16 Political Willingness Regional Planning There is a political decision and instruments for the development of the regional market Resources are complementary in the region which suggests strongly the benefits of an integration in a regional market (oil and gas in the east mainly and hydro in the west) There are trades already ongoing in the region which demonstrates the capacity and willingness of countries to trade There is infrastructure being developed for regional trading

Appropriate model for actualizing the WAPP Regional Electricity Market. Develop electricity market rules such as: bidding process, physical spot market, financial market, clearing and settlement, and power balance mechanisms, including roles, responsibilities and interfaces between organizations.

26 Compulsory Training : subjects that are compulsory for professional staff from WAPP Secretariat as well as staff from utilities involved in power trading in one manner or another should know in detail the subjects included in this category. Additional Training Needs: the subjects included in this category are basic and somehow necessary for a better comprehension of power trading in general terms and power trading at regional level.

28 Additional training contents: Selected topics of Microeconomics: approaches concepts which are later used in planning, decision making of investments, optimisation, balance of supply / demand, pricing of electricity, International experience: describes other regional markets, the manner they have evolved, their organisation and how trade is carried out in those markets.. Power markets: approaches several issues such as: wholesale electricity markets, the reform process, particular aspects of treating electricity as a commodity, marginal pricing in electricity, organisation models of power markets, market power & price volatility, etc.
29 Model 1 - Establishment of an Independent Standalone Regional Centre for Training: it is imperative that targeted capacity building begins without delay. Model 2 - Adding on a Power Sector Trade Capacity Building Program to an Existing Entity in the Region: could potentially offer the opportunity to start the implementation of the capacity building program relatively quickly. Model 3 - Starting the Capacity Building Program as a Specific Program: Specifically, under this approach, the WAPP should design a training

31 ICC Project involves the deployment of infrastructure for data (SCADA) and telecommunication equipment to facilitate : 1. Regional coordination of cross-border exchanges; 2. Monitoring the regional WAPP System Operation Alert and advise the Control Areas if risk in the security of the regional system. Quality of service: frequency parameters within the limits, voltage levels within the limits.
