1 EEMUA Technical Committees EEMUA Technical Committees act as sub-committees of Council, concentrating on specific technological areas or disciplines. They are a means of sharing engineering experience and expertise, as well as promoting the interests of the wider membership in particular engineering specialties. Participation on EEMUA technical Committees is on a voluntary basis and while actions and deadlines may be used to aid progress, the priority of their employer s requirements is understood. Committees offer the opportunity to share information, collaborate on important issues and react to new or changing regulation. Those who attend are expected to: encourage the adoption of industry standards; promote technical programs of education; and share information on all safety related issues. There will always be at least one EEMUA staff member associated with a Committee or Forum to act as coordinator / facilitator. Electrical Engineering Committee (ELC) The Electrical Engineering Committee (ELC) brings together Engineers, Technical Authorities, Policy Managers and others interested in a wide range of electrical topics, from Hazardous Area installations to managing ageing assets such as transformers. Safety incidents and equipment failures are regular Agenda items, along with updates from Committee members who represent EEMUA on a number of key national and international Standards Body Committees. The ELC Committee also provides representatives who sit on the impartiality committees of a number of UK based Certification bodies including BASEEFA, FM Approvals and EMT. The ELC provides technical oversight for multiple EEMUA Publications including EEMUA Publication 186: A Practioner s Handbook for potentially explosive atmospheres which underpins the internationally recognised CompEx Competency Scheme. The Committee meets around 4 times a year, often in London and occasionally in Aberdeen. Those interested are encouraged to come along to a meeting to gain a better understanding of the topics discussed and the many benefits than can be derived. Instrumentation and Control Committee (INC) The Instrumentation and Control Committee (INC) brings together Control Engineers, Instrumentation Engineers, Systems Engineers, Group Heads, Technical Authorities, Policy Managers and others interested in a wide range of process control topics, from Safety Instrumented Systems and Cyber Security for control systems to the human factors considerations of designing Control Rooms. Safety incidents and equipment failures are regular Agenda items, along with updates from Committee members who represent EEMUA on a key national Standards Body (BSI) Committees. The INC has links with other, European based, User Associations who have collaborated on a number of issues. The INC Committee provides technical oversight for multiple EEMUA Publications including EEMUA Publication 191: Alarm Systems: A guide to Design, Management and Procurement which is internationally recognised as a de facto standard.
2 The Committee meets around 4 times a year and those interested are encouraged to come along to a meeting to gain a better understanding of the topics discussed and the many benefits than can be derived from participation. Inspection and Non-Destructive Testing Committee (INT) The Inspection and Non-Destructive Testing Committee (INT) brings together specialists and interested parties from EEMUA Member companies for the dissemination and review of Inspection and Non-destructive Testing (NDT) issues. In addition to being represented on several British and European standards bodies committees, the INT s scope covers API and ISO developments and a number of external bodies (BINDT, HOIS, EI). The competency levels of those carrying out Inspections and Testing, and ways to both certify and raise them are regular Agenda items, along with a discussion of any new or novel applications of NDT technologies. The INT contributes towards numerous publications and Information Sheets (only available to EEMUA members) providing guidance on the development, use and validation of NDT technologies. The Committee meets around 4 times a year, usually either in Cheshire (Birchwood) or London. Rotating Machinery Committee (MAC) The Rotating Machinery Committee (MAC) allows EEMUA to establish a common stance in relations with manufacturers, national, and international standards making bodies, in respect of multiple aspects of rotating machinery. Technical issues and safety incidents are regular Agenda items along with liaison with a number of external bodies; it also has a regular liaison with the IMechE Reliability and Safety Group and the IMechE Fluid Machinery Committee. The MAC Committee provides technical oversight for multiple EEMUA Publications including EEMUA 230: Guidance on Management of Ageing Machinery, EEMUA 215: Industrial Cooling Tower Fans and Fin Fans and EEMUA Publication 140: Noise Procedure Specification. The Committee meets 3 to 4 times a year, usually in London. Those interested are encouraged to come along to a meeting to gain a better understanding of the topics discussed and the many benefits than can be derived. Materials Technology Committee (MTC) The Materials Technology Committee (MTC) brings together materials, metallurgical and corrosion engineers to discuss topics including materials, welding and rogue materials, as well as keeping members abreast of integrity alerts relevant to the industry. EEMUA currently has representation on BSI Committees PSE/17, WEE/37 and WEE/21/7, with the potential for further involvement as MTC members require. The Committee has oversight of EEMUA Publication 194: Guidelines for materials selection and corrosion control for subsea oil and gas production equipment. This is the supporting document for the Subsea Materials and Corrosion (SMC) course EEMUA operates in association with the Society for Underwater Technology (SUT). The MTC provides technical oversight for multiple other EEMUA Publications including EEMUA Publication 158: Construction specification for fixed offshore structures, EEMUA Publication 143: Recommendations for Tube End Welding: Tubular Heat Transfer Equipment and EEMUA /10 Copper nickel alloy piping for offshore applications.
3 The Committee meets 3 to 4 times a year in London, with occasional teleconference meetings. On-line Analyser Systems Committee (OLA) The On-line Analyser Systems Committee (OLA) brings together analyser performance and optimisation engineers to discuss topics including design and installation considerations. Through the Committee chairman, EEMUA has a close working relationship with IEC sub-committee 65B. Several of EEMUA s Publications form the basis of IEC guides, including IEC TR 61832, IEC TR 61831:2011 and IEC TR 62010:2005. The OLA provides technical oversight for multiple EEMUA Publications including EEMUA Publication 138: Design and Installation of On-Line Analyser Systems and EEMUA Publication 187: Analyser Systems: A Guide to Maintenance Management. EEMUA is an organisational member of ASTM and votes on D02 subcommittee Standards. The Committee meets via teleconference several times a year, which suits committee members unable to spare the full day required to attend meetings in London. Pressure Relieving Safety Systems Committee (PRS) The Pressure Relieving Safety Systems Committee (PRS) brings together those responsible for process safety and dealing with all aspects of pressure relieving safety systems. A typical Agenda will include items on the technical operation of relief valves, bursting discs etc., liaison with the UK Regulator and review of incidences and lessons learned. The PRS Committee provides technical oversight for multiple EEMUA Publications including EEMUA 208: Guide to Life Cycle Management of Pressure Relief Systems and EEMUA 184: Guide to the Isolation of Pressure Relieving Devices. It also oversees several Information Sheets that available only to Members such as IS 50: The importance of isolation management around relief systems and IS 51: Managing Legacy Systems. The Committee meets approximately 3 times a year usually in London. Piping Systems and Pressure Vessels Committee (PSC PRV) The Piping Systems and Pressure Vessels Committee (PSC PRV) brings together those involved with the specification, use, design, inspection and maintenance of piping and pipelines and pressure vessels including boilers, reactors and storage. It deals with all aspects of this part of the primary containment including ancillary equipment, valves, and supports etc. The Agenda would typically cover the implementation of national and international Standards, competency of technicians and incidences and lessons learned. The PSC PRV Committee provides technical oversight for multiple EEMUA Publications including EEMUA 185: Guide for Hot Tapping on Piping and other Equipment, EEMUA 211: Guidance on the specification of Pressure vessels and EEMUA 223: Pressure Equipment Testing. The Committee meets 3 to 4 times a year, usually in London. 4 Storage Tanks Committee (STC) The Storage Tanks Committee (STC) provides an opportunity for all those involved with the storage of oil and gas products and chemicals to discuss all aspects of the design, inspection, maintenance and repair of storage tanks. It is a prime source of material for the highly successful competency scheme CompeTank and is frequently consulted by Regulators on matters of storage technology. The STC Committee provides technical oversight for multiple EEMUA Publications including EEMUA 159: Above ground flat bottomed storage tanks - A guide to inspection maintenance and repair that underpins the CompeTank scheme, EEMUA 147: Recommendations on the categorisation, inspection and maintenance of refrigerated liquefied gas storage tanks and EEMUA 207: Double concrete tanks for liquefied gas guide to design, construction and operation. The Committee meets approximately 4 times a year, usually in London. User Inspectorates Committee (UIC) The User Inspectorates Committee (UIC) provides a forum for the consideration of administrative and policy matters concerning in-house user inspectorates, with particular regard to criteria for their recognition, their status, and relevant National and European legislation, actual or proposed, and liaison with other bodies. It has particular interest in the Pressure Equipment Directive and the Small Pressure Vessels Directive and has close liaison with the European Committee of User Inspectorates (ECUI). The UIC Committee provides technical oversight for multiple EEMUA Publications including EEMUA 206: Risk Based Inspection - A Guide to Effective Use of the RBI Process and EEMUA 231: The mechanical integrity of plant containing hazardous substances. A guide to periodic examination and testing. The Committee meets approximately 3 times a year usually in London. EEMUA Forums EEMUA Forums are organised to address topics that cross a number of disciplines, or whenever Members have a special interest in a particular topic. Forums may be one-off events, or a series of meetings, for example the Asset Management Forum has been meeting to discuss and provide EEMUA input to the emerging ISO series. Participation in EEMUA Forums is on a voluntary basis and they are convened on a more informal schedule than Technical Committees. Ageing Assets (AAF) (In-active) The Ageing Assets Forum (AAF) was brought together to address specific concerns raised by the UK regulator, and is also covered as a topic by regulatory bodies in Europe and beyond. EEMUA has covered ageing assets across a range of fields, including control and instrumentation, pressure relief systems, electrical assets and integrity management. Issues raised have included key areas concentrated on by the regulator, what constitutes a legacy system, and lessons that could be learned from offshore assets by onshore sites. Meetings will include face to face events as well as telephone conferences. 5 Asset Management (AMF) (In-active) - The Asset Management Forum (AMF) was originally formed to provide input to the process of drawing up the ISO suite of international standards on asset management. This process was completed, and ISO was issued in January There is an ongoing maintenance schedule for the standards, and EEMUA will continue to monitor the topic, calling the Asset Management Forum if required, or if Members request it. Competence and Training (CTF) - The Competence and Training Forum (CTF)is a recently created forum still with the centre of gravity in the shared best practice area. The Forum is currently providing a platform for identifying current drivers to improve competence and training of employees and aiming to develop a route map to a competence management system. Meetings have included face to face events in London, as well as telephone conferences. Cyber Security Forum (CSF) - The Cyber Security Forum (CSF) was brought together to share experiences and good practice in this rapidly changing field. The main focus is on the development and implementation of processes, procedures and related resources for improved cyber security, rather than specific technical details of vulnerabilities and patches. Meetings have included face to face events in London, as well as telephone conferences. There are approximately 6 meetings per year. High Temperature Hydrogen Attack Forum (HTHAF) - The High Temperature Hydrogen Attack Forum (HTHAF) was brought together to establish common understanding and precautionary approaches being taken in the UK with regards to High Temperature Hydrogen Attack. The Forum provides also a conduit for discussions with the HSE. Meetings include face to face events in London, as well as telephone conferences. Hydrofluoric Acid (HFA) (In-active) - The Hydrofluoric Acid Forum (HFA) is an active group brought together to address specific issues in the containment of hydrofluoric acid in industrial premises. Typical concerns include appropriate material specification, gasket designs, inspection methods and industry incidents. The Committee meets approximately twice a year usually in London. Personal Portable Devices Forum (P2F) - The Personal Portable Devices Forum (P2F) was brought together to examine all aspects of personal devices, wearable and implantable technology as regards their potential effects on the plant and operations of EEMUA s member Companies and the safety implications for the user and others. Current focus is on the control measures necessary when such devices might be taken into an area containing a potentially explosive atmosphere. Future work may include topics such as electromagnetic compatibility.

Structural and Civil Engineering (SCE) - The Structural and Civil Engineering (SCE) is a long standing and active group which considers aspects of concern to owners of industrial assets arising from the structures seen on their sites. Typical issues might be the effects of wind loading on process towers, balancing the needs for fire insulation against corrosion risk, and implementation of appropriate Eurocodes. The SCE Forum also provides technical oversight for EEMUA 105: Factory Stairways, Ladders and Handrails. This Publication first appeared in 1954 and has contributed to safe working on sites worldwide since that date. The SCE Forum meets approximately 3 times a year usually in London. Underground Cavern Storage (UCS) (In-active) - The Underground Cavern Storage (UCS) Forum will focus on matters related to the ownership and operation of engineering equipment and materials. The remit of the group will be to discuss issues for operators of underground cavity storage facilities, including interpretation of guidance, safe operating procedures, and all other aspects under the banner of lifecycle management. Meetings will operate initially through teleconferences and/or web-conferences, plus online discussion forum on the EEMUA Network, with possible face-to-face meetings less frequently (perhaps once annually).
