3 Cover Story postal bulletin (8-9-12) 3 Cover Story Protecting Our Workers: Powered Industrial Truck Safety Powered industrial trucks (PITs) are used in many industries, primarily to move materials. Typically, within the USPS work environment, PITs contain an electric motor and are used to raise, lower, or move pallets and tow containers. Supervisors must ensure that each PIT operator is competent to operate a PIT safely. This is demonstrated by the successful completion of the required training and evaluation specific to the PIT the employee is expected to operate. To obtain an operator s certificate, each employee must demonstrate his or her knowledge of general PIT safety information specific to the PIT being operated, as well as site-specific information that is contained in their facility s written PIT program. Once the employee successfully completes the classroom portion of the training, which may include a written test, he or she is required to demonstrate operational proficiency for each PIT he or she may be required to operate. This is accomplished by an authorized evaluator observing the trainee performing tasks related to normal PIT job assignments. Once the evaluator deems the employee competent to operate his or her assigned PIT, the employee will be issued an operator s certificate of familiarization or driver s certificate. Only trained and authorized operators are permitted to operate a PIT. Operator refresher training is mandatory and must be delivered at least once every 3 years for each PIT the operator is authorized to operate. Additionally, refresher training must be delivered when an unsafe operation is observed, a near-miss accident occurs, or the employee is assigned to operate a new type of PIT. Each PIT must be examined using the PIT pre-tour checklist before being placed in service. PITs shall not be placed in service if the PIT pre-tour checklist shows any condition adversely affecting the safety of the vehicle, and the PIT must be removed from service until the defect can be remedied. 4 4 postal bulletin (8-9-12) Policies, Procedures, and Forms Updates Policies, Procedures, and Forms Updates Manuals DMM Revision: Revision to General Pallet Preparation Standards Effective September 4, 2012, the Postal Service will revise the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM ) to remove the requirement that all bundles not able to be placed on SCF, A, or N/ASF pallets must be sacked. In January 2012, we revised palletization standards to allow bundles to be placed directly on some mixed A pallets, if allowed by specific standards. This revision synchronizes with the other sections. Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM) 700 Special Standards 705 Advanced Preparation and Special Postage Payment Systems 8.5 General Preparation Required Preparation The following standards apply to Periodicals, Standard Mail, Parcel Select, and Package Services, except Parcel Select mailed at N Presort, ON Presort, DSCF, and DDU prices: [Revise item 8.5.2c as follows:] c. Bundles that cannot be placed on an A, N/ASF, or SCF pallet may be placed on mixed A pallets if allowed by the specific standards for the class and shape of mail, or be placed in sacks (8.9.1). We will incorporate this revision into the next monthly update of the online DMM available via Postal Explorer at Preparing Pallets Product Classification, Pricing, DMM Revision: Periodicals Identification Statement Optional Instruction for Address Change Service Participants Effective September 4, 2012, the Postal Service will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM ) h to provide a modified Identification Statement element for mailers who participate in Address Change Service (ACS ). This modification will facilitate timely transmission of address corrections for addressees who move and file a change-of-address order, or of a notification of abandonment for addressees who moved without providing forwarding instructions. As a result, copies of Periodicals will be addressed using subscribers current addresses, reducing delays in delivery caused by forwarding and additional handling by the Postal Service. Adoption of the modified element may begin immediately. The mailing address for change-of-address orders, in the normal text type of the publication: POSTMAS- TER: Send address changes to [publication title and mailing address]. For publications authorized for ACS, as defined in , publishers may modify this statement to say: POSTMASTER: Send all UAA to CFS. (See DMM ); NON-POSTAL AND MILITARY FACILITIES: send address corrections to [publication title and mailing address]. When Undeliverable as Addressed (UAA) copies are sent to the CFS unit for ACS processing, a PS Form 3579 will not be created and any barcodes or other information on the address will not be obliterated. Change-of-address information may also be shown on the label carrier or container of publications prepared in envelopes, closed wrappers, or polybags. We will incorporate this revision into the next monthly update of the online DMM, which is available via Postal Explorer at Product Classification, Pricing, IMM Revision: Use of USPS Mail Transport Equipment Effective September 4, 2012, the Postal Service will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM ) section to stipulate that mailers must not remove USPS -owned mail transport equipment (MTE) from the United States for any purpose (e.g., transporting items that will be entered as domestic mail from outside the United States to the United States) without a written agreement between the customer and the USPS manager of Mail Transport Equipment. Under no circumstances will the U.S. Postal Service grant approval for MTE to be out of the United States for more than 14 days. This standard is consistent with part 581 of the Postal Operations Manual. Mailing Standards of the United States Postal Service, International Mail Manual (IMM) 1 International Mail Services 120 Preparation for Mailing 121 General Information for Mail Preparation mail transport equipment (MTE) only to transport mail to a USPS facility. Mailers may not retain USPS-owned MTE for their internal operating use or personal convenience, and such equipment may not be furnished to mailers for such purposes. Mailers may not use USPS-owned MTE to transport mail from foreign countries when such mail is not intended for dispatch through the U.S. Postal Service. In addition, mailers must not remove USPS-owned MTE from the United States for any purpose (e.g., transporting items that will be entered as domestic mail from outside the United States to the United States) without a written agreement between the customer and the USPS manager of Mail Transport Equipment. Under no circumstances will the U.S. Postal Service grant approval for USPS-owned MTE to be out of the United States for more than 14 days. Retail Services, Channel Access, Management Instructions New Management Instruction EL , Back Pay Management Instruction (MI) EL , Back Pay, is now available on PolicyNet and is effective immediately. This MI: Directs users to Employee and Labor Relations Manual (ELM) 436.7, Interest on Back Pay, for policy regarding when and how interest is calculated for back pay awards. Specifies that the Grievance and Arbitration Tracking System (GATS) is the authorized method for processing: (1) lump sum payments of less than $100,000; and (2) hours calculations that include less than one full pay period and that result from the Article 15 Grievance-Arbitration Procedure. Consolidates the documentation requirements for third-party authorizations from the Equal Employment Opportunity Commission, Merit Systems Protection Board, Office of Personnel Management, and other organizations in Attachment D, Back Pay Documentation Requirements. Provides the new mailing address for the USPS Scanning and Imaging Center, which has been relocated from Sioux Falls, South Dakota, to Janesville, Wisconsin. Central Time on August 9 until August 27, During this time, there will be a freeze for all finance number control master (FNCM) requests. The FNCM field sales branch (FSB) will queue all requests during the outage and will resume processing on August 28, Remember the following regarding requests: As a reminder, all FNCM requests should be ed to the outlook group FNCM FSB in Microsoft Office Outlook. Revenue and Field Accounting, Controller, Human Resources TSP Roth Now Available The Thrift Savings Plan (TSP) is a retirement savings plan for federal and Postal Service career employees and members of the uniformed services. It is similar to the 401(k) plans offered by many private employers. TSP Roth is a new offering that allows career employees to contribute after-tax dollars to the TSP. Both the contributions and their earnings will be tax-free when withdrawn, as long as Internal Revenue Service (IRS) requirements are met. This new option provides employees with greater flexibility in managing their retirement income. With the TSP Roth option, participants can choose to invest after-tax dollars in any of the TSP funds, up to the Internal Revenue Code limits. Employees may visit to find answers to questions about TSP Roth. Employees also will find forms and publications, such as TSP-30, A New TSP Element, a TSP Roth video, and other information there. Employees should carefully consider whether TSP Roth would be to their advantage. As with all tax matters, employees should seek advice from qualified tax or financial advisors for information pertaining to their specific tax situations. Henry commemorative stamp (Forever priced at 45 cents) in one design in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item ). The stamp will go on sale nationwide September 11, In 2012, the U.S. Postal Service commemorates the 150th anniversary of the birth of O. Henry (the pen name of William S. Porter) with a stamp in its Literary Arts series. This prolific author wrote nearly 300 tales. By the time of his death, he was the most widely read storyteller in America. In the stamp art, the author s portrait is set against a background image of the elevated rail in New York City, where many of O. Henry s stories were set. Stamp Services, Marketing and Sales, Pictorial Postmarks Announcement As a community service, the Postal Service offers pictorial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks. People attending these local events may obtain the postmark in person at the temporary Post Office station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

Items submitted for postmark may not include postage issued after the date of the requested postmark. Such items will be returned unserviced. Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdiness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4 Code, as listed below. Customers can also send stamped envelopes and postcards without addresses for postmark, as long as they supply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover. First Avenue Tucson, AZ Stamp Services, Marketing and Sales, How to Order the First Day of Issue Digital Color or Traditional Postmarks Customers have 60 days to obtain the first day of issue postmarks by mail. They may purchase new stamps at their local Post Office, by telephone at 800-STAMP-24, or at The Postal Store website at Traditional Postmarks Customers should affix the stamps to envelopes of their choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first day of issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail. All postmark requests should go to the first day of issue city. The first day of issue city Post Office will then forward in bulk all postmark requests to Cancellation Services, Stamp Fulfillment Services, PO Box , Kansas City, MO by respective Post Offices. Digital Color Postmarks Only select stamp issues offer a digital color postmark. Customers may submit #6 or #10 envelopes constructed of paper rated as laser safe. The Postal Service recommends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment. The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute traditional black rubber postmarks if use of nonspecified envelopes results in poor image quality or damage to equipment. Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their canceled items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first day of issue digital color postmark to the corresponding city of issuance.
