3 1 Introduction Rijkswaterstaat, the agency of the Dutch Ministry of Infrastructure and the Environment and the Swedish Transport Administration (Trafikverket) are responsible for the management, construction, operation and maintenance of the main road networks in the Netherlands Sweden, respectively. Adequate information regarding the network and assets is of vital importance for the management of road networks. Both road authorities aim to modernise their information management using open information-exchange standards and have formally joined forces to break out of a cycle of ICT standstill by working together in the Virtual Construction for Roads (V-Con) project. V-Con aims to enable national road authorities to introduce IT technology based on open standards for exchanging/sharing comprehensive road information with commercial parties in the sector and applying them in their life-cycle and supply-chain processes. 1.1 Purpose of the document The purpose of this document (Challenge Brief) is to inform market parties about the challenges the road authorities are facing regarding managing road information and about their search for innovative solutions via a Pre-Commercial Procurement process. (For a further introduction to and background information on the V-Con PCP, please see the Invitation to Tender, ITT.) This Challenge Brief is a formal document in the set of requirement documents. In this Challenge Brief and accompanying requirements, the road authorities specify their requirements with respect to the solution to the information management issue and the accompanying software tooling. 1.2 Overview of PCP documents The Challenge Brief is part of the V-Con procurement documents and describes the overall challenges. The Business Specification adds more detail from a business perspective. The more technical details (on IT level) are described in the Technical Specification. 4 1.3 Structure of the Challenge Brief Chapter 3 describes the general context for European road authorities from the perspective of information management, the specific Rijkswaterstaat context, the specific Trafikverket context and finally their integration in the V-Con context. Chapter 4 provides a description of the challenge, referring to the business and technical specifications July 2014
5 2 Terms and abbreviations For the purposes of this Challenge Brief, the following terms, abbreviations and definitions apply. Terms Abbreviations Definitions ANDA A development program within Trafikverket with the goal of modernizing the asset management systems. Building Information Model Building Information Modeling Long-Term Asset Management System BuildingSMART BIM BMS LT BSAB BuildingSMART International bsi The same as above. Design Build Finance and Maintain CB-NL COINS DBFM A digital representation of physical and functional characteristics of a facility. A building information model is a shared knowledge resource for information about a facility forming a reliable basis for decisions during its life-cycle; defined as existing from earliest conception to demolition. A development program within Rijkswaterstaat with the goal of modernizing the asset management systems. Swedish classification system for buildings and their parts. A neutral, international and unique not-for-profit organisation supporting open BIM. The Nederlandse Conceptenbibliotheek (CB-NL) is a library or collection of concepts for the building knowledge domain. This library is in fact an ontology, which defines concepts and semantic relations between these concepts. An open Dutch standard for information exchange based on Systems Engineering. A contract where the construction company is responsible for the financing of the project, the design and build activities and maintaining the project result. Geographic Information System GIS Information system dealing with information concerning phenomena associated with location relative to the Earth. 7 3 Context regarding information management Adequate information regarding the network and the assets is of vital importance for the management of the road network. The right ICT-based integration of information management in the management of the road network is seen as a key opportunity here: better information management will lead to shorter lead times, lower failure costs, better handover to commercial parties for realisation and maintenance and vice versa (less transaction costs), improved asset management and more intelligent traffic management. The next paragraphs describe the general context for European National Road Authorities, the Rijkswaterstaat context, the Trafikverket context and finally their integration in the V-Con context. 3.1 General context for European national road authorities This section describes external and internal developments affecting information management at national road authorities. General external developments: The EU directive on the re-use of public sector information (Directive 2003/98/EC, known as the 'PSI Directive') provides a common legal framework for a European market in government-held data (public-sector information). It is built around two key pillars of the internal market: transparency and fair competition. It encourages the national road authorities to make as much information available as possible for re-use. It also encourages a level playing field for construction companies. For more information: The INSPIRE Directive (Directive 2007/2/EC, May 2007) establishes an infrastructure for spatial information in Europe to support Community environmental policies, and policies or activities which may have an impact on the environment. The directive addresses 34 spatial data themes needed for environmental applications, with key components specified through technical implementing rules. National road authorities are also legally bound to deliver some of the datasets as specified in the themes. For more information: The Digital Agenda of Europe states that in the virtual world barriers against the internal market are rising, mainly because of interoperability issues. At the end of 2010, the European Commission adopted the European Interoperability Framework (EIF). EIF 2.0 is a set of recommendations which specify how administrations, businesses and citizens communicate with each other within the EU and across Member State borders (e.g., via open standards). For more information: General internal developments: Information exchange takes place at three levels: network management, asset management and projects management. The data comes from many sources and is often incomplete, outdated and/or unreliable. National road authorities are developing solutions to optimise information management between these levels in order to improve the quality of the information July 2014
8 The landscape of asset management software applications and databases at national road authorities is generally fragmented and outdated. National road authorities are modernising their asset management systems. 3.2 The Rijkswaterstaat context National developments in information management for roads taking place in the Netherlands: The Digital Agenda Europe was translated into the Digital AgendaNL in Standardisation and open data are its key areas of focus. In addition to the INSPIRE directive, the Dutch government decided to establish a set of databases ( basisregistraties ). Rijkswaterstaat is also involved in this endeavour as an owner of source data, such as that held in the large-scale topography database ( Basisregistratie Grootschalige Topografie, BGT ). The national Building Information Council ( Bouw Informatie Raad, BIR ) programme in the Netherlands aims to develop and embed open information-exchange standards in the construction sector with the involvement of all stakeholders such as government authorities, architects, construction companies, consultancy firms and HVAC companies. The Building Information Model (BIM) is seen as a driver for improving information management in the building management and construction sector in the Netherlands. One of BIM s spearheads for open standards is the development of the national concept library (CB-NL). This is being undertaken in close collaboration with buildingsmart International (bsi). One of the main outcomes is the switch from closed databases to open Object Type Libraries (OTLs), preferably based on international standardisation developments and agreed on at the national level. Another spearhead is the introduction of Systems Engineering, which uses the COINS (a Dutch open standard for information exchange based on Systems Engineering) concept. Internal developments within Rijkswaterstaat with an impact on information management: Rijkswaterstaat executes the tasks involved in managing the main road infrastructure in collaboration with private contractors. In contracts for construction and/or maintenance projects between road authorities and construction companies, requirements for information management and exchange are becoming more and more important. Information generated in the projects is used for asset and network management by the road authorities, and vice versa. Hence a smooth and efficient exchange of information between contracting parties and between project management and asset management is of vital importance. Rijkswaterstaat aims to apply open information exchange standards. Rijkswaterstaat is using Design Build Finance Maintain (DBFM) contracts for large projects. DBFM contracts also contain an incentive for improved information management by the construction companies since the construction companies are not only responsible for project realisation but also for the maintenance of the road section over a long period of time (25 years). The BIM Programme at Rijkswaterstaat ( ) aims to improve information management information in project management, asset management and network management with open information exchange standards and to embed these standards in practice. Results are being tested in the largest road infrastructure project currently underway in the Netherlands (SAA-One, near Amsterdam). The information delivery specification and professional information transactions between the contracting parties are set out in the contract. The BIM programme uses the concepts developed in COINS. RWS is modernising its asset management systems. The development programme is called the Long-Term Asset Management System (BMS LT). Principles developed in the 7 28 July 2014
9 BIM programme, such as the Object Type Library (OTL), will also be used as a blue print for BMS LT. RWS chairs the CEDR (network of European road directors) standardisation of information task group. This group aims to apply open standards in the work carried out by the European national road authorities. The results of V-Con are shared in this group. 3.3 The TRV Context National developments and initiatives relating to information management for roads taking place in the Sweden: In order to meet the challenges that exist both internationally and nationally, the Swedish government wishes to make use of the opportunities offered by digitisation, and has therefore decided to implement the ICT for Everyone - A Digital Agenda for Sweden programme and has proposed a new goal for national ICT policy to position Sweden as world leader in utilising the opportunities offered by digitisation. The INSPIRE directive has been transposed into Swedish law. The aim is to create an infrastructure for electronic geographical information or geodata. The national infrastructure for geodata - also referred to as the National Spatial Data Infrastructure ( NSDI ) - will make it easier to access geodata, thereby maximising the benefit to society from the geodata that exists in Sweden. The INSPIRE directive (as well as other directives) is covered by the NSDI. The National Productivity Committee has specified in SOU 2012:39 that Trafikverket will include a requirement in its procurement guidelines for design projects that any nonapplication of BIM be substantiated with documented reasons. The committee also specifies that Trafikverket will strive for industry-wide use of standards and processes. BIM Alliance Sweden is an industrial association in the construction sector that, in its processes for urban planning and construction, works according to the principle of seamless information flows, based on modern information technology. Smart Built Environment is a nationally established strategic research and innovation agenda for structured information management and industrial processes in the construction and property sector. It encompasses both buildings and infrastructure and uses the term structured information management as a catch-all for Building Information Modelling (BIM) and Geographic Information Systems (GIS). The BSAB system has a long-standing tradition as the Swedish de facto standard for product specification, materials specification, cost estimates and document management. The sphere of application of the BSAB system is the Swedish construction industry. The various classifications were developed together with the users of the system, and represent established industry practice. The classifications and their names are well known and used in documents of all sorts throughout construction and facility management processes. The BSAB classification tables adhere to the ISO framework standard. Internal developments within Trafikverket with an impact on information management: Trafikverket executes the tasks involved in managing the main road network in collaboration with private construction companies. In contracts for design, construction and/or maintenance projects between Trafikverket and construction companies, requirements for information management and exchange are becoming more and more important. Information generated in the projects is used for asset and road network management. Hence a smooth and efficient exchange and sharing of information 8 28 July 2014
10 between contracted parties and between project management and asset management organisation units is of vital importance. Trafikverket aims to apply open information exchange standards whenever possible. Trafikverket has established a client/buyer strategy that specifies how Trafikverket should act when procuring. The project A pure client role focuses on attitudes and factors that characterise the business with the aim to: create conditions for the market and its driving forces that increase innovation and productivity; develop the client role to be able to transmit greater commitment and responsibility to the suppliers; provide opportunities for increased competition in the construction industry. One goal of the project Introduction of BIM at Trafikverket is for all investment projects to use BIM at an appropriate level from 2015 onward, and thereby streamline Trafikverket s processes. Another goal is for Trafikverket to act as a pure BIM client for design and contracting in the infrastructure sector. The project includes activities to develop a BIM strategy based on a neutral approach and standards, adapt the Trafikverket regulations for procurement, launch a number of pilot projects with a variant contract model, and cooperate with the industry through BIM Alliance Sweden in order to develop and implement BIM in the construction industry. Today Trafikverket provides data on the railway and road transport networks in different formats for various purposes and requirements to both public and private organisations. With respect to the national infrastructure for geodata and INSPIRE, Trafikverket provides data on the railway and road network according to the INSPIRE data specifications for the Transport Networks spatial data theme. Trafikverket has an ongoing development programme with the goal of modernising the asset management systems. The development programme is called ANDA and is focused on goals such as: establishing an effective and common process for managing data on the traffic networks; collecting and storing data on assets that correspond with common business requirements and needs. These requirements includes the state of assets in different temporal dimensions - the past, the present and the future; ensuring asset data is a shared and familiar resource for the entire organisation and is easily accessible to those who need it; clearly defining the responsibility for control and management of asset data in processes and the organisation July 2014
11 4 Challenge From the context descriptions above, it can be concluded that RWS and TRV s situations are very similar. Both organisations are dealing with similar external and internal developments. The combined contexts of RWS and TRV are taken as the context for the V-Con project. For the tenderers, the challenge is to provide the Principal with a V-Con Solution that fits the following vision statement: For a National Road Authority who procures road infrastructure design, construction, operation and/or maintenance from different construction companies, the V-Con Solution is a modularised solution that supports the Linked Data approach and open information exchange/sharing between different stakeholders using various software solutions, tools and standards during the various life-cycle stages. Unlike the solutions currently available, the V-Con Solution enables the integration of the various tools and standards that are used throughout the whole life cycle of the road infrastructure in a vendor-neutral fashion. These tools and standards must concern areas such as Building Information Modelling (BIM) data, GIS data and Systems Engineering Data. V-Con s scope is to serve the project management organisation (see Figure 2). The Principal s generic business model is based on and described by three stakeholders: project organisation, asset management organisation and traffic management organisation. The V-Con Solution primarily supports the project organisation of a road authority to exchange, share and manage information in road construction and/or maintenance projects. It transfers road information to and from the applications of the other actors using information exchange standards. The road information relevant to projects needs to be delivered in the right uniform structure and format. The outputs of the construction companies (executing the infrastructure projects) need to be handled and stored in the agreed manner. Future developments outside the scope of V-Con will be support by the V-Con Solution for, firstly, a fully modernised asset management system and, secondly, a traffic or network management system July 2014
12 Figure 2: Position of V-Con Solution Eventually the V-CON Solution should be able to support the three core activities and the communications of any national road authority: 1. Project management (for new roads but also for maintenance) 2. Asset management of the existing set of roads (the network) 3. The management of the traffic utilising these roads The requirements for this V-Con Solution are detailed in the requirement documents: the Business Specifications and the Technical Specification. The following sections provide an introduction to these specifications. 4.1 Business Specifications: supporting the road authority s project organisation The aim of the road authorities is to collect road information once and use it multiple times and for construction companies and road authorities to be able to exchange information independent of their selection and use of software such as asset management systems. The three main business challenges for the V-Con Solution: Support information management for the project organisation of a national road authority (active in different phases of the life cycle depending on type of contract). Make use of open information exchange standards at the international and national level. Make use of linked data supported by ontologies. By having a V-Con Solution, road authorities are able to share and exchange road information with various stakeholders in an infrastructural project and share and exchange road information between the project organisation and asset management organisation. The business requirements are described in the use cases. The functionality of the V-Con Solution will be tested on the use cases scenarios and subsequently evaluated July 2014
13 The business model of the road authorities in V-Con is concentrated on and described by three business use cases: 1) System engineering use case This use case covers the specification phase for the design, construction (build) and maintenance of a new road section (the financial component will not be discussed in this use case). In this use case, we focus in particular on the specification phase of the road section. 2) Alignment use case This use case covers the situation where one or more new road sections are to be designed and constructed or renovated. The renewal is contracted under a Design and Build contract. In this use case, we focus in particular on the alignment aspects of the road infrastructure and the roundtrip from decision-making on a new/changed part of the infrastructure to an up-to-date asset management repository. 3) Repavement use case This use case covers the monitoring and management of the pavement condition in the road network. It also includes the planning, execution and monitoring of repavement operations. 4.2 Technical specification V-Con has defined the key Technical Challenges (TCs) to be met by the V-Con Solution (VCS): TC1: Support Ontology-based handling of datasets TC2: Support handling of other data formats TC3: Manage and store data structures and datasets TC4: Connect datasets from different domains TC5: View (connected) information TC6: Ensure system quality TC7: Ensure a future-proof system The seven challenges are presented in the overview of the V-Con Solution in Figure July 2014
