5 Understanding the Basics of FMN FMN is a Capability Definition : In NATO, a capability is composed of a number of elements which collectively comprise the ability to do something. The primary goal of the FMN capability (= mission networking in a federated environment) is to support command and control and decision-making in future operations through improved information-sharing. The implementation of this capability delivers a toolset of processes, organizations, training, technology, and standards provided, in a coordinated approach, by NATO, NATO Nations and non-nato nations cooperating together. 5 Federate Share Win

19 Federated Interoperability FMN - Vision STRATEGIC GOALS Achieving Day Zero Interoperability by improving the way potential Coalition partners train, plan and operate together while adapting the way they transform their national capabilities The required improvements and transformations cover: - Ready force development, - Policy development, and addressing the full spectrum - Capability Development OBJECTIVES driving the operational requirements for FMN 1 Seamless and secure human-to-human information exchange across all network participants 2 A single view of the battle space across a secure mission network 3 Timely provision of mission networks and services 4 Provision of consistent, secure, accurate and reliable mission data 5 Community of Interest (COI) capabilities that align with mission requirements 6 Well-trained staff that can support an effective decision cycle and take full advantage of the systems provided 19
20 Federated Interoperability FMN The Desired End-state EXTRACT from the FMN Vision reduced time required to establish seamless secure information exchange; a single common infrastructure used for all concurrently existing mission networks and their multiple levels of security classification; Participation in federations of enduring networks to plan coalition missions from their locations of choice; shared information, shared awareness and collaborative processes; training and exercises using FMN Ready Forces, standards and procedures; federated business processes and operational concepts adhered federated capabilities extend to mobile platforms in a secure manner; repositories of templates as well as information management practices; federated, service oriented C2 systems and infrastructure for multiple security levels, with central information repositories and a full information clearing house function; Capability Maturity Model (CMM) Level 3 for the five IT Service Management (IT SM) Lifecycle Stages. 20
21 Federated Interoperability FMN - The Cause 21 Lessons Identified building AMN during ISAF two major stand-alone coalition mission networks, a U.S. led network - CENTRIXS-GCTF (CX-G), a NATO led network - ISAF SECRET (IS), separated by guards and gateways: - no free flow of information - limitations in information sharing - communication delays IO issues contributed to serious incidents and blue-on-blue engagements. Painful IO issue resolution consuming valuable resources (time, money, ) Very limited reusability for future missions with potential coalition partners (incl. GO/NGO) Day 0 Day 1 Mission ISAF IO
