1 Public Notice of Rate Increase Natural Gas Utility Rates On June 20, 2018, Texas Gas Service, a Division of ONE Gas, Inc. ( TGS or Company ), filed a Statement of Intent to Increase Rates ( Statement of Intent ) with the Railroad Commission of Texas and with the Cities of Aledo, Breckenridge, Bryson, Graham, Graford, Hudson Oaks, Jacksboro, Mineral Wells, Millsap, Weatherford, and Willow Park, the unincorporated areas surrounding those cities, and the unincorporated communities of Jermyn, Palo Pinto, Perrin, Possum Kingdom Punkin Center, and Whitt, Texas for the gas utility rates charged by the Company to customers within the North Texas Service Area ( NTSA ). The proposed increase in rates will affect all residential, commercial, large commercial, industrial, large industrial, public authority, and large public authority customers within the incorporated cities and unincorporated areas of the NTSA. The proposed effective date of the requested rate changes is August 22, The Company developed its proposed rates based on the system-wide cost of providing service to the NTSA. The proposed rates and tariffs are expected to increase the Company s annual revenues for the NTSA by approximately $1 million or 6.51% including gas cost or 9.53% excluding gas cost. The proposed change in rates does constitute a major change as that term is defined by Section of the Texas Utilities Code because the proposed changes will increase the total aggregate revenues of the Company by more than two and one-half percent. The proposed change in rates will not become effective until similar changes have become effective within the nearest incorporated city. The above proposed increases in Miscellaneous Service s reflect a net increase of $60,334 in revenues. The above proposed increases in Miscellaneous Service s are applicable to all customers. In this SOI, TGS proposes to withdraw Rate Schedules 25 and 2B for large volume commercial gas sales customers and serve those customers under Rate Schedules 20 and 2A; 35 and 3B for large volume industrial gas sales customers and serve those customers under Rate Schedules 30 and 3A; and 45 and 4B for large volume public authority gas sales customers and serve those customers under Rate Schedules 40 and 4A. TGS proposes several non-substantive language revisions to its gas sales rate schedules (Rate Schedules 10 and 1A for residential service; Rate Schedules 20 and 2A for commercial service; Rate Schedules 30 and 3A for industrial service; and Rate Schedules 40 and 4A for public authority service) and cost of gas clause for consistency with the tariffs approved in GUD Nos , 10506, and for the Company s other service areas. TGS proposes that Rate Schedules 10 and 1A for residential gas sales service apply to builders. TGS proposes revisions to the definitions in the cost of gas clause (Rate Schedules 1-INC and 1-ENV) to

6 include greater specificity, add language regarding use of financial instruments, change the interest on funds from 9 percent to 6 percent and add language to ensure that gas sales customers are credited with any imbalance fees incurred by transportation customers. TGS proposes to add Rate Schedules T-1, T-1-ENV and T-TERMS which are new rate schedules for the NTSA because the Company has not previously provided transportation service under a tariffed rate in the NTSA. The proposed transportation rates are consistent with the design of transportation service rates for TGS s other service areas. That is, the transportation volumetric rates are the same as the gas sales volumetric rate for the same customer class, while the transportation customer charge is somewhat higher to reflect additional services provided to transportation customers such as balancing and contract administration. TGS proposes Rules of Service for the NTSA consistent with those recently approved in TGS s other service areas to provide clarity regarding current Company policies and procedures, consolidate and supersede existing Rules of Service that are in place in various cities and environs areas of the NTSA, include additional definitions, add Section 4.8 regarding responsibility for customers piping and appliances, add Section 10.5 to allow additional acceptable forms of deposit, add Sections 13.6 and 13.7 to provide e-billing and alternative payment options, remove Section 11 because the Company s curtailment plan is on file with the Commission, add Sections 15.3 through 15.9 to clarify customer and Company rights and obligations, revise Section 20 to eliminate timing restrictions on a customer selecting the Average Bill Calculation plan and update the language to better reflect current plan practices, revise Section 21 to establish greater consistency for service fees and deposits among the Company s service areas, and withdraw addendums to the Rules of Service specifically applicable to Possum Kingdom that will be superseded by the consolidated NTSA addendums to the proposed Rules of Service.. TGS proposes to add a Pipeline Integrity Testing rider for the recovery of pipeline integrity testing. TGS proposes revisions to its Weather Normalization Clause to reflect a 10-year weather normalization period instead of 30-year period. TGS proposes to add Rate Schedule EDIT-RIDER to address the flow back of excess deferred federal income taxes that are a result of the change in the federal corporate tax rate. Rate Schedule EDIT-RIDER is designed to ensure that the full amount of excess deferred federal income taxes are returned to customers. TGS proposes Rate Schedules RCE and RCE-ENV to recover all rate case determined to be reasonable related to this SOI. TGS also seeks a prudency determination regarding capital investment made within the NTSA through December 31, In addition, the Company seeks a determination that its interim rate adjustments for the unincorporated areas within the NTSA for the period January 1, 2011 through December 31, 2016 are just and reasonable in accordance with Texas Utilities Code TGS is also seeking Commission approval of new depreciation rates for the Company s plant located in the NTSA, as well as for common facilities shared among all TGS service areas, including corporate assets in this proceeding. TGS also requests a finding from the Commission that it has fully complied with the Accounting Order issued in GUD No addressing the impacts on utility rates for the change in the federal corporate tax rate under the Tax Cuts and Jobs Act of 2017, for the NTSA.
