3 INTRODUCTION Municipal Assessment and Property Charges Online (MAPCO) is a Web-based application that provides municipal administrators with access to up-to-date assessment and tax information. Municipal Assessment and Property Charges Online is the first major online product specifically developed to provide Prince Edward Island s 75 municipalities with timely assessment and tax information. Municipalities can use this online application to: access up-to-date assessment and tax information for planning purposes quickly confirm ownership of a property obtain easy access to data to prepare assessment and tax-based reports enable easy exchange of assessment and tax information save storage space increase productivity by eliminating the time-consuming tasks of retrieving and refiling assessment roll books About This Manual This manual contains instructions for: registering for a MAPCO account accessing MAPCO searching for details on a property by parcel number, civic address and owner s name viewing reports downloading municipal assessment and tax information to your computer 3 Municipal Assessment and Property Charges Online (MAPCO)

4 REGISTERING FOR MAPCO To access MAPCO, you must first register for an account. Online Form Go to and click online request form. Fill out the form onscreen, read the Terms and Conditions, and click the Submit Application button. Upon approval, you will receive a confirmation with the username and password. Manual Form Go to the Taxation and Property Records website at and follow the links to the Registering for Municipal Assessment and Property Charges Online form. Fill out the form on-screen and print or complete the printed form by hand and mail to: Provincial Treasury Taxation and Property Records P.O. Box 1150 Charlottetown, PE C1A 7M8 or you can drop off a completed application form to: 95 Rochford Street st Shaw Building, 1 Floor Charlottetown, PE C1A 3T6 or any Access PEI Centre. When your account is created, you will be notified by or phone of your username and temporary password to access MAPCO. For security reasons, please change your password the first time you log into MAPCO. Changing Your Password If you are currently logged in, you must first log out before changing your password. At the login screen ( choose Change Password. You will be taken to a centralized administration site where you can enter your new password. Enter the address you used to register, your existing password, and a new password of your own choosing. Your new password must be at least 6 characters long, and can be up to 30 characters long. 4 Municipal Assessment and Property Charges Online (MAPCO)

5 My password doesn't work. What should I do? Check to see if you have your Caps Lock function on, and login again. If this does not work, you may have forgotten your password. To receive your password again, go to the main MAPCO login screen ( and click on Forgot Password. You will be prompted to enter your address. Once you have entered your address, the password will be sent to your . 6 SEARCHING FOR PROPERTY DETAILS After you have received confirmation granting access to MAPCO, log on to the website at: and you will arrive at the screen below. Enter in the username and password provided to you. Click Login. Please Note: If you have registered for MAPCO using the manual form, for security reasons please change the password assigned to you the first time you log into MAPCO. 7 After successfully logging in, you will arrive at the screen below. Searching by Parcel Number If you know the parcel number of the property you wish to view, choose Parcel Number in the Property Details section of the main menu. Enter a Parcel Number in the text box. You can also enter in the Optional Lease Code in the next text box to narrow down your search for properties that have more than one address attached to them. You are not required to enter a lease code. Click on the Find button. You must type in the parcel number correctly or no results will be displayed. 7 Municipal Assessment and Property Charges Online (MAPCO)

8 If your search has returned multiple listings, the application will list the results in alphabetical order by owner s name and the parcel number in brackets. Choose which file you want to view by clicking on it. The Property Details page will be displayed with details on the specific property. Searching by Owner s Name You can search for details on a property by owner s name by choosing Owner s Name in the Property Details section of the main menu. Enter an owner s last and/or first name into the text boxes and click the Search button to search for the parcel. NOTE: The Last Name text box is a required field. Therefore, you must enter at least the owner s last name in order to search by owner s name. 8 Municipal Assessment and Property Charges Online (MAPCO)

9 If your search has returned multiple listings, the application will list the results in alphabetical order by owner s name and the parcel number in brackets. Choose which file you want to view by clicking on it. The Property Details page will be displayed with details on the specific property. Searching by Civic Address If you know the civic address of the property you wish to view, choose Civic Address in the Property Details section of the main menu. Select a Community using the dropdown menu and click the Select Community button. Select a Street using the dropdown menu and click the Select Street button. Select a Street Number using the drop-down menu and click the Select Street Number button. 11 MAPCO has two reports you can run: 1. Municipal Assessment Totals Report 2. Municipal Tax Totals Report GENERATING REPORTS To generate a report, choose the report you wish to view in the Assessment and Tax Totals section of the main menu. Depending on the permissions on your account, you may be asked to choose which municipality to report via a drop-down menu. 13 DOWNLOADING ASSESSMENT AND TAX INFORMATION MAPCO has four types of municipal data files you can download to your computer in tab-delimited, ASCII or XML format: 1. Assessment & Tax 2. Assessment Totals 3. Tax Totals 4. Civic Address Choose Download my municipality's assessment and tax information to my computer in the Download section of the main menu. Depending on the permissions on your account, you may be asked to choose which municipality to report via a dropdown menu. Choose the type and the format you wish to download the municipal data file by clicking the radio buttons, and click the Download the Data button to download the file to your local computer. You will be prompted for a location to save the data; make a note of this location for later reference. 13 Municipal Assessment and Property Charges Online (MAPCO)

Municipal Assessment and Tax Roll Data Appendix A Terms and Conditions of Agreement The Taxation and Property Records Division of the Provincial Treasury (herein referred to as the Division ) agrees to provide access to Municipal Assessment and Property Charges (herein referred to as the Digital Data ) online. It is anticipated that assessment files will be updated weekly and tax files are updated monthly; however updates are not guaranteed, and any persons designated to use this application by the municipality (herein referred to as the User ) are advised to refer to the report date to confirm when the last update was completed. The Digital Data consists of relevant records in the Division. The Division accepts no responsibility for errors or omissions. 2.0 Registration Process Upon the User indicating his/her acceptance of the terms of this agreement by completing and signing the same, the User will receive username and password codes for the purpose of gaining access to the Digital Data. 3.0 Ownership 3.1 The Division retains sole ownership of the Digital Data. 3.2 The User shall have unlimited, but not exclusive, right to use the Digital Data, and in the case of a corporation, this right shall not extend to affiliates of the User. 3.3 The User may not give, lease, sell or otherwise make the Digital Data available to any other person in any form without negotiating a licensing agreement with the Division. 3.4 The User is the sole recipient of username and password codes which provide access to the account. The User is responsible for the security of the account, and may only provide account username and passwords to designated employees of the municipality outlined in Section B of this agreement. 4.0 Limited Warranty 4.1 While care has been taken to ensure the best possible quality, the Digital Data may not be free from error or omission. 4.2 The Division is not responsible for any loss or damage attributable in any way to the use of the Digital Data provided. 4.3 Interpretation of the Digital Data, whether orally, electronically or provided in any other manner, is not warranted by the Division. The Division is not responsible for the failure to achieve results desired by the User; corruption or loss of data or software of the User; misinterpretation of the Digital Data or any consequence or subsequent loss or damage alleged by the User to be attributable to the provision of the Digital Data. 5.0 Termination of Agreement 5.1 The User may terminate this agreement by giving notice in writing to the director of the Division two weeks prior to termination date. 5.2 The Division may terminate the agreement upon written notice if the User breaches this agreement and fails to correct the breach to the Division's satisfaction within 30 days following the mailing of notice specifying the breach. 5.3 The User acknowledges and agrees that the Division shall have the right to revoke the username and password of any User who, in the opinion of the Director, is determined to be in violation of this agreement. 6.0 Entire Agreement 6.1 This agreement is the entire agreement between the parties and supersedes all previous agreements, arrangements or understandings between the User and the Division hereto whether written or oral, in connection with or incidental to the Digital Data. 7.0 Law of Contract 7.1 This agreement shall be governed by and construed in accordance with the laws of the Province of Prince Edward Island and the laws of Canada applicable in the Province of Prince Edward Island. 7.2 Taxation and Property Records will immediately suspend the account if the User breaches this agreement. At such time, Taxation and Property Records will provide written notice specifying the breach. The account will be reactivated if the User can correct the breach to the satisfaction of Taxation and Property Records. 15 Municipal Assessment and Property Charges Online (MAPCO)
