3 The need for community infrastructure Population growth and development are putting pressure on community infrastructure: Melbourne s Growth Areas approximately 130 new community precincts will be required over the next years Infill development and urban growth population growth placing pressure on community infrastructure already in need of renewal Regional growth creating new opportunities for quality community infrastructure Victorian Competition and Efficiency Commission Report Getting it together: an inquiry into the sharing of government and community facilities, September 2009

4 Why integrate and co-locate? Allows for a better mix of services Encourages and enables greater community access to services Provides more cost effective solutions Allows community infrastructure to be integrated with broader infrastructure

5 Project origins Lack of readily accessible, integrated and current tools and resources to support stakeholders Complexity of processes in development of large, multipurpose community infrastructure Recognition that governance is increasingly complex and cross-sectoral, with varying degrees of community interest Governance arrangements are a critical and integral part of community infrastructure development often neglected until the end
