4 1 Introduction The CCVista Database has been created to store translations of EU measures in the languages of candidate countries. The database is available on-line and has the following URL: The main functions are uploading and downloading translated texts, but it is also possible to download original acts. (i.e. original treaties). The upload section is only accessible by means of a login and a password. There are four categories of documents stored in CCVista. These categories are Not Revised, Revised, Under Finalisation and Finalised. CCVista is mainly intended for the Translation Coordination Units (TCU s) of the candidate countries, but it is now also at the disposal of the EU services charged with the fianlisation of translated texts. Passwords with different levels of permissions will be delivered to the managers in the TCU s (TCU Login) and to lawyer-linguists at the Council s and Commission s legal services (Finalisers Login). 6 2.1 Translations Login Part of CCVista is not password protected which makes it possible to view/download legislation documents but not to make changes to them. There are two types of user name and password: A TCU login and password that allows uploading and downloading of documents and access to a number of menu options not available to users who are not logged in. (See Error! Reference source not found.) 7 2.1.2 Download To download documents click on the menu option Download. The CCVista download page will be displayed. (See Figure 2). Use the drop down menus to select the type of documents you wish to download and click Submit to begin the search for the documents. If more than 300 documents fit the search criteria the documents will not be displayed and you will be asked to refine your search criteria. When a suitable search criteria has been selected a list of documents will be displayed. (See Figure 3). If you are not logged into CCVista you will not be able to download Not Revised documents. 8 Click on the document name to open the document in Microsoft Word. (See Figure 4). The document can be printed from Word or a copy can be stored by selecting File Save as from the menus in Word. 9 Figure 4: Downloaded document & related documents Estonian document Latvian document Lithuanian document Hungarian document Czech document Notice that underneath the document, the screen displays a window containing information about related documents; these documents are translations of the document displayed on screen and have the same CELEX number. Figure 4 shows that for the document displayed in Bulgarian, the database also contains a translation in Czech, Estonian, Hungarian, Lithuanian and Latvian. To view one of these documents, click on it and it will appear in the Word document replacing the Bulgarian document. design\ccvista\applications\web\manual\ccvistauserguide.doc Page 9 of 41
10 2.1.3 Download directory chapter To download a directory chapter click on the menu option Download Directory Chapter. A directory chapter search screen will be displayed. (See Figure 5). Use the drop down menus to select the search criteria. It is possible to download either a full chapter that includes all sub chapters or to download a single sub chapter. Enter the maximum size of you wish to receive (some systems have a file size restriction set by the mail system administrator). Enter your address and click Submit to have the directory chapter ed to you. 12 2.1.4 Upload To upload documents click on the menu option Upload. Use the drop down menus to select the type of document you wish to upload and click Submit to begin the search for the document. (See Figure 6). If more than 300 documents match the search criteria the documents will not be displayed and you will be asked to refine your search criteria. When a suitable search criteria has been selected a list of documents will be displayed. There are restrictions on uploading documents based on the type of login used. (See Table 5). If you do not have sufficient permissions to upload the document you will not be able to select it. To find out more information about who changed the status of the document to Under Finalisation or Finalised click on the information icon beside the Celex number of the document. A screen similar to that shown in Figure 7 will be displayed. 13 no longer valid and if the Celex number has changed the new Celex number is displayed. Figure 7: View of upload page Select a translation category from the Translation Category drop down field. Users logged in with a TCU login and password have the choice of uploading documents with a translation category of either Not revised or Revised whereas users logged in with a finaliser login and password have the choice of uploading documents with a translation category of Revised, Under Finalisation or Finalised. (See Table 5). Click Browse to browse for the file you wish to upload. Click on the file and click Upload. The upload facility will only accept Microsoft Word documents. 15 2.1.5 View full priority list To view the full priority list by directory chapter / sub-chapter per country click the menu option View Full Priority List. Select the directory chapter / sub-chapter from the Directoty (sub)chapter drop down list. Select a language from the Language drop down list. A list of priority documents will be displayed. 16 2.1.6 Receive full document list To receive a full document list click on the menu option Receive Full Document List. The CCVista document list selection screen will be displayed. (See Figure 9). Use the drop down menus to select the criteria for the list. Enter a date in the field Uploaded after, enter your address and click Submit. A list of documents fitting the search criteria entered will be ed to you in csv file (spreadsheet) format. (See Figure 10). 17 2.1.7 Administer document status The translation category status of documents can only be changed by users with a finaliser login and password. To change the status of a document click on the menu option Administer Document Status. A page will be displayed similar to that shown in Figure 11. Choose search criteria by selecting values from the drop down fields and by entering part or all of the Celex number. A list of documents fitting the search criteria entered will be displayed. Click on the Celex number or the description of the document and select the new status of the document from the drop down list and click Update. (See Figure 12). 19 2.2 Originals Primary legislation To view primary legislation documents click on the menu option Primary Legislation. Click on the Celex number or the legislation description to view the document. The document can be stored to disk by clicking the disk button and printed by clicking the printer button. (See Figure 13). 20 2.2.2 Secondary legislation To view secondary legislation documents click on the menu option Secondary Legislation. Use the drop down menu to choose a year of publication or enter at least part of the Celex number. (See Figure 14). Click on the file name to down load the file. 21 2.2.3 Changed Celex numbers To view changes to Celex numbers click on the menu option Changed Celex Numbers. A list of all old and new Celex numbers will be displayed. (See Figure 15). Using the drop down menu on the left hand side of the screen it is possible to find a new Celex number by selecting the old Celex number and it is also possible to find an old Celex number by selecting the new Celex number from the drop down list on the right hand side of the screen. 22 2.3 Statistics The statistics menu options are available only if the user is logged in Number of documents translated To view a summary of the number of documents translated per country click on the menu option Number of Documents. A page showing the summary information will be displayed. (See Figure 16). The figures shown in Figure 16 are example figures only. 23 2.3.2 Number of official journal pages translated per country To view a summary of the number of Official Journal pages translated per country click on the menu option Number of OJ Pages. 24 2.3.3 Number of documents translated by directory chapter To view a summary of the number of documents translated divided by directory chapter click on the menu option Number of Documents by Directory Chapter. A page showing the summary information will be displayed. (See Figure 18). The figures shown in Figure 18 are example figures only. Use the drop down menu to select the country for which you wish to view the statistics. 29 3 PlanOJ DD II Work-flow 3.1 Introduction In PlanOJ DD II, proofreading has been newly introduced as an intermediary step of the process leading to publication the Special Edition of the OJ. Proof-reading happens after a TCU has uploaded revised documents and before the finalisation is carried out by a finaliser. In this document, you will find a short presentation of the suggested sequence of operations for proof-readers and finalisers. This document is only intended for languages that are linked to PlanOJ DD II. 3.2 Document status With the new PlanOJ DD II, two new statuses have been introduced: Under proofreading (P) and Corrected (C). These two new statuses are only relevant for languages considered in PlanOJ DD II. To follow the process correctly, a user must attribute the correct status to the documents, otherwise the next stage cannot be started. The normal order to document status is: Non-revised Revised Under proof-reading Corrected Under finalisation Finalised design\ccvista\applications\web\manual\ccvistauserguide.doc Page 29 of 41
30 3.3 Proof reading process Once a document has been uploaded as Revised in CCVista, the proof-reader can start the proof-reading process. The proof-reader, who receives a login/password as proof-reader for a given language, can download a Revised document and set its status to Under proof-reading What is needed To proceed to proof-reading, the user must have a proof-reader login and password, attributed upon request by TAIEX for a specific language How to get a document and set the status Under proof-reading Go to Login with your Proof-reader login and password. Select the menu item which appears in CCVista named Administer Document Status (Figure 22). Figure 22: Administer Document Status Page Enter the celex number of the document which you want to put under proofreading. (It can be the complete celex number or only the first part of it.) Press the submit button. At the bottom of the page the list of documents satisfying the search criteria (Celex number) will appear. Then use the Update and download button to update the status and download the document in one go. A message will inform you that the status update has been successful. 32 Figure 25: Document Download Page Beware: the way internet explorer opens documents depends on the local settings of your PC. In case of problems ( *.doc documents not opening in MSWord) please contact your system administrator. Note: If necessary, a proof-reader can always put the status of a document back to Revised. When proof-reading is completed, documents will arrive back in CCVista through PlanOJ and the status will be moved from Under proof-reading to Corrected. 33 3.4 Finalisation process Once a document has been uploaded as Corrected in CCVista, the finaliser can start the finalisation process. The finaliser, who will receive a login/password as finaliser for a given language, can download the corrected document and set its status to Under finalisation What is needed To proceed to finalisation, the user must have a finaliser login and password, attributed upon request by TAIEX for a specific language How to get a document and set the status Under finalisation Go to Login, with your Finaliser login and password. Select the menu item which appears in CCVista named Administer Document Status (Figure 26). Press the submit button. At the bottom on the page the list of documents satisfying the search criteria (Celex number) will appear. 36 4 Original documents 4.1 Introduction Original documents are a list of documents that have been made available by the OPOCE in word format. Available languages are English or French. 4.2 Access and Requirements The list can be accessed via To be able to view the data, you will need to install the Silverlight add-in and request a login Install Silverlight plugin Silverlight is a cross-over browser plugin from Microsoft. Admin wrights are needed to install this plugin. If you start and you see the screen below then continue this section, else you can skip this section. You will only get the window below if the plugin has not already been installed before. Just click on Click now to install and the plugin will be installed. 37 If your popup blocker is on, will need to click on the bar at the top and select download file from the menu. Click on Run to start the download process. Depending on the speed of your internet connection it will take a few seconds to download the installation. Finally, click on Run to install the downloaded plugin and follow the instruction from the installation utility. 38 4.3 Login Fill out the login information which you requested to NEAR-Ccvista-IT- on the screen below. Figure 32: Login window If you where already logged in and you refresh the page, the you can click on the cancel button. You will stay logged on. 4.4 Download original documents After logged in into the application, select the original item from the menu and you will get the view beside. The grid is still empty. So, click on the load button to load or reload the list. For downloading, two possible filters can be set: Only missing documents: when this option is checked, it will return a list of all priority documents in English or French for which the original document is not available. design\ccvista\applications\web\manual\ccvistauserguide.doc Page 38 of 41
39 Only priority documents: when this option is checked, you will get a list of only the priority documents. Otherwise also non priority documents which are available will be shown. There is also a possibility to filter the list by celex number. Just enter a part of the celex number. If documents are available for the celex number, then the button Download will be enabled. To download a document just click on the Download button. The download process happens in two stages. First it will download the document and the button will be marked Downloading. If that s finished, you will the button content will be changed to save. Then click on the Save button to save the downloaded document to your file system.
