We have been in preliminary consultation with the District of Mission to review the proposed 10.9m monopole required to meet the coverage needs and launch WIND Mobile s network in Mission, BC. This Information Package is intended to formalize the consultation process. Proposed Site The Site is located on private land on the east side of Cedar Street, Mission, BC. The site is proposed to be located approximately 11m east from the retaining wall in the front yard of a single family residence. The home owners have entered into a lease agreement with WIND to complete the installation. (Schedule A: Tower Site Location). Rationale for Site Selection In order to provide coverage to the immediate area, WIND requires an antenna installation near the top of the ridge along Cedar Street. This proposed site is one of four wireless sites required for WIND to launch its network in Mission. The location of this installation will supply wireless

2 service to a large part of the residential community in central Mission and is appropriately located to work effectively with the other three sites. The proposed site is a result of many considerations. Existing structures and towers were reviewed. The nearest site, owned by TELUS, is installed on a BC Hydro tower approximately 5.5km from the proposed site and will not provide coverage to the intended area as it is too far away and does not have line of site to the intended users in Mission. The existing building rooftops just north of the proposed location are not located on the appropriate side of the ridge along Cedar Street and will not effectively provide wireless services to the south. Given the lack of an appropriate existing structure the 10.9 m monopole is required. Tower Proposal Details WIND is proposing to install a 10.9m monopole tower with accessory equipment located behind an existing hedge. The pole is a similar height to the utility poles along Cedar Street. The pole is designed so that all of the equipment is flush mounted. The pole is well setback from Cedar Street (approx. 11m). Both the pole design and setback from the street will help minimize visibility of the pole from view. WIND has completed preliminary design plans (Schedule B: Preliminary Plans) as well as a photosimulation (Schedule C: Photo-simulation). These preliminary design plans are subject to final engineered design, land survey and approval of Transport Canada. Transport Canada approval may require tower lighting and/or marking. The photo-simulation is for conceptual purposes only. WIND encourages comments from the District of Mission regarding the proposed location and design of the tower. Applications to both NavCanada and Transport Canada have been submitted. Comments from both are pending. Consultation Process with the District of Mission The District of Mission has adopted a Land Use Wireless Telecommunication Towers Policy, LAN.46 which outlines a detailed process under which tower applications are managed. This policy clearly outlines a defined review and consultation process. As co-location is encouraged for new tower installations, WIND requested that other carriers respond to a written request for co-location. TELUS declined interest in co-locating and Rogers did not respond to the request in the timeframe outlined in the letter. We will continue to follow up with Rogers. Copies of returned co-location are included see Schedule D: Co-location Letters. WIND will meet with the local Community Association Executives, if one exists, as one of the initial steps in the consultation process, subsequent to the application submission. WIND will be responsible for holding a community consultation meeting (in conjunction with WIND s proposed site BAB0024), which will include notification to residents within 152m of the tower height, the WIND Site: BAB0012 2

3 local community association, staff, and Mayor and Council. A map of the Notification Area (Schedule E: Notification Area) has been attached; the notification area includes 15 properties. WIND will be seeking direction from the District of Mission in regards to this and the timeline for the meeting. Notification of the meeting will also be placed in the local newspaper. WIND will pay a $600 fee to the District of Mission in compensation for the public notification costs. WIND is required to advertise the application. Ads will run in the Mission City Record as directed by the District. Subsequent to the public information meeting, WIND will provide a summary of the meeting to the District. The District of Mission will then provide the telecommunication tower proponent with a letter after the Council Meeting at which Council considers the input provided at the community meeting. Health and Safety Health Canada s Safety Code 6 regulations are applicable to this, and all, telecommunications sites. Safety Code 6 seeks to limit the public s exposure to radiofrequency electromagnetic fields and ensures public safety. Additional information on health and safety may be found on-line at: Health Canada: Concurrence Requirements In order to complete the consultation process, WIND will be requesting concurrence from the District of Mission in a form acceptable to both the District and to Industry Canada. We understand that, subsequent to the Council decision, the District of Mission would be providing a letter of resolution. Conclusion Please consider this information package as the official commencement of the District of Mission s telecommunications consultation policy.
