1 People who are eligible for NDIS supports are called Participants. Each Participant will have their own NDIS Plan that identifies the outcomes they wish to achieve, the supports that will be funded by the NDIS, and other universal and informal supports that the Participant requires. The Participant can then choose the Provider they want to deliver their supports. Providers that want to deliver and claim NDIS funded supports will need to be registered with the NDIA. Once a Provider is registered, they can start marketing their services and engaging with NDIS Participants. This workshop undertakes the process of registration, including the selection of appropriate supports. It is based on the Modules of the NDIS Provider Toolkit available through TDSA s Think Tank Resources for today s session, or directly through Linda Hayes Business Strategist, GAICD With 20 years experience in marketing and business strategy, Linda has worked across a vast range of industry sectors to deliver business growth through better business planning and stronger organisational governance. 1

4 Overview National Disability Insurance Scheme (NDIS) NDIS Act 2013 (Cwth) sec. 3 Objects of the Act: (extracts only) Provide reasonable and necessary supports for participants in the NDIS launch (s.3(1)(d)) Enable people with disability to exercise choice and control in the pursuit of their goals and the planning and delivery of their supports (s.3(1)(e)) Adopting an insurance-based approach, informed by actuarial analysis, in the provision and funding of supports for people with disability (s.3(2)(b)) In giving effect to the objects of the Act, regard is to be had to the need to ensure the financial sustainability of the NDIS (s.3(3)(b)) 4

7 PART ONE - Becoming a Registered Provider Create a PRODA account to access myplace Access myplace and complete an intent to register Complete registration in myplace including uploading all required supporting documentation 7

8 Provider Digital Access (PRODA) From 1 July 2016, there is a new online NDIS Provider Portal called myplace. To access myplace, a new authentication process called Provider Digital Access (PRODA) is now in place and managed by the Department of Human Services. All existing and new Providers will need to register for PRODA. If you are a new NDIS Provider, going through the PRODA authentication process will be your access point into myplace. Once your PRODA account is created and authenticated, you will need to submit your NDIS registration request using myplace. 8

9 Provider Digital Access (PRODA) The PRODA authentication system is a two-step online process: Create your account provide basic personal information, create a username and password, and provide contact information for the secure management of your account. Verify your identity verify your identity online using Government issued identity documents which requires you to provide key information from your documents. Your identity will be verified online and in real-time using the Government s Document Verification Service (DVS). Once you have verified your identity you will be able to select your community - NDIS for providers. 9

11 PART TWO NDIS Registration Groups The Guide to Suitability is a key document in assisting providers understand what supports they will be providing, and what their obligations are as providers of these NDIS supports. To minimise risk, enhance outcomes and maximise the social and economic participation of participants, certain experience, qualifications, processes and expertise are required of the Providers registered to provide NDIS supports. To assist in this, supports have been streamlined under five key groups. 1. Specialist Disability Registration Groups 2. Professional Registration Groups 3. Other Registration Groups 4. 16 Terms of Business!! Registered Providers must act in good faith and in the interests of the participant. When delivering supports or conducting a business in relation to the delivery of supports, Registered Providers must comply with each of the following: the NDIS Act, the Rules, all relevant NDIS guidelines, and all policies issued by the NDIA the Registered Provider s own Code of Conduct, Code of Ethics or Service Charter; and any Commonwealth, State or Territory laws, and any other requirements, that are applicable to the Registered Provider, including, but not limited to the Privacy Act 1988 (Cth), the Australian Consumer Law, and any relevant quality and safeguard laws, including Quality Assurance and Safeguards Working Arrangements and the Guide to Suitability. 16
