Learn from one who comes from a utility background, and for several years had responsibility for protecting this infrastructure. Robert will share from personal experience how to successfully leverage tools and best practices to mitigate the threat of potential attacks to legacy systems in utility OT networks. Robert Landavazo, Belden 11:00 AM-11:50 AM Predictive Fiber Monitoring for Aging Optical Networks for Utility and Power Companies Power and Utility companies have developed complex command and control centers that are interconnected with highly reliable fiber optic cables. Utilizing the traditional reactive response to an outage takes hours to find the location of a fiber break. Many companies are utilizing remote fiber test systems (RFTS) to locate the problem in minutes and reduce MTTR by over 70%. The cabling of many fiber optics early adopters has been deployed and in operation for more than 25 years, a testament to the distinct advantages of optical fiber. By utilizing a proactive fiber maintenance process based on a remote fiber monitoring system, utilities significantly improve network reliability, predict long term fiber integrity, reduce MTTR, and improve operational efficiency of the network. 4 1:00 PM-1:50 PM Ameren SDN Implementation The Ameren Illinois Technology Applications Center (TAC) provided the testing platform for a project sponsored by the U.S. DOE called the SDN Project which was started in October 2013 to design, develop, and test an Software-Defined Networks (SDN)-based flow controller for the energy sector. This project was led by Schweitzer Engineering Laboratories, Inc. in partnership with Ameren Illinois, Pacific Northwest National Laboratory, and the University of Illinois at Urbana- Champaign. As a result SEL has commercialized a SDN, SEL-5056 Flow Controller in conjunction with its SEL-2720S hardware that provides a fully working network solution to integrate energy sector-specific demands, resulting benefits are the network healing performance is now microseconds compared to RSTP milliseconds; deny-by-default network access control; and centralized situational awareness and change management by being validated at the Ameren TAC location. The drafting of these standards takes years, and by the time they are officially published, new cyber threats have emerged. Accordingly, being NERC CIP compliant may not suffice to protect your critical infrastructure from cyber threats. Gaétan will explore the 2015 cyber attack on the Ukrainian electrical grid along with proactive strategies to go beyond NIST/NERC standards to protect against evolving cyber threats. He has worked on microwave systems in various capacities in installation, field trouble-shooting, network design, and network management since Doug is a member of the Fixed Wireless Communications Coalition (FWCC) where he is a contributor to radio standards for the FCC and is currently involved in the rewrite of TSB-10F on the chapter relating to Automatic Transmit Power Control with Adaptive Modulation.
