3 Background to the SADC ICT Programme RIDMP SADC ICT CHAPTER Vision Defines the ultimate Requirements for the attainment of DIGITAL SADC The ICT Sector Plan has the following vision Ensuring that SADC Citizens gain access to High Capacity Broadband ICT technologies which support national and regional development agendas; Accelerate Regional Integration through broadband interconnectivity within and among Member States and with the rest of the world promoting information access and sharing, and reducing the cost of doing business; Provision of Universal Access to communications and ICT based on expanded coverage, reliability and security of ICT infrastructure and services, to address among others the overarching objective of poverty; Provision of major improvements to the quality of ICT infrastructure and stimulation of demand by improving production and quality of e-services.

4 RIDMP SADC ICT CHAPTER Objectives Present a diagnostic of ICT Infrastructure within the vision 2027 framework Assess the status of effectiveness of the SADC ICT Policies, Regulatory and Institutional Frameworks, Capacity and financing options Identify key hubs and gateways for new development, rehabilitation, modernization and expansion - Position SADC Region as a competitive hub and market. Elaborate and propose ICT infrastructure projects for deployment so as to provide an integrated, competitive, safe, secure and efficient infrastructure capacity to meet regional demands and projected growth

10 SADC ICT Flagship Project Profiles Include the implementation of integrated ICT networks to enhance connectivity, enhance regional integration, boost trade, promote growth, assist SADC meet its ICT targets, create more employment opportunities and alleviate poverty, and increase the Regions competitiveness in the global market. The key priority communication services projects are the following: SADC Regional and National Integrated Broadband Infrastructure; Shared Satellite Network Development; and SADC Regional/National Internet Exchange Points (IXPs)

11 SADC Regional and National Integrated Broadband Infrastructure A fully integrated, redundant, resilient core, reliable, affordable and robust broadband infrastructure connecting even the rural or under-served areas. Connectivity for financial institutions, e-government network. Detailed feasibility study and design concept Submarine cables Stakeholders: SADC, SATA, Member States, Operators, Infrastructure Development Partners. Completion Date: 2017 Estimated Required Investment: $21 Billion

12 SADC Shared Satellite Network Provide affordable satellite-based connectivity solutions for remote areas outside reach of fibre infrastructure and radio solutions (Remote Government Offices, Research Centres, schools, clinics, meteorology stations, wildlife conservation, border post, emergency services and postal branches ) Needs Assessment and feasibility >> satellite construction Stakeholders: SADC, SATA, Member States, Operators and Development Partners. Completion Date: 2017 Estimated Required Investment: $0.94 Million

13 Regional/National Internet Exchange Points (IXPs) National and Regional Internet and Data Exchange Points (N/RIXPs) keep SADC traffic within the region, and to ensure efficient use of international bandwidth and maximise performance of the Internet in all SADC Member States. Currently most of the Internet Exchange is done upstream in Europe, America where most ISPs and operators by IP capacity Stakeholders: SADC, SATA, Member States Operators, ISPs, and Development Partners. Completion Date: 2015 Estimated Required Investment: $0.211 M

15 Conclusion All SADC ICT Projects fall within the Short Term Action Plan ( STAP) and have been planned for a 5 year period up to 2017 The implementation of the ICT STAP will be evaluated and a New STAP developed by the Region after 2017 SADC ICT Programme is looking for Potential Partners for DIGITAL SADC 2027 We are ready and waiting to partner with you in implementing Digital SADC 2027
