6 e-leadership Scoreboard - Aims and Objectives Provide an approach to monitoring and assessing issues related to e-leadership skills development: education offers workforce potential exploitation opportunities enabling policies or other driving mechanisms etc. Identify the most urgent needs for new or improved indicators at national level and develop recommendations e.g. to Eurostat Allow for comparative assessment of e-leadership performance, benchmarking and analysis among EU28 Member states Add information to the situation about demand and supply for e-leadership skills in each country Inform and enable policy discussions at national and EU level 6

E-leadership candidate programmes programmes that are clearly aimed at experienced professionals with leadership roles, and which usually already expect a high level of IT skills and significant business experience. Enterprises that provided training to ICT/IT specialists captures aspects of further learning and importance of vocational and continuous training on-the-job, to ensure regular upgrades of workers skills. 7

13 Preliminary Findings EU Member States e-leadership Index ranking Note: Average performance is measured using a composite indicator building on data for 28 indicators going from a lowest possible performance of 0 to a maximum possible performance of 10. The performance of e-leadership Leaders is 20% or more above that of the EU28; of e-leadership Promoters it is less than 20% above and less than 5% below that of the EU28; of Early Starters is less than 30% below but more than 5% below that of the EU28; and for Late Beginners it is more than 30% below that of the EU28. 13

Our scoreboard attempts to be nothing more than a set of indicators which are the best available approximations of measures related to e- leadership development in a country. We fully recognise that an ideal set would look different, but often indicators are not available in a form suitable for comparative analysis... 15
