4 1.0 (U) Executive Summary (U//FOUO) In support of the decision by NCTC leadership in April 2008 to sunset TOL by the end of CY2008, the SCD Team conducted a gap analysis to identify potential capability discrepancies between TOL functionality and Bahamas IDP system development. The scope of the gap analysis is User Interface requirements, Data Migration activities, Infrastructure requirements, and Application requirements as critical path items in the successful sunset of TOL. The SCD team analysis revealed: User Interface requirements - There is a significant gap in Entity Viewer due to the insufficient documentation of end user needs during the Bahamas IDP process - There is a partial gap in Search, Reporting, Global, TSC Export, and Help capabilities due to insufficient documentation of end user needs and a lack of detailed Bahamas system development documentation Data Migration activities - There is a potential gap due to the absence of legacy TOL data migration documentation Infrastructure Requirements - There is a significant gap in hardware, software, network, and telecommunication areas due to insufficient Bahamas IDP system development artifacts - There is a partial gap for external system interfaces due to insufficient documentation of end user needs during the Bahamas IDP process Application Requirements - Unable to assess if Bahamas has the same functionality as legacy TOL due to insufficient documentation describing Mark Logic custom development The next step for SCD is to utilize this TOL gap analysis as a basis for future IDP development activities. 4
5 2.0 (U) Introduction (U//FOUO) TIDE is the USG s central repository for known or suspected international terrorists. The current TIDE capability is deployed across the ADN and JWICS networks as two systems, TIDE and TIDE Online (TOL). TIDE is a read-write system on the ADN network that contains both identity and source records along with related entities. TOL resides on the JWICS network and contains the same entities and sources as TIDE. TOL is a read-only copy of TIDE which is updated in near real time. TOL is available to read-only users within NCTC and across the USG. (U//FOUO) The Bahamas IDP document was scoped to provide capabilities that significantly enhance the ability of NCTC s Terrorist Identities Group (TIG) analysts to process, analyze, search, and report against terrorist identities information. The Bahamas IDP was written to have no impact to the TIDE and TOL data models or the applications. The data models are very complex and modifying them at this point would introduce unacceptable risks. Similarly the applications are mission critical and have significant user investment in the current business processes. The Bahamas IDP specified capabilities that will be completely decoupled from, but useful in parallel with, the existing TIDE system. This gives the users enhanced capabilities while progressing towards a future-state TIDE system. The Bahamas IDP data model will perform constant, one-way synchronization with the TIDE database to migrate TIDE entity data from the existing TIDE model to the new model. The intent and scope of the Bahamas IDP was not to sunset TOL. (U//FOUO) In support of the decision by NCTC leadership in April 2008 to sunset TOL by the end of CY2008, the SCD Team conducted a gap analysis to identify potential capability discrepancies between the current TOL system and Bahamas IDP system development. 5
6 3.0 (U) Methodology (U//FOUO) The TOL gap analysis methodology can be summarized as simply A - B = C. In this equation, the A variable equals all functionality currently available in the TOL system, while the B variable represents LSI Bahamas development delivered and in process. Working through the methodology, the subtraction operation involves mapping development specifications to current functionality requirements, thus delivering the C variable, or the gap, as depicted in Figure 1. Figure 1 (U//FOUO) TOL Methodology 3.1 (U) User Interface Methodology (U//FOUO) Assessment of the documented TOL user interface requirements was based on a phased approach and is discussed in the following paragraphs. First Phase: Data Gathering (U//FOUO) The first phase consisted of gathering data from current TOL system and available documentation. Data was also collected from the Bahamas IDP system requirements exported from Hewlett Packard Quality Center (HPQC). (U//FOUO) TOL system sources included: Current TOL screen shots TOL Quick Reference Guide, Version 1.6 Homeland Security Presidential Directive 6 / Terrorist Screening Center (HSPD-6/TSC MOU), Memorandum of Understanding on the Integration and Use of Screening Information to Protect Against Terrorism, Addendum B, 2006 Second Phase: Writing Requirements (U//FOUO) The second phase consisted of writing all of the baseline TOL requirements due to the lack of documented existing TOL requirements. Third Phase: Consolidation (U//FOUO) The third phase consisted of consolidating and evaluating TOL requirements and Bahamas IDP system requirements. The consolidated requirements were categorized in the following groups: Display, Navigation, Search, User Interface, and View Options. Requirements 6
7 were further refined into subcategories as depicted in Figure 3. Bahamas IDP system requirements were also categorized by increment. Fourth Phase: Evaluation (U//FOUO) The fourth phase consisted of utilizing the SCD Validation and Verification (V&V) team to determine the current completion status of the Bahamas IDP system requirements and related increments. Many of the SOW requirements cannot be validated until the increment development is completed Fifth Phase: Analysis (U//FOUO) The team mapped the TOL baseline requirements to the Bahamas IDP system requirements to identify the gaps. Sixth Phase: Follow-Up (U//FOUO) The sixth phase consisted of updating the completion status of the Bahamas IDP system requirements based on the most current information received from the SCD V&V team. 7

9 Figure 3 (U/FOUO) TOL User Interface Categories 3.2 (U) Data Migration Methodology (U//FOUO) To meet the December 2008 deadline for retiring TIDE Online, production data from the existing Oracle system must be migrated to the new Mark Logic system. The data migration requirements are organized by technical artifact category and are sequenced in the order that the programs would be expected to run in during the actual data migration. Regardless of the operating system, application, or file/record type, a data migration code block performs the following fourteen steps in any data migration software program: Connect to Source System Open Source System Read Data into Source Buffer Transform Data (sort, merge, split, duplicate, de-duplicated, rekey, and transforms) Move Data to Target Buffer Connect to Target System Open Target System Write Data in Target Buffer to Target System Generate and write out timing, record counts and any error messages to log file Close Source System Close Target System Disconnect from Source System Disconnect from Target System Execute data and file checks program to compare source data with target data The Data Migration Team executes the above data migration steps for each source to target mapping. (U) The project plan developed by the Data Migration Lead Engineer should capture the above steps in a sequence of execution steps reflected with a level of effort to create mapping 9
10 documents, write data migration code, test migration code, execute migration code, and perform check of data to insure that source and target systems moved data correctly. (U) A request for data listed below to complete the gap analysis was requested from Boeing. The information requested below has not been provided by the LSI. 1. Compile a list of the Oracle tables that contain data that will be extracted from the source system (TOL). 2. Compile a list of the XML documents that contain all the elements that will be loaded with source data into the Mark Logic document repository. 3. Compile a list of mapping documents to me used by the data migration team to build the software programs that will be used to migrate the data. a. List of source columns b. List of target elements c. List of relationships migrate from source to target 4. Compile a list of the code modules to be developed and executed for each mapping document that includes; a. Extract to flat file program b. Conversion of flat file to an XML document c. Conversion of XML document to Mark Logic XML Document d. Populate/Load program of Mark Logic XML Document to Mark Logic XML repository e. Runtime/scheduler or execution management program used to run conversion programs f. Recovery restart program (to be used for testing and in the event the program is interrupted or failed) g. Verification program to produce report showing source data and target data were executed successfully. h. Scheduler report program showing runtime for conversion program. i. Estimated plan show complete execution schedule and timings to estimate conversion of full program. j. Description of test programs to be run to verify that the application code and user interface code performs successfully on the new system k. Contingency plan for roll back of the target application in the event that the test programs are producing data corruption The data migration gap analysis artifact is provided in Appendix B. The table describes the proposed steps required to migrate the data and the work performed as of June 18, (U) Gap Analysis Results 4.1 (U) User Interface Results (U//FOUO) The TOL User Interface Requirements Analysis matrix in Table 1 below provides a summary of TOL baseline requirements categorized by capability grouping. (U//FOUO) Team analysis revealed a total of 576 TOL user interface baseline requirements. 30 of these requirements were duplicates, mapping to Bahamas Search requirements. Considering these duplicates, there are 546 unique user interface baseline requirements. From these baseline 10
11 requirements, 11 requirements were mapped to Bahamas requirements and were verified and witnessed by SCD. (U//FOUO) The team found that 55 of the baseline requirements were mapped to Bahamas requirements and not witnessed. Any of these may become a gap if the validation criterion does not pass or the requirement moves to the Backlog. (U//FOUO) The team found 510 TOL user interface baseline requirements that did not map to Bahamas requirements. These are the number of gap requirements out of the total number of user interface baseline requirements. 11

(U) The data migration gap analysis artifact is provided in Appendix B. 4.3 (U) Application Requirements Results (U/FOUO) We are unable to assess whether Bahamas has the same functionality as legacy TOL due to insufficient documentation describing Mark Logic custom development 4.4 (U) Infrastructure Requirements Results (U/FOUO) There is a significant gap in hardware, software, network and telecommunication areas due to insufficient Bahamas IDP system development artifacts. There is a partial gap for external system interfaces due to insufficient documentation of end user needs during the Bahamas IDP process. 13 CIA Server Also reference Appendix C (U/FOUO) Bahamas does identify interfaces with GNR and NCTC Online, however it does not describe them to the level of detail as Appendix C (GNR is called the LAS in Bahamas). The other interfaces are gaps and are not referenced in Bahamas. 5.0 (U) Next Steps (U//FOUO) Specific steps to be performed after this gap analysis include the following: Refine gaps with LSI and other stakeholders. Utilize this TOL gap analysis as a basis for future IDP development. Complete the gap analysis for Application and Infrastructure areas. 13
