9 Our focus today: US TAG to ISO & US TAG Administrator United States Technical Advisory Groups: U.S. Technical Advisory Groups (TAGs) are committees accredited by ANSI for participation in ISO technical activities or appointed by the USNC for participation in IEC technical activities, which operate in compliance with the ANSI Criteria for the Development and Coordination of U.S. Positions in the International Standardization Activities of the ISO and IEC. [aka Annex B, International Procedures] Such U.S. TAGs are administered by U.S. TAG administrators, who are appointed by ANSI to be responsible for ensuring compliance with TAG procedures. [i.e., the procedures under which the TAG is accredited either Annex A or unique procedures] Today s session applies to ANSI-Accredited US TAGs to ISO and ISO/IEC JTC-1 only IEC TAGs are overseen by the USNC, not the ANSI Executive Standards Council (ExSC). 11 What is needed to maintain accreditation? Maintain compliance with the current edition of the ANSI International Procedures (2019) Return TAG Annual Compliance Form/ Return TAG Annual Report for prior year with roster Submit, when changed, revised procedures to ANSI for review and approval (send to Strikethrough, underline format with an explanation If the TAG is accredited to use Annex A (Model procedures), then it must use the updated version of Annex A whenever the ANSI ExSC makes changes to it Slide 11

12 What is needed to maintain accreditation? (continued) Complete mandatory no-cost training The Operating Procedures of U.S. TAGs to ISO: Strengthening the U.S. Voice in International Standardization Self-led training modules, available at Must be taken once upon assignment, may be taken again Online course: ISO Directives Updates Self-led course posted to Must be taken annually thereafter, released June/July each year Note that a separate training requirement applies to organizations that serve as International Secretariats (ISO TC/SC/PC Secretary) Slide 12

Fulfill all financial obligations such as ANSI Membership fees, International Activity Assessment fees and P- Membership fees. 16 What revisions are included in the 2019 ANSI International Procedures? Clarification to model TAG procedures, section A.7.5 to clarify that a vote concerning membership applies to voting members only, not observer or non voting members and the like: A7.5 Actions Requiring Approval by Majority. The following actions require a letter ballot or an equivalent formal recorded vote with approval by at least a majority of the U.S. TAG membership: Approval of officers appointed by the administrator or nominated by members of the U.S. TAG Formation of a subgroup, including its procedures, scope, and duties Disbandment of a subgroup Addition of new voting U.S. TAG members Approval of minutes Other actions of the committee not specified elsewhere Slide 16

18 Purpose of the Annual Compliance /Form Provides an annual opportunity to review: Current edition of ANSI International Procedures; TAG s accredited procedures; and any related process documents to ensure full compliance with the ANSI International Procedures Serves as a binding certification by a TAG Administrator of overall procedural compliance Annual report provides an update about TAG activities and confirms awareness of requirements, i.e., an ExSC and ANSI oversight tool Slide 18

19 Combined 2018 Procedural Compliance and 2017 TAG Annual Report Issued via December 2018 with a due date of January 31, 2019 Communicates procedural revisions and serves as a point-in-time confirmation of procedural compliance has 2 parts: Part 1: 2019 Annual Compliance Form Part 2: 2018 TAG Annual Report Form (model) Every separately accredited U.S. TAG to an ISO or ISO/IEC activity is required to submit both parts Slide 19

Please indicate YES or NO (if Yes, skip to question 4). If the TAG utilizes and is accredited under Annex A, the model TAG procedures, then the TAG is bound to use the new 2019 edition:... Slide 20

22 2018 ISO TAG Annual Report Part 2 Annual Requirement of Accreditation Due January 31, 2019 Submit to psa@ansi.org Use: the ISO TAG Annual Report Form included in the as Part 2 (next slide); or posted in ANSI public library (International Standardization); or submit a report and TAG roster that satisfies the requirements set forth in clause Annual Reporting of the ANSI International Procedures. 27 Failure to return Compliance Form and/or TAG Annual Report (which we know will not happen...) The ANSI Executive Standards Council (ExSC), which is the accrediting body, will be advised and the TAG s status as an ANSI-Accredited U.S. TAG & U.S. TAG Administrator will be reviewed and could be suspended. 28 So, let s review the Timeline December 2018: 2019 Compliance Form & 2018 TAG Annual Report issued via a single January 31, 2019 Deadline (Thursday): Part 1: 2019 Compliance Form due to psa@ansi.org Part 2: 2018 TAG Annual Report with TAG roster due to psa@ansi.org January 31, 2020: Final deadline for submitting revised procedures related to 2019 edition (if any revisions are needed by TAGs that are not accredited under the Model procedures) Revised procedures may be submitted any time, but must be submitted timely in connection with any revisions, in strikethrough-underline format with an explanation, to psa@ansi.org Slide 28

30 ASD vs. TAG - Distinctions Many ANSI-Accredited Standards Developers (ASDs) also serve as ANSI- Accredited U.S. TAG Administrators to ISO TC/SC/PC/WG Applicable rules and procedures for each ANSI accredited status are different though hallmarks of the ANS and ISO processes are similar ANSI-Accredited Standards Developer (ASD): 1. Governed by: ANSI Essential Requirements: Due process requirements for American National Standards ( 2. ASD s Accredited Procedures ANSI-Accredited U.S. TAG to ISO and ISO/IEC: 1. Governed by: ANSI International Procedures ( 2. ANSI-Accredited U.S. TAG procedures (most use Annex A plus all are bound by Annex B of the ANSI International Procedures) 3. 31 ASD and TAG Distinctions (2) Participation requirements are distinct U.S. TAG to ISO: participants must satisfy the definition of US National Interested Party ANSI accreditation requirements are distinct ANSI Annual Compliance Forms are distinct ANSI Annual Reporting Requirement exists for TAGs to ISO and ISO/IEC Oversight of ANSI-Accredited U.S. TAGs to ISO and of ASDs, however, is by the ANSI Executive Standards Council (ExSC) ANSI ExSC is also responsible for maintenance of ANSI s related procedures Slide 31
