2 BACKGROUND Indonesia has phase-out CFC since December 2007 As the Party of MP, Indonesia supported the new accelerated HCFC phase-out schedule adopted by the international community Indonesia developed the HCFC Phase-Out Management Plan that describe Indonesia s strategy and action plan for controlling HCFC use The development of HPMP involved the Industries, related Ministries (Ministry of Industry, Ministry of Trade, and Ministry of Finance, particularly DG Custom and Excise) and the Academe.

6 HPMP Development Process 1. Reviewed baseline information for the various sectors (Air Conditioning, Refrigeration, Foam and Fire Fighting) 2. Established patterns of historical and projected unconstrained growth in HCFC consumption in various sectors/sub-sectors until Reviewed the availability, maturity and prices of alternatives to HCFCs for each application along with the techno-economic advantages, disadvantages of each alternative. and low GWP 4. In collaboration with Implementing Agencies and relevant Technical Working Groups, reviewed the draft strategy and action plan for each sector, containing the technological and financial interventions needed, in order for the sector to comply with the 2013/2015 control targets for HCFC consumption

Estimated the reductions in HCFC consumption needed for each sector/sub-sector for compliance with the 2013/2015 control targets and develop and propose options for prioritization of sub-sectors/sectors for technological and financial interventions 6. Prepared a draft overarching national strategy and action plan including the technological and financial interventions needed, in order for Indonesia to comply with the 2013/2015 control targets for HCFC consumption 7. Arranged a National workshops to launch the first draft of HPMP

9 HCFCs in Indonesia HCFCs are used in Indonesia in various industry sectors, such as Air Conditioning, Refrigeration, Foams, Firefighting and Solvents. The predominant HCFC used is HCFC-22 mainly in the Refrigeration and Air Conditioning Sectors. HCFC consumption in Indonesia increased from 1,261 metric tonnes in 1996 to 3,949 metric tonnes in 2006, indicating an average annual growth rate of over 12%. In the past three years HCFC consumption in Indonesia has grown by about 15% annually. The main reason for this growth is the sustained economic development and resulting increase in demand for consumer, commercial and industrial products that use HCFCs.

15 Prioritization on Stage 1 Indonesia will focus on manufacturing sectors for converting to alternative technologies for compliance with the 2013 and 2015 targets. The prioritizing of enterprises, applications, sub-sectors and sectors will be based on the following criteria: Applications and sub-sectors where mature and benign alternatives are available Enterprises with sound financial standing and market reputation, with larger HCFC consumption and with good technical and managerial capacity, to ensure cost-effective conversions with maximum impact and implementability within the short timeframe Endeavoring to achieve complete phase-out on application-level or subsector level to facilitate easier regulation and enforcement and to maintain a level playing field for all stakeholders without market distortion

17 HPMP Submission to ExCom HPMP submitted for consideration at the 62 nd ExCom meeting in November 2010 (by the end of-august: 14 weeks before) Detailed and intensive review by Secretariat during September to November 2010 Initial agreement on Foam Sector (World Bank and UNIDO components) was reached during ExCom Informal contact group of ExCom members and agencies was formed to discuss way forward and two meetings (and several informal discussions) took place ExCom members cited inadequate time available for more detailed understanding and clarity. They offered some start-up funding, pending final approval No agreement could be reached, and consideration of the HPMP was deferred to 63 rd ExCom meeting.
