19 Capability Assessment Tool Self-assessment tool Supports collective capability Specifically designed for Lifeline Utilities Covers relevant requirements in the CDEM Act & Strategy Tool is in two parts: 1. Emergency Management 2. Organisational Resilience Trialled first in 2014 with Auckland Lifelines Group Tool updated following trial Now in use with Northland Lifelines Group
20 Capability Assessment Tool Example Emergency Management 1 Emergency management planning is collaborative and coordinated with CDEM agencies 1.1 The organisation has good operational relationships with the emergency management community and other organisations it may have to work with in an emergency 1.2 Organisation representatives attend CDEM Group workshops, briefings and other relevant CDEM meetings that require their involvement 1.3 Organisation has participated in the development of the CDEM Group Plan and/or National CDEM Plan and Guide, where requested 1.4 There is awareness of the requirements, provisions and powers of the CDEM Act amongst risk and senior managers in the organisation 1.5 Emergency plans, arrangements and contacts are shared with MCDEM and the CDEM Group where requested Organisational Resilience 3 Business continuity strategies and arrangements are developed and implemented 3.1 A crisis management plan includes nominated incident team members and alternates, escalation criteria and internal/external communications strategies 3.2 The organisation has considered scenarios that may require specialist management and has developed plans for these where appropriate. 3.3 Business continuity provisions of critical suppliers / service providers are capable of supporting service restoration objectives. 3.4 Response equipment has been identified and acquired in support of Business Continuity/Crisis Management Plans for a range of events. 3.5 Critical IT systems and applications have been identified, required recovery timeframes agreed with business owners and recovery capability implemented
