11 Participation Thresholds The NYC CoC aspires to have 100% of all projects primarily dedicated to serving homeless persons participate in HMIS. Those funded by the following are required to participate: ESG, CoC (SHP, S+C), SRO Mod Rehab, HOPWA, GDP, VA Community Contract, SSVF, and SAMHSA PATH projects.
