3 v IMO adopted Resolution MEPC 186(59), new Chapter 8 to MARPOL and Annexe 1 v Aimed at Prevention of Pollution during Ship-to-Ship Transfer of Oil Cargo v New Regulations came into force April 1 st 2012 v One of reuirements is to have Vessel Specific STS Plan v STS Plan to include OSR Plan, to contain: ü Emergency & oil spill containment procedures ü Seuence of actions in case of spillage of oil; ü Flag Administrators can Impose Additional Pollution Response measures; (UK) Tier 2 Response (Panama) Assign Pollution Officer (Korea) Response boat with Operation
4 v Under the MSN 1829 (M) Ship To Ship Transfer Regulations 2010 / 2012, the application to carry out a Transfer Operation must also include the following details ü An Oil Spill Contingency Plan (including Pollution Resources commensurate with the Risk, both at Sea & on Shore) to guard against the threat of Oil Pollution; & Adeuate OSR Resources Euipment & Trained Manpower & forward located at immediate response readiness sufficient to response with worst case scenario of 300 tonnes spill of HFO ü Where appropriate, the Euipment, Manning & operation of a suitable Oil Recovery Vessel.
5 v MSN 1829 (M) Ship To Ship Transfer Regulations 2010 / 2012, (continue) ü Any Oil Recovery Vessel provided must have:- the Capability to take oil recovered from the sea into its tanks a System capable of recovering the transferred oil in seas up to 2 m. enough Boom to contain a Spill until it can be Recovered; & Personnel Trained to Safely Operate the Oil Recovery System & Boom v Basically both, the MSN 1829 (M) Ship To Ship Transfer Regulations 2010 / 2012 & Marpol stresses on the need of an Oil Spill Response Contingency Plan (OSRCP).
6 v Introduction Section to contain: ü Objectives; Coverage; Scope of OSRCP ü Comply with National & International Regulations ü Company s Environmental Policy ü Interface with Other Plans ERP; National Plan; etc. ü Based on Tiered Response Concept ü Follows IMO & IPIECA Guidelines ü Has Documentation Control Procedures
7 v Strategy Section to contain: ü OSR Risk Assessment A thorough OSR Risk Assessment conducted of Terminal / Facility to understand the Oil Handling Operations, the Location & its Weather & Sea characteristics Determine the Tier 1, 2 &/or 3 OSR Scenarios that can happen as a result of Oil Handling Operations OSRCP development conducted by a Competent & well Experienced OSR Consultant
8 v Strategy Section to contain (continue): ü OSR Scenarios & Resources Reuired Once OSR Scenarios (Tier 1, 2 & 3) identified, Spill Trajectories are also identified. Subseuently, Environmental & other Risks also identified The OSR Resources OSR Euipment & Trained Competent Manpower (the Incident Management Team {IMT}) can be identified, Logistical Resources (support vessels & other ancillary support) to support the Spill Response can then be identified, procured, Trained & Exercised. Tier 2 & 3 Resources should also be identified, & Exercised together regularly to ensure maximum Effectiveness
9 v Strategy Section to contain (continue): ü OSR Training & Exercises Training & Exercises are core fundamentals to Oil Spill Preparedness. OPRC IMO Levels 1, 2 & 3 OSR Training Courses are well tested & gives good OSR Technical knowledge for Course Participants. IMT identified in OSRCP, to attend these Course Different types of Exercises to be conducted annually to ensure IMT well exercised in all aspects of a Spill Response Learning Lessons derived from Exercises will contribute to enhancement for a better Effective & Efficient Response
