Areas such as grid operations, resource management, IT systems and business processes require thoughtful consideration and planning to be prepared to respond in disaster conditions. This session will examine multiple disaster recovery use cases within electric utilities, as well as allow for discussion related to challenges and projects current utility members are addressing. Furthermore, the large volumes of data generated, combined with predictive analytics allows utilities to transition to a proactive mode of asset management. Such a farreaching digital transformation comes with many challenges for critical infrastructures, with cyber security near the top of the list. The widespread connection of distributed energy resources will drastically increase the attack surfaces, which will

Other issues such as the deployment of intelligent networks, interoperability between legacy systems and IoT devices, IT/OT convergence, equipment standardization and compliance all need to be addressed before the real benefits of the digital transformation can be achieved. Specifically, it will discuss the current proceeding at the FCC, which is considering shorter timelines and lower rates for pole attachments; and it will consider pending litigation at the Supreme Court regarding cost allocators designed to ensure uniform rates for telecom and cable television attachments. The session will also discuss state reverse preemption and how that has affected pole attachment regulation in Arkansas. Finally, the session will discuss state and federal legislation on permitting of wireless infrastructure. Core members only. 1:00 2:45pm Networking Lunch w/ Exhibitors 3:00 4:00pm SCADA Communications Electric Utilities have utilized SCADA in transmission substations for decades, but that same technology is in its infancy in electric distribution networks across the country. The reasons for this are numerous, but one of the big challenges in deploying SCADA and automation in the distribution grid is a lack of a common and ubiquitous

4 communications infrastructure for the large number and dispersed nature of devices across this part of a utility s network. UTC developed what can be described as the definitive source of utility communications needs, factoring in numerous business use cases and the technical parameters to support those cases. This report was assembled to support the fight for dedicated wireless spectrum, but its usefulness extends beyond that specific goal. As electric utilities continue to deploy distribution substation SCADA and complimentary downline distribution automation systems, they need guidance in what communication options are available, including pros and cons of those options, and backed by UTC s regulatory direction to determine what may or may not be available in years to come. Presenter: Troy West, Manager - Distribution Ops Support, Cleco Corporate Holdings Mark Madden, Director, Critical Infrastructure, RAD 4:00 6:00pm Networking Reception w/ Exhibitors Friday, February 23, :00am Registration & Breakfast 9:00 10:00am UAS Unmanned Aircraft Systems Use at CenterPoint Energy 10:00 10:15am Networking Break CenterPoint Energy began investigating the use of UAS vehicles for utility applications back in Several Proof of Concept projects have been performed up thru August Then Hurricane Harvey hit, and the concept was put to work to see how UAS could help with Restoration efforts. Currently the data has been used for executive information, social media for CenterPoint benefits, Insurance adjustments and so on. CenterPoint continues to move forward building utility use cases to justify UAS use on day to day projects. Currently CenterPoint is using the outsource model, however a hybrid approach is currently being investigated. Projects that have been performed include roof top surveys including photography and infrared, distribution circuit inspections, during Harvey water level and damage assessments.
