3 1.1 Background The Water Distribution System Operational Decision Support Tool has been developed to assist water utilities in designing a monitoring/control system for their water distribution system that will provide water distribution system data (WDSD) for use in support of various system operations. Such data could include both general operational data as determined from either real time telemetry or off-line computer models, or on-line data (including data from both hydraulic and water quality sensors). Operational applications could include 1) energy management, 2) water quality management, 3) emergency response management, and 4) event detection. 1.2 Decision Support System Architecture Support for operational decisions will be provided through the decision support systems through two primary methods: 1) an explicit decisional response path based on predetermined decisional decision trees (e.g, flowcharts) or 2) an implicit evolving decisional response path as developed an expert system inference engine in response to sequential answers as provided through the user interface (see Figure 1). 4 1.3 Instructions for Loading and Executing the Implicit Operational Toolkit The implicit version of the operational toolkit has been constructed in the JESS expert system environment. All of the software for use in executing the program are included in a zip file called wds toolkit Contents of the Zip File - Book Export for the calibration scenario - Book Export for SCADA system operation - Book Export for SCADA information - A 30 day trial version of JESS - Rules and Facts for the wds toolkit under \Jess71p2\wds - Program Run under \Jess71p2\bin Instructions for Installing Jess and the Toolkit To install Jess and the Toolkit, just unzip the WDS Toolkit.zip file to a location on your computer. Important: This toolkit uses JESS inference engine for pattern matching as well as branching the user through different tree structures. JESS and its dependency (java SDK) needs to be properly installed on the host computer for this toolkit to run. JESS requires the Java Runtime Environment (JRE) as well as the Java Standard Development Kit (Java SDK). Instructions on how to get JAVA set up and running are provided from To setup the JAVA_HOME Environment variable and classpath: For Windows For Mac OS To Run the program in Windows, double click "jess.bat" under \Jess71p2\bin. For Mac or Linux users, another jess file is provided in the same directory for running on Unix. Run the scripts from a command prompt if they do not work by double-clicking them.

5 1.3.3 General Instructions for Toolkit Operation The scripts mentioned above will launch JESS and the toolkit GUI. A series of questions and their possible answers are provided. The Toolkit guides the user depending on the answers of previous questions. Some branches and rules of the toolkit are pending further information. When such the user enter such path, the toolkit will not respond. Restart the script to launch the toolkit again. Notes - 1st question: What is your intended SCADA application?
