2 What s the Issue? The Ranch desperately needs high-speed internet Homes in the Ranch have among the worst internet service in California Most of our neighbors want faster, more-reliable internet service Private internet service providers are not willing to provide high-speed internet access to all homes The Tech Committee has meticulously researched and explored all options to help guarantee high-speed internet access before arriving at the current plan

3 Getting High-Speed Internet RSF Connect would offer Covenant members access to 1-gigabit-per-second (GBPS) high-speed broadband internet 1 gigabit is almost 1,000 times faster than the average internet speed of homes in California RSF Connect is a utility, like gas and electric, with internet access guaranteed to our members RSF Connect will improve our property values, our community s desirability and our quality of life

4 What is RSF Connect? RSF Connect will provide access to locally controlled, high-speed internet Association would design, construct, maintain and own a fiber-optic network Third-party Internet Service Provider (ISP) will provide link to network and internet-related services As the fiber network owner, the Association can help ensure high-speed internet at affordable market rates The Association will provides local oversight, transparency and accountability for internet service

5 Why RSF Connect? After lengthy discussion and public input, the Board determined that locally owned, high-speed internet would best serve Association members The Ranch s population density is considered too low for some ISPs to enter market on their own Other ISPs lack capacity or local accountability for the project The locally controlled project would be more accountable to Covenant members and sensitive to our needs

6 What will RSF Connect do for me? 1 gigabit high-speed internet is among the fastest, most reliable service anywhere, meaning you may: Stream multiple services, such as Netflix, on multiple devices at the same time Skype or video chat with family members, in high resolution and without interruptions Improve in-home communications, including video conferences and cell service Increase internet reliability and make working from home or homework more efficient Integrate home security and other smart home technology Improve our quality of life and protect our property values

7 How would RSF Connect work? A fiber network will be laid under streets in the Ranch: The fiber network will pass by every address in the Ranch Fiber cable will be brought to the curb Members will work with the Internet Service Provider to plan and install the fiber from the curb to the home. Members will select the service offerings from the ISP

8 Where are we in the Process? The Association is reviewing: 1. Preliminary fiber network design 2. Total project cost estimates 3. Proposals from Internet Service Providers Next, the Board will select the highest quality & most fiscally responsible approach to RSF Connect

9 When will we get to Weigh in? The Board is in the process of reviewing project details and will discuss the timeline at an upcoming Board Meeting Member input will then be gathered soon after

10 Frequently Asked Questions How much will this cost me? The Technology Committee is finalizing cost projections for Covenant members. We anticipate high-speed internet will be competitive with the current market. Can I keep my current internet service if I want? Members may continue using their internet service without paying RSF Connection's monthly service charge. You may also connect to the network without paying for monthly service. Either way, your property values will benefit from the network. How do we keep the network from going obsolete? RSF Connect is a fiber network, which is considered future-proof. Once the fiber is laid, they may remain in place for up to 50 years without significant upgrades. The network also allows the Ranch to take advantage of any improved technology in the future.
