2 IfS - Instrument for Stability Origine: EU Strategy against WMD (2003, revisione 2008) L IfS nasce nel 2006 come strumento di finanziamento per rispondere alle minacce all Europa provenienti dall esterno, nell ambito dalla strategia europea contro la proliferazione di armi di distruzione di massa. Sostituisce vari strumenti (drugs, mines, uprooted people, crisis management, rehabilitation and reconstruction) incluso il Rapid Reaction Mechanism ma include anche una componente a lungo termine. It recognises the links between development and security and provides a tool for developing partnerships and providing technical assistance to countries outside the EU.

4 IfS - priorità Strategy Paper Strategy Paper Priority 1 - CBRN risk mitigation To support international efforts to mitigate Chemical, Biological, Radiological and Nuclear (CBRN) risks, whether natural, accidental or criminal. Priority 2 Trans-regional threats To support global and trans-regional efforts to address the threats posed by terrorism and organised crime, including illicit trafficking of human beings, drugs, firearms and explosive materials. Priority 3 Building capacity for effective conflict prevention and crisis response To build and strengthen international capacities for conflict prevention and in crisis preparedness.

5 Priority 1 - CBRN risk mitigation CBRN disasters represent a key threat to the security and the health of people, to the environment and infrastructures as identified in the 2003 European Security Strategy (ESS), updated in 2008, and the 2009 EU CBRN Action Plan. The recent nuclear disaster in Japan has reminded us of the incipient risks. Promoting a culture of CBRN safety and security, from prevention to consequence management, is now a prerequisite to development and stability. The CBRN programme covers risks related to accidental, natural or malevolent CBRN related issues and aims at improving the safety and security culture by spreading best practices and raising the general level of security and safety awareness. Prior to 2010, different domains were covered separately. From 2010 onwards, the CBRN Centres of Excellence, set up worldwide by the EU under the IfS, are gradually providing a single and integrated platform for actions in all of the domains of border monitoring/illicit trafficking, export control, bio safety, bio security, etc., including civil protection measures (emergency planning, crisis preparedness and response).

8 IfS Expert Support Facility (ESF) in 2008 the Commission established the ESF as a means to improve the reliability and effectiveness of technical and financial assistance provided to partner countries under priorities 1 and 2 (CBRN & Trans Regional). The ESF is implemented as a Framework Contract (FWC) and implementation commenced in 2009 to facilitate access to experts of organisations and services of EU Member States (MS). It is implemented via individual assignments of short- and mediumterm assistance,
