2 ECPC Background Lessons learned from the 9/11 terrorist attacks and Hurricanes Rita and Katrina illustrate the need for improved coordination of emergency communications across the Federal Government and among State, local, and Tribal agencies To address these issues, Congress mandated the creation of the ECPC as part of the Homeland Security Act of 2002, as amended in 2007 ECPC Member Departments and Agencies represent the broad Federal role in emergency communications, including regulation, operations, grants, and technical assistance 1
3 ECPC Chartered Mission and Responsibilities Mission To improve coordination and information sharing among Federal emergency communications entities and programs in support of interoperability and the ability to provide emergency responders and officials with continued communications during disasters and incidents Responsibilities Serve as the Federal focal point for interagency emergency communications efforts, including the development of collective Federal input into national plans, policies, standards, and reports Serve as a clearinghouse for the sharing of intergovernmental information relating to emergency communications Prepare and submit to Congress an annual strategic assessment regarding the coordination efforts of Federal departments and agencies to advance emergency and interoperable communications Provide consistent grant guidance for emergency communications investments 2
4 ECPC Structure Executive Committee: Chaired by Under Secretary (U/S) Suzanne Spaulding (NPPD). Meetings provide an opportunity for members to share perspectives and information on emergency communications issues, as well as provide overall governance and strategic direction. Steering Committee: Chaired by Assistant Secretary Andy Ozment (CS&C). The Committee takes action on initiatives identified by the Executive Committee, and oversees day-to-day activities, including Focus Group progress. Focus Groups: Established by the Steering Committee to implement solutions and plans and execute project activities. 3
5 ECPC R&D Focus Group Purpose: To facilitate the sharing of capabilities and knowledge, address common challenges, and avoid duplication across Federal emergency communications research and development (R&D) efforts Co-Chairs: Mr. George Dudley (DOE) and Mr. Gary Mitchelson (TREAS) Participants: 95 representatives from R&D programs and offices across 14 Departments and Agencies Near-Term Activities: Develop a searchable tool to document and share projects, focus areas, mission needs, subject matter experts, facilities, and contact information from participating federal agencies. Share technology profiles to prevent duplication of research and share federal department/agency technology roadmaps Identify relevant emergency communications standards bodies and existing federal representatives to allow for coordinated federal representation. Key Accomplishments Provided an interagency forum to discuss and promote awareness of current R&D programs, initiatives, and capabilities and to identify potential coordination and sharing opportunities Developed the ECPC Federal Emergency Communications R&D Baseline Report to catalog current R&D activities and identify common priorities and challenges Developed the ECPC Federal Emergency Communications R&D Collaboration Roadmap to provide a three- to five-year strategic framework for federal partners to improve collaboration on and information sharing about emergency communications R&D efforts. 4

7 6 R&D FG Action Plan Approach Components of the Action Plan Continuing a Forum The R&D FG Action Plan Approach will focus on three distinct actions that map to the 5 recommendations: 1) continue an ongoing forum, 2) develop an online tool, 3) gather and share emergency communications information. The forum will support Recommendation 1 directly. 1 Recommendation #1 Continue an ongoing forum to foster collaboration Developing an Online Tool 2 Recommendation #2 Develop a searchable tool to document and share information The online Portal will support the recommendations by providing a searchable tool (Rec #2) Gathering EC Information The information gathered will include technology profiles (Rec #3), SDO s, (Rec #4) and technology roadmaps (Rec#5) Recommendation #3 Recommendation #4 Recommendation #5 Share technology profiles to prevent duplication of research. Identify relevant emergency communications standards bodies and existing representatives Share federal department/agency technology roadmaps.

9 8 Standards Development Organizations The R&D FG performed an initial analysis of the many different Standards Development Organizations (SDOs) in order to determine relevant SDOs and member involvement with these SDOs The R&D FG discovered the following SDOs for which the OEC standards team has membership: Alliance for Telecommunications Industry Solutions International Telecommunications Union 3GPP 3 rd Generation Partnership Project (3GPP) Telecommunications Industry Association Internet Engineering Task Force Institute of Electrical and Electronics Engineers 3 rd Generation Partnership Project 2 TM FORUM onem2m
10 9 SDOs - Inventory ATIS ITU-T 3GPP TIA IETF Develops the standards and solutions that are creating the future of the information and communications technology (ICT) industry. Develops international standards known as ITU-T Recommendations which act as defining elements in the global infrastructure of ICTs Unites 7 telecommunications SDOs (ARIB, ATIS, CCSA, ETSI, TSDSI, TTA, TTC) and providers a stable environment to produce the reports that define 3GPP Represents the ICT industry through standards development, policy initiatives, business opportunities, market intelligence and networking events. Focuses on making the Internet better by producing high quality, relevant technical documents that influence how people design, use and manage the Internet ? IEEE 3GPP2 TMFORUM onem2m APCO? Develops global standards in a broad range of industries, including telecommunications Unites 7 telecommunications SDOs (ARIB, ATIS, CCSA, ETSI, TSDSI, TTA, TTC) and providers a stable environment to produce the reports that define 3GPP2 Consists of a Virtual R&D Consortium made up of TM Forum members from a growing array of industries This SDO is the global standards initiative for Machine to Machine Communications and the Internet of Things OASIS ITU-R We are currently examining several other SDO s mentioned by Focus Group members, to include the partnering between EIC and DHS S&T to interface with OASIS.??
