1 CDEM Resilience Fund project application form This form provides the minimum of information for the application; a detailed project plan should be developed to inform this application and may be attached. Project title Date of application 1/03/2018 Details on application Applicant CDEM Group/s affected Other local authorities, Groups or organisations supporting this proposal Project description Develop National Loss Database for New Zealand Tonkin + Taylor All MCDEM, Victoria University Executive summary Post-emergency reporting and loss data collection is fundamental to a comprehensive assessment of socially, temporal and spatially disaggregated loss data. The UN General Assembly (Resolution A/71/644, 2 February, 2017) defined 38 indicators for monitoring the targets of the Sendai Framework, on which UN member states are required to report biannually. These indicators include impacts on people, infrastructure, and communities all important for CDEM planning across the 4Rs. A standardised method would provide valuable opportunities to acquire, store and make available better information about the economic, ecological and social cost of emergencies, and to more rigorously collect data that can inform future policy, practice, and investment. It requires a multi-agency, multisectoral approach, in order to capture prior experience and the full range of relevant data. The intention of this project is to support MCDEM to develop a national loss database for New Zealand based on a standard framework by which existing and appropriate data is collated into a centralised repository. This information would be useful for hazard risk assessment, international reporting, such as Sendai Framework targets It would also be of value to New Zealand for long-term policy and planning relevant to effective risk management, CDEM Group plan development and the National Disaster Resilience Strategy. Once developed, the Loss Database will be coordinated by MCDEM with access available to relevant data collection agencies to ensure it remains current. Challenge/opportunity Understanding what is lost or affected during emergencies is crucial to successfully mitigating the effects of future events (Fakhruddin, et al., 2017). When emergencies happen, extensive loss data is often collected and stored by disparate organisations, affecting its thoroughness and accuracy. Gaps and overlaps in the data, scales, terminology and biases often adversely affect research quality and policy formulation. The absence of a standard methodology for quantification of data quality remains a major challenge, however many developing nations have devised standards based on global, regional and existing incountry tools to enhance the data standard measured against Sendai Indicators. Appendix 1 describes the Data Collection Protocol. Establishing a comprehensive, single source, universally accessible national standardised loss data collection system is complex due to its multi-sectoral, multi-layered public and private sector requirements. However, the value of such systems is now well proven and could be established in New Zealand. This project will utilise DesInventar tools, with their Sendai-specific version, to capture loss data which can be uploaded to the Sendai Monitor. The tool provides hazard categories which can be easily and effectively applied to New Zealand. Appendix 2 shows an updated framework for damage and loss data collection. Alignment with identified goals and objectives identified in the CDEM sector This project aligns with the goals and objectives of the CDEM Resilience fund, improving the quality of loss data after an event to better identify where the greatest losses occur, and how we can plan better to reduce these losses. 2 A national loss database for New Zealand will provide information on a wide range of emergency impacts in one accessible location. MCDEM will use the information to meet its international reporting commitments on the Sendai Framework for Disaster Risk Reduction targets. Regional aggregation of the information will support group-level risk assessment, cost-benefit analyses, CDEM planning and priority setting. The database will allow national and regional tracking of progress against National Disaster Resilience Strategy goals. Without a verified, single location, multi-hazard national loss database, tracking New Zealand s progress towards resilience will be much more difficult. The database will be invaluable to central Government, local government researchers, and insurance and critical infrastructure/lifeline entities. CDEM groups align their plans with the National CDEM Plan and National CDEM strategy, and must demonstrate a comprehensive understanding of the hazards and risks in their regions and the risk management and emergency management required to support resilient communities. Dissemination of benefits to sector The ability to access the database and produce maps, tables and reports will be available to national agencies and all CDEM Groups. Data will be aggregated at the regional and national levels. As the database is populated year-on-year, it can be used at the national level and by all Groups to determine how New Zealand is tracking on the 4Rs emergency management. The information can support longterm policy development, business planning priorities, risk management gap analysis and capability and capacity assessment for risk and emergency management. The database can be used to support CDEM Group planning risk assessment and priority setting processes. It will provide a standardised source of information on the social, built, economic and environmental losses of a range of emergencies. The database is populated over time, with tracking of hazard impacts year-on-year to allow more informed, risk management decision-making. Groups will have access to information on the type and scale of impacts (i.e., evacuated people, injuries, economic losses, infrastructure damages) from different events in their regions over time. Once developed, this tool will provide efficient disaster loss data collection and analysis, while supporting risk management cost-benefit analysis and CDEM planning and priority setting. 3 Overall, the risk of the project would be achieving data sharing among interagencies and private entities. The majority of the compensation data collected is by private entities and their agreement to share data for the national interest is vital.
