The unique characteristic of JMG publications is the team's integration of diverse materials from a wide variety of Arabic sources. JMG connects each source to larger trends, providing a complete understanding of events on both a local and a global scale. 11 THREAT ASSESMENT & RISK ANALYSIS The CTS Threat Assessment service provides an overview of international terrorist trends and how they are poised to affect governments and organizations. The Risk Analysis depicts specific threat scenarios and their ramifications as they apply to a wide range of industries, organizations, locations, venues and events, and provides an informed plan of action. Whether evaluating the vulnerability of a specific country or region to terrorist infiltration, or examining potential terror threats to tourist venues, international events of Olympic proportions, critical urban or national infrastructures, to known danger zones around the world, CTS supplies case studies that provide methodical overviews and exhaustive analyses, with a concise articulation of current status and recommended action items. CTS I 11
12 RED CELL / RED TEAM The main aim of ICT Red Teaming exercises is to provide the client with a unique vantage point behind enemy lines, enabling him to monitor the inner workings of a Jihadi terrorist organization preparing an attack on his assets and better equip him to tackle such attacks. Red Team methodology is a multi-stage process placing the client in a spectator position and shifting his sights onto the adversary. The information independently collected from a variety of open sources is then utilized by the Red Team for considering several attack modes out of which one is finally transformed into an operational plan. Target selection, intelligence evaluation and planning stages are transparent to the client who can closely observe and monitor them in order to obtain an intimate insight as to how a given terrorist organization functions in terms of its fundamental mind set, ideological and operational considerations, decision making process and the final formulation of a Modus Operandi. CTS I 12
13 COUNTER TERRORISM PROSECUTION - LEGAL SUPPORT The courtroom has become an active front in the war on terror. Battles are being won through convictions that hold terrorists and their organizations legally accountable for their crimes and, through punitive sentences, render them inoperable. Terrorists exploit many of the democratic institutions and freedoms they seek to destroy. It is imperative that we guard and use our legal systems to condemn and dismantle these terrorist organizations and the deceptive fronts that support them. In response to this phenomenon, CTS has developed have developed a service indispensable to those bringing court cases against financial institutions and others that have supported terrorist activity. This includes individuals seeking damages, the law firms that represent them, the governmental agencies, law enforcement agencies, and justice departments using legal means to prosecute terrorist organizations and their operatives. CTS I 13
14 COUNTER TERRORISM FINANCIAL INSTITUTIONS LEGAL SUPPORT & COMPLIANCE SERVICES The institute offers services in the following areas: Pre-Designation and Due Diligence Processes - Identifying and mapping individuals, banks, financial institutions and various businesses that do not appear on designation lists, despite the fact that suspicions have been raised about their involvement (direct or indirect) in funding terror. Checking existing and potential clients against current designation lists - and alongside public knowledge, to ensure effective compliance and prevent/minimize exposure to criminal sanctions and civil lawsuits. 04 Consulting - with regard to "problematic" clients linked to terror funding.
