7 Purpose of Today s Meeting Review of straw proposal paper posted 4/18/13 Introduce 5 proposals to expand metering and telemetry options Provide stakeholders opportunity to ask questions Make available subject matter experts for discussion Request for comments Initiative next steps Page 7

8 To participate in the ISO s wholesale electricity markets, revenue metering and telemetry requirements must be met. Metering Provides interval resource data Essential for settlement of market transactions Telemetry Provides real time monitoring and control Critical for grid and market operations Slide 8

9 Metering and Telemetry requirements fits participation of traditional system resources. Requirements developed for the monitoring and measurement of large generating resources. Expansion of metering and telemetry methods will facilitate greater market participation for small renewable and distributed energy resources. 10 In 2012, the ISO held a series of technical working sessions. Objective: Obtain feedback on experience in meeting metering and telemetry requirements. Goal: Identify a path forward to support additional options for metering and telemetry Slide 10

14 Continuation of 2012 efforts begin with the straw proposal stakeholder feedback. Stakeholder Initiative Objective: Develop and obtain input on the proposals expanding options to meet current metering and telemetry requirements. Phase 1 Proposals: Use of Internet for telemetry and meter data transport (2 options) Expand the use of ICCP as an allowable option for RIG aggregators Expand the ability for resources to submit Settlement Quality meter Data Remove RIG Aggregator resource ownership and location limitations Proposals may require Business Practice Manual for Telemetry and Metering updates and potential tariff changes. 16 Proposal 1: Use of internet for telemetry and meter data bridging to the ISO Energy Communication Network (ECN) Provides a service option to obtain telecommunications access to and from the ECN through the internet Reduces setup and monthly cost of providing a direct ECN connection. Resource owners determine what communication method is used to access the internet. Requires the installation of a VPN remote access device that would be managed by the ECN service provider Page 16

18 Proposal 1: Applicability Metering: Meets communication requirements for all resource size and service participation Telemetry: Direct telemetry use of option would be available for resources less than 400 MW in size Page 18

19 Proposal 1: To mitigate impact of losing telemetry for any single resource additional limits are proposed. Telemetry: ISO is proposing to limit the overall capacity certified to provide regulation services that uses an internet option for direct telemetry. Resource owners continue to remain responsible for providing direct telemetry data and maintaining its availability. Does not change telemetry and control response requirements set forth in ISO telemetry BPM Certification testing criteria including performance measurement are maintained Requires aggregator to execute an agreement, potentially an SC agreement Page 35
