6 How Do We Align SOA Strategies? Agreeing to technical layers is not too hard Agreeing to one product is hard, but agreeing to a small number of preferred products may be possible Agreeing to common services between SOA implementations is hardest to do Maybe we need two flavors of SOAs Rich, optimized SOA for a COI (the richness is great for the COI but makes it hard for other COIs to adopt vs their own) Light weight SOA to create a small set of common services that are good enough across the whole enterprise that gives 50-75% of the value needed across the enterprise (e.g., common where, when service profile that all systems recognize) Rich SOA provides powerful capabilities. Light weight SOA provides agile capabilities. Approaches are complementary, not competing (similar to data standard strategy) But Collaboration is the key feature of Web 2.0, not SOAs! 6
7 Cultural Shift Needed Battle used to be the haves vs the have nots Today it is the will vs the will nots Commercial technology (power, agility, availability) Military traditional architectures vs Netcentric architectures Freedom to rapidly change CONOPs and technologies OODA Loop Advantage Has Been Lost We Can Regain It Add commercial components to warfighter options Stop designing military systems and build reconfigurable components that can be agilely mashed together Unleash warfighter innovation using this approach Most Innovative Warfighter Capabilities will result from new forms of Collaboration 7
