2 IFRC Key Points Red Cross /Red Crescent perspective: Community-Based Early Warning Need impact-based warning data/information geared to the people who need to act Need for more in-country interaction between NMHS and the Red Cross /Red Crescent National Society The Red Cross /Red Crescent perspective is all about Community- Based Multi-Hazard Earl Warning Systems. This perspective drives our need for impact-based warning data and information that is geared to the people who need to act. IFRC sees a need for more in-country interaction between the NMHS and the Red Cross /Red Crescent National Society. Let me start by elaborating on the first point. 2
3 Community first: The Red Cross contribution to disaster risk reduction activities starts with participatory investigation and builds on community engagement and commitment to build safer and more resilient communities. The Red Cross contribution to disaster risk reduction activities starts with proper investigation, together with the people in the community, and builds on community engagement and commitment to build safer communities. The process of disaster risk reduction typically includes risk assessment and identification, risk analysis, planning for risk reduction activities, implementation of those activities, monitoring and evaluation.
4 International Federation Community Based Early Warning Any effort BY/WITH a community to SYSTEMATICALLY collect/compile and analyze INFORMATION (at their level). Well connected with local national authorities, such as NMHS and Disaster Risk Management authority that enables the dissemination of actionable MESSAGES to help communities PROTECT THEMSELVES from an imminent hazard or shock. IFRC sees Community-Based Early Warning as any effort BY or WITH a community to SYSTEMATICALLY collect, compile and analyze INFORMATION (at their level). The effort must be well connected with authorities on the local to national scale. Here we can note specifically the National Meteorological or Hydrological Service and the National Disaster Risk Management authority The goal of the Community-Based Early Warning effort is to enable the dissemination of actionable MESSAGES, that help communities PROTECT THEMSELVES from an imminent hazard or shock.
5 Sendai Framework Recognition of the need for increased, long-term investment in Disaster Risk Reduction Emphasis on building resilience Importance of local people, including the most vulnerable communities. We see that the IFRC perspective on Community-based Early Warning fits well into the Sendai Framework global target on "Availability and access to multi-hazard early warning systems". This target highlights the need for increased, long-term investment in building resilience, with a particular emphasis on the importance of local people, including the most vulnerable communities.

8 ??? From Met to RC Communities Sending the goats out or not? Here's the problem-- An imminent threat message is generated by a scientist, describing a natural hazard such as a developing storm. The in-country National Society gets that message, but it is not an impacts-based message. So, an extra translation is needed to turn that scientific message into an actionable message in terms that speak to the people who need to act in the local community. We know that many weather services are moving to impact-based alerting. That is exactly what is needed, and IFRC wants very much to assist with that transition.
9 Early Warning Exemplar Red Cross / Red Crescent Hazards App (initiative of the IFRC Global Disaster Preparedness Center) Aggregates and disseminates CAP alert messages Adds localized messaging What Now? Emergency Preparedness First Aid Finding Shelter... We do have an excellent example of how we see things ought to work: the Red Cross / Red Crescent Hazards App. This app is an initiative of the IFRC Global Disaster Preparedness Center. For a specific hazard threat, the input to this multi-hazard early warning system comes from any of the many alerting authorities worldwide that produce CAP alert messages. The Hazards App aggregates, filters, and disseminates those CAP messages to local communities. But, here's the "community-based aspect: The Hazards App provides those CAP messages along with localized messaging-- What Now? / How to give First Aid / Finding Shelter / How to make an Emergency Preparedness kit for your family... Sure, the CAP message originates with scientists far way, perhaps the U.S. National Hurricane Center in Miami or PAGASA in the Philippines. But, the messaging delivered by the Hazards App includes that essential, locally customized information. In fact, a country is not allowed to implement the Hazards App until they have done a local customization of First Aid App information.

11 International Federation Earthquakes Violence /Population Movement We all know that the IFRC and its Red Cross/ Red Crescent National Societies worldwide are involved in all manner of hazard threats. 11
12 Their activities and long-term engagement at the local level can be a treasure trove of local expertise and local knowledge. Yet, it seems that in many countries, the Red Cross/ Red Crescent National Society does not have an active collaboration with the NMHS. This ought to be corrected. IFRC wants to work with WMO to be sure that connection is made in every country that we both operate.
13 IFRC Key Points Red Cross /Red Crescent perspective: Community-Based Early Warning Need impact-based warning data/information geared to the people who need to act Need for more in-country interaction between NMHS and the Red Cross /Red Crescent National Society Now I wish to end where I began-- our three key points: The Red Cross /Red Crescent perspective is all about Community- Based Multi-Hazard Earl Warning Systems. This perspective drives our need for impact-based warning data and information that is geared to the people who need to act. IFRC applauds with enthusiasm the recent trend toward impact-based public alerting, as well as the trend to CAP-enabled alerting systems. We offer the Hazards App initiative as a great example of how things ought to evolve. But, we do feel strongly the need for more in-country interaction between the NMHS and the Red Cross /Red Crescent National Society. Any ideas on how to promote such collaboration are certainly welcome. I thank you for the opportunity to present, and IFRC thanks you for inviting us to participate in this WMO working group. 13
