albania engaged with newly elected Members of Parliament to facilitate necessary legislative reforms to address online CSEA under the leadership of the Vice-Speaker of Parliament. The work also resulted in inclusion of a chapter on children s online protection in the newly adopted Law on Child Rights and Protection (2017) and the National Action Plan for Children ( ). UNICEF East Asia and the Pacific Regional Office (EAPRO) advocated with senior officials of the Association of Southeast Asian Nations to adopt the MNR across their countries. INDUSTRY CHS Alternativo held coordination meetings with the Peruvian Chamber of E-Commerce, the Information, Communication, and Technology (ICT) Committee of the National Society of Industries, EBIZ Latin America (an IT company), and IBM to raise awareness about online CSEA and explore joint action plans. Sixty people in the ICT industry filled out the survey as part of a national diagnostic study. UNICEF EAPRO planned a series of workshops with GSMA, a trade body representing global mobile network operators, to review the balance between government regulation and industry self-regulation and to promote best practices. UNICEF Namibia supported a national ICT conference where discussions on youth and cybersecurity; youth and internet governance; and young women in the ICT industry took place to raise awareness on online CSEA. As part of the Internet Watch Foundation s launch of the Tanzanian reporting portal, industry players from Tanzania (3), Zambia (15), and Mozambique (6) participated in the roundtable meetings and were offered support through the Foundation s services to improve internet safety and protect children. PIan International UK participated in a dialogue with the Inter-Agency Council against Child Pornography of the Philippines to understand internet service providers compliance to the Anti-Child Pornography Act. UNICEF Uganda and its partner, Ministry of Internal Affairs, twice hosted the National Working Group on online CSEA that includes the participation of the National Information Technology Authority of Uganda and the Uganda Communications Commission, who will play a critical role in strengthening Uganda s efforts to prevent and respond to online CSEA as part of the project.

6 CHALLENGES OPPORTUNITIES Government engagement High turnover of key personnel due to changes in government structure and technical staff appointments required grantees to use advocacy and communication strategies to engage successfully (UNICEF Albania, CHS Alternativo, UNICEF Jordan, UNICEF Uganda, PANIAMOR, Plan International UK, Save the Children Sweden). Staffing Difficult and time-consuming processes to recruit adequate experience and expertise required grantees to reach out to networks and seek remedial measures, such as temporary staffing placements to carry out the work (Plan International UK, UNICEF Uganda, UNICEF Albania, CHS Alternativo, Internet Watch Foundation). Partner coordination Getting partners buy in and common understanding of online CSEA required time and effort (PANIAMOR, Red PaPaz, UNICEF Uganda). Child participation Efforts to engage children and adolescents in different spheres, including the household, school, and community, faced resistance from parents and authorities (Save the Children Sweden, CHS Alternativo). Elsewhere, child engagement will be a greater part of projects moving forward. Sixty-seven per cent of grantees reported challenges during the first six months Engagement and partnerships Multi-sectoral engagement is critical to affect change (different actors, sectors, and industries, particularly ICT, and with active national and local government and civil society organizations). Risks of government turnover can be alleviated by establishing contacts with career officials, not just senior officials. Results from existing initiatives can help local governments understand the project s relevance and potential for impact in communities. Projects should include a sustainability plan with decision makers from the onset to strengthen authorities and people s capacities once funding ceases. Collaboration across project grantees in the same country can maximize impact (Philippines). Complement partners work to extend impact. Internet Watch Foundation is working with Child Helpline International so the portal in Tanzania is used for reporting and the helpline is used to examine and support the removal of harmful materials from the internet. Programmes There is a need for all stakeholders to have a common understanding of and commitment to preventing CSEA, particularly online (Red PaPaz). The MNR provides opportunities to coordinate across sectors in advancing protection from CSEA, as opposed to a sectoral approach or one which addresses child online safety separately from broader CSEA prevention and response strategies (UNICEF Namibia and UNICEF EAPRO). Development of training materials that integrate mobile phone technology and applications takes time and needs intensive and continued support (ChildFund Australia). Reporting portals should be offered in the most commonly used languages (not just English) to encourage optimal reporting and trust in the portal mechanism (Internet Watch Foundation).
