7 Overview 1. OVERVIEW This WSP documents the test patterns and duration of testing that will be used to ensure that all circuits from optical drop channels are tested and accepted per the Windstream standard Document Purpose The purpose of this document is: To document acceptance standards for optical circuits on the Windstream network. To establish testing procedures for OC-1/3/12/48/192 drop channel circuits. 8 Optical Testing Standard 2. OPTICAL TESTING STANDARD This section establishes the testing standards for optical carrier (OC-n) circuits (OC- 1, OC-3, OC-12, and OC-48). Types of OC-N Circuit Testing: For the purposes of this WSP, OC-n circuit testing is classified into one of the following categories: Initial turn up Trouble isolation Circuit regroom Return to service Initial Turn Up Initial turn up testing will be done on any new OC-n circuit before it is accepted and placed into service. The OC-n tributary circuits will be tested per Table 2 - Optical Tributaries Circuit Acceptance Testing Intervals prior to acceptance. Windstream Proprietary and Confidential 2
9 Optical Testing Standard SONET Standard OC-1 OC-3 OC-12 OC-48 OC-192 OC-768 Circuit Acceptance Testing Interval 24 hours 24 hours 24 hours 24 hours 24 hours 24 hours Table 2 - Optical Tributaries Circuit Acceptance Testing Intervals If the circuit is optically protected, the protection path shall also be tested per section 2.3 for errors and switching before the circuit can be accepted Trouble Isolation Trouble isolation testing is required whenever a trouble is detected or suspected on a circuit. Trouble isolation testing on OC-n will be done as necessary in order to determine the problem. Trouble isolation testing usually requires intrusive testing. The NOC is responsible for coordinating intrusive testing with the customer and the operations team. Trouble isolation testing will be conducted for a period of at least 30 minutes unless errors are detected sooner. For trouble isolation testing, the standard is % error free seconds Circuit Regroom When an OC-n circuit is scheduled to be groomed to new facilities, the new circuit path should be tested before placing any customer traffic on the circuit. The new circuit path must be end to end tested for 24 hours per section 2.3 prior to the groom date. If the circuit is optically protected, the new primary and protect paths must be both tested prior to grooming the circuit. Once the groom is completed, the new circuit shall be monitored for 30 minutes to ensure that the regroom was successful. Windstream Proprietary and Confidential 3
10 Optical Testing Standard Return To Service When the OC-n circuit is returned to service it shall be monitored for 24 hours OC-n Service Types OC-n Type I Service OC-n Type I Service is service and equipment that is totally owned and operated by Windstream OC-n Type II Service OC-n Type II Service is service and/or equipment that is a combination of Type I and Type III Service (e.g., leased equipment OR leased service) OC-n Type III Service OC-n Type III service is service not owned nor operated by Windstream and equipment that is leased OC-n Performance Tests The test limits for OC-n service are derived from the long term objectives and are meant to provide a practical means of measuring performance to determine whether a circuit is deemed acceptable to bring into service either on completion of new installation, repair activity, or in preparation of a regroom Determining Optical Light Levels The Field Operations Technician will use an optical power meter and verify that receive light levels are within normal operational ranges of the equipment type per the manufacturer specifications. The optical light level must be measured, verified and, recorded before proceeding with any further testing of the OC-n circuit. Note: The technician must ensure that all fiber connections (connectors) are clean per WSP-6009, Fiber Optic Cleaning and Inspection. Windstream Proprietary and Confidential 4
11 Optical Testing Standard OC-n Testing Requirement Table 3- OC-n Circuit Acceptance Testing Standards list the testing requirements for OC-n Type I, Type II, and Type III circuits. The availability objective is % service available/year. OC-n service is considered to be available unless a transition occurs to the unavailable state through the occurrence of 10 consecutive severely errored seconds. Transition to the availability state occurs again at the beginning of 10 consecutive seconds of which none are severely errored seconds Protection Path Testing Requirements If the OC-n circuit is optically protected, the protection path must be tested the same as the working path before placing the circuit into service. The testing shall include switching of the optical circuit between the working and protection paths. A test set shall be connected to the working path during the switching activity to monitor for any errors other then the actual switch hit of 50 millisecond or less. Caution: Before testing the switching of the working path, verify that the protect path is not in service. Sometimes a multi-port card is used for the protection path and it may protecting other OC-n circuits. If the protection path is already in service and you attempt to switch the circuit into protect it could cause an outage. If this is the case, you should contact the NOC and coordinate all the switching activities with them prior to starting. Windstream Proprietary and Confidential 5
12 Optical Testing Standard Marginal Results on Circuit Test In the event that the circuit has marginal test results the technician will continue testing until results comply with the testing standards for that circuit type. If the circuit fails to meet performance objectives, the circuit will not be accepted. If assistance is required, the technician shall consult with the following groups for further information/instructions. Network Operation Center (NOC) Network Operations Second Level support Engineering Service Delivery 2.4. Documenting the Testing Results When a circuit has been tested in conjunction with a service order, the technician responsible for the service order will document the optical light receive levels and any testing results according to local operations procedures Exceptions to Performance Objectives Grand-fathered customer contracts will remain in effect and the performance objectives specified in those contracts shall remain valid. All contracts going forward will adhere to the standards specified in this WSP Exceptions to the Testing Standard For equipment that continually fails to meet the specifications during initial test and turn up and for which continued escalation fails to resolve the problem, the following steps will be used. Contact the vendor/carrier (LEC, IXC, etc.) to determine and document their OC-n testing standards. Obtain approval from the Field Operations Director to waive the Windstream testing standards and accept the vendor/carrier standards Windstream Proprietary and Confidential 6

DEFINITIONS Term/Acronym ANSI BER CLEC CLLI Definition The American National Standards Institute is an organization that has served in its capacity as administrator and coordinator of the United States private sector voluntary standardization system for 80 years. Founded in 1918 by five engineering societies and three government agencies, the Institute remains a private, nonprofit membership organization supported by a diverse constituency of private and public sector organizations Bit Error Rate - The ratio of the number of bits, elements, characters, or blocks incorrectly received to the total number of bits, elements, characters, or blocks sent during a specified time interval. Competitive Local Exchange Carrier Common Language Location Identifier. 15 Definitions Term/Acronym OC-n PRBS RBOC Regroom Remote Installation Return to Service QRSS SDH SES Service Affecting SMD SONET STS-1 STM-1 Trib Type I Service Type II Service Type III Service Definition Optical Carrier number - A SONET standard designating multiplier as compared to an OC-1 connection; which has a line rate of megabits per second. An OC-3 is 3 times the line rate of an OC-1, an OC-12 is 12 times greater and so on. OC-3, OC-12, OC-48, OC-192 and OC-768 are common SONET speeds. Pseudo Random Bit Sequence is a test pattern having properties of random data, but generated in such a manner that another circuit, operating independently can synchronize on the pattern and detect individual transmission bit errors. Regional Bell Operating Companies Groom existing circuits from leased facilities onto Windstream existing or new network whenever possible to save line cost dollars and efficiently utilize and manage our own network.
