1 October 28, 2016 ADDENDUM #1 RP Provision of Inmate Coinless Phone Equipment at the Gwinnett County Correctional Complex on an Annual Contract Q1. For the 8 dormitories that have a total of 64 phones, please provide the following: a. What are the current call rates by payment type (Collect, Pre Paid Collect, debit and/or inmate based pre paid) and by call traffic type (local, IntraLata/Intrastate, Interlata/Intrastate, Interstate and International)? Please provide both the surcharge and per minute rates for each of the payment types and call traffic types listed. b. What are the total number of calls for the last 12 calendar months broken down by payment type (Collect, Pre Paid Collect, debit and/or inmate based pre paid) and by call traffic type (local, IntraLata/Intrastate, Interlata/Intrastate, Interstate and International)? Please provide the number of calls for each of the payment types and call traffic types listed. c. What are total call duration minutes for the last 12 calendar months by payment type (Collect, Pre Paid Collect, debit and/or inmate based pre paid) and by call traffic type (local, IntraLata/Intrastate, Interlata/Intrastate, Interstate and International)? What is the commission percentage that Gwinnett CCC receives from your provider? A3. The commission payable is two cents ($0.02) per minute on completed inmate telephone calls using the ITS. Q4. Does each dormitory within your campus have a phone room (IDF)? A4. No, there is only one phone room for the facility. Q5. Please describe the network that connects to each of your dormitories. A5. The call leaves the phone room and goes to the category 5 cable. Q6. The data in the RFP regarding ADP and maximum capacity would indicate that you are slightly under 50% capacity. Please re-confirm. A6. We are currently at 51% capacity. We have a capacity to house 512 inmates and the current ADP is 262. Q7. Please confirm the current vendor for Gwinnett County Correctional Complex s Jail Management System and Inmate Trust System? A7. Jail Management - Calibre WinTrust CiK Consulting Group Inmate Commissary System - Keefe Commissary

No. According to ACA standard, contact visit is required. Q9. To clarify language in the RFP, Gwinnett County is seeking a 1 year agreement, with the option to renew for 4 successive years. Is that accurate? A9. Yes Q10. There are 39 coin operated phones in the work release section of the facility. Would you consider replacing your coin operated phones with inmate phones that are currently in your Inmate Dorms? A10. No Q11. You currently have a maximum of 20 phone numbers that an inmate can call. Would you be open to extending the maximum number beyond 20? A11. Yes Q12. We observed a few different lengths of handset cords for the inmate phones do you require a specific length? i.e. 12, 18, 24 A12. We prefer 18. Q13. Do you have video visitation? 4 RP Addendum 1 Page 4 Q22. Requirement D on page 7 of the RFP requires the proposer s annual sales. As this particular industry is a service provider, and not a manufacturer, would the County consider deleting this particular requirement? A22. No Q23. Some providers may offer alternate calling types, outside of the traditional options of Collect, Prepaid and Debit calling such as single-call payment by credit/debit card, and text message billing for a single call via wireless carrier. a. Are any alternate payment options available to call recipients today? If so, please state the rate that is charged for each call, and the amount of commission the County receives on this type of call. b. It is common for some vendors to charge excessively high rates for this type of call and, furthermore, to categorize the revenue generated by these calls as bonus revenue and therefore to pay little or no commissions on this revenue. In light of this information, we respectfully ask the County to disallow this type of call from the Gwinnett County Correctional Complex. c. If these types of calls are allowed, please confirm that bidders will be required to disclose all associated rates, fees, and commissions in their proposals. Please also state how these costs and commissions will be evaluated as part of the Financial Offering. A23. a. Currently we are using the traditional calling types. No decision has been made to include other options at this time. b. This information is noted. All charges/rates must be provided in proposal submittals and will be evaluated. c. See A23(b).
