8 The Fundamental Issue is: Network Congestion Congestion, at any one of many points, can block a call! Mobile Switch Local Exchange Networks AT&T MCI SPRINT Local Exchange Networks PBX Mobile Switch GETS addresses wireline congestion WPS also addresses wireless congestion at call origination and call termination
9 The GETS Calling Card NCS Name: Peter Fonash Organization: NCS Government Emergency Telecommunications Service Calling cards are in widespread use and easily understood by the NS/EP User, simplifying GETS usage GETS priority is invoked call-by-call GETS authority is vested in the individual, not the phone number, through use of a calling card approach
