1 We make it our business to deliver TERMS AND CONDITIONS ON THE USE OF POSTAGE PAID IMPRESSION (PPI) UNDER Domestic Bulk Mail (DBM) Scheme 1 The Domestic Bulk Mail Scheme (DBM) is applicable for Postage Paid Impression (PPI) domestic ordinary letter and printed papers of above 1500 homogeneous copies per mail type per posting (excluding all registered mail and parcels). 2 For letter posted within the standard Bulk Mail Centre operating hours (see clause 20), the delivery standards is that 98% of the mail lodged and addressed to Central Business District (CBD) and 95% of mail lodged and addressed to outside CBD, will be delivered by next working day. 3 For printed papers posted within the standard Bulk Mail Centre operating hours ( see clause 20), 95% of the mail lodged will be delivered within one to two working days from date of posting for non-festive and up to three working days for festive periods (November to February). 4 Printed papers must have the indication Printed Papers on all envelopes or wrappers and they must be clearly indicated on the Printed Papers that it is printed in Singapore. 5 Items must be homogeneous in terms of size, type, packaging and other mail characteristics (such as the return address, company name or company mark, PPI permit number or other identification marks of the PPI Permit Holder). Different mail size and different mail category even though the two type of envelopes may have the same PPI, physical mail characteristics, are not considered as homogeneous mail (for example a ISO C5 sized envelope cannot be combined with an ISO DL sized envelope and standard regular cannot be mixed with standard large and etc). The homogeneous mail could have different published weight steps. For instance, out of the 1501 pieces, 1000 pieces could be 20 g and another 500 pieces of 50g. Mail must be bundled, declared and presented for lodgment according to the Domestic Bulk Mail Scheme published weight steps. 6 The mail must be arranged with the address facing the same direction and be tied in bundles of 50, 100, 150 and 200 of mail in each bundle. 7 The return address on the envelope must be a Singapore address. 8 Posting must be made under the Postage Paid Impression (PPI) service. 9 Each bundle of presorted mail must contain items for one postal code only. Sorting should be as follows: a) For street address Sort the item according to the first 2 digits (i.e ) b) For PO Box address Sort the items according to the 3 rd and 4 th digits (i.e. sector code starting 4 th digits (i.e or ) with 90XXX or 91XXX) 10 Bags with at least 5 kilogram (kg) to a single sector must be bagged up and labelled according to the sector codes. Each bag must not exceed 20 kg. If bags are found to have been wrongly labelled or the bundles to have been mis-sorted to the wrong sector codes for more than 0.1 percent of the total quantity declared, the discounted postage rates would be Postage Paid Impression, DBM Terms & Conditions Page 1 of 3 Effective 01 st Feb 2003 Updated 0n 19 th Nov 2002

2 deducted from the full consignment of mail. Sorted bundles that are not bagged up must have the letter S (measuring 15mm) rubber-stamped on top of each bundle. 11 The weight of the item to be declared on the posting docket, for charging purpose, must be in accordance with the weight steps listed on the Domestic Bulk Mail Scheme. 12 Quality of mail, classes of mail (letter or printed papers), size of envelope used and quantity posted will determine the discounted postage rate applicable for each posting. There are 4 levels of mail quality discounts for printed papers and only one for letter: Printed Papers: Standard Regular and Standard Large: Volume Discount only a) Non-machinable but presorted to sector codes; Mail Quality and Volume Discount b) Machinable mail (fulfill mail quality conditions including Optical Character Reader(OCR) readable mail ) and presorted to sector code; c) Bar-coded but not presorted to sector codes; d) Bar-coded and presorted to sector codes Printed Papers: Non Standard: Volume Discount only a) Non-machinable but presorted to sector codes Letter: Standard Regular only: Mail Quality and Volume Discount a) Barcoded and presorted to sector code 13 The volume tiers in pieces are : and > Singapore Post s mail quality conditions are those that are listed in the latest version of Designing Quality Mail guide and any other mail quality conditions that will be stipulated from time to time. 15 Mail of different mail quality, even of the same mail characteristics cannot be combined and lodged as one single volume tier. For example, of a posting of 4,500 pieces of 20 g mail of the same make up, PPI permit number and etc; 2000 pieces has 6-digit postal code and 2500 pieces has 4-digit postal code, the mail must be declared in separate dockets as separate lodgments. The volume tier to apply for the 6-digit 2000 pieces is 2000 and for the 4-digit, 2500 pieces. 16 The quantity, discounted postage rate and the appropriate mail quality level applicable for each posting will be determined at the time of posting at the Bulk Mail Centre. The decision of the rate payable is final and once the mailing has been verified, accepted and processed, the PPI Permit Holder is not allowed to claim for refunds on the basis that the quantity, weight or mail quality level has been wrongly applied. 3 17 For OCR readable mail, the successful reading rate must be at least 90% and for barcoded mail, at least 95%. Mail that falls below these levels may not be delivered within our stated delivery targets and will not qualify for the postage discounts. If such mail has been accepted or processed, the appropriate postage discounted rates would have to be rescinded. The PPI Permit Holder must provide samples of such mail for a re-testing of the reading rates before the discounted rates would be re-instated. 18 For newly barcoded mail, PPI Permit Holders are required to send some sample mail (at least 500 pieces) to Singapore Post for testing. Singapore Post reserves the right not to give the discounted rates for barcoded mail that have not been sent for testing before posting. 19 Mail that is imported into Singapore for r ing in Singapore is not acceptable for posting under this scheme. 20 Postings must be made at the Bulk Mail Centre, 10 Eunos Road 5, Singapore Post Centre (East Entrance), Singapore between the following hours: Monday to Fridays: Saturday: 10 am to 6.00 p.m. 10 am to 4.00 p.m. 2 copies of the posting docket, form P149, must accompany each posting. 21 For non-credit terms, valid cheque or the correct amount of cash must be presented for payment. If dishonored cheques were used, the discounted postage rates given for the consignment would be removed. The discounted postage amount would be recovered by Singapore Post by deducting the amount from any monies due or to become due from Singapore Post. Alternatively, PPI Permit Holder who is given the discounted postage rates would be required to reimburse the full discounted amount to Singapore Post either via cash or cheque within 5 workings days, failing which Singapore Post reserves the right not to accept any further posting under the Domestic Bulk Mail Scheme. 22 For credit payment, the bills must be promptly paid within the prescribed credit periods. In the event that payment remains unpaid after becoming due, Singapore Post shall be entitled to charge interest rate on the unpaid amount at the rate of twelve per cent (12%) per annum from the due date of the bill till the receipt of the overdue payment. 23 Singapore Post reserves the right to amend, add to, delete and/or vary any of the terms and conditions and the discounted postage rates herein stated and the Permit Holder shall be bound to observe and comply with the terms and conditions herein and any amendments thereof. 24 Singapore Post reserves the right to immediately suspend and revoke the Domestic Bulk Mail Scheme to the Permit Holder either on a temporary basis, the period in which Singapore Post shall solely decide; or on a permanent basis, if a) there is continuous non-payment of the bills for a period of two months; or b) presentation of dishonored cheques for payments. Such action of Singapore Post shall be without prejudice to any other right or remedies, which Singapore Post may have under these terms and conditions, at law or in equity. 25 All other clauses listed under the Terms and Conditions On The Use of Postage Paid Impressions (PPI) shall be taken, read and construed as parts of Domestic Bulk Mail Scheme End Postage Paid Impression, DBM Terms & Conditions Page 3 of 3 Effective 01 st Feb 2003 Updated 0n 19 th Nov 2002
