2 Artifact Rationale A Release Notes document is a technical communication document intended to track the changes made to an application. This document is written by the technical staff supporting the ECMRA system enhancements and maintenance. This document will be updated with each major release of the ECMRA system to inform the user community of recent system upgrades. Table of Contents 1. Maintenance Release Aug 2018 When editing or creating a new fund cite, the four tables that show existing fund cites are now hidden, so the user should not have to scroll down to reach the entry fields. The tables are shown again once the changes are saved or cancelled. System Administrators can now set the close date for each fiscal year, one date for contractors and another date for everyone else. Once this date arrives, orders can no longer be created or edited for that fiscal year. Fixed a bug where protected fields in imported fund cites (PSC and Obligated Amount) could be changed after changing the service association of the fund cite. The buttons to Activate/Deactivate users on the System Administrator s Search Users view now become disabled if they cannot affect any users in the current page of results. For example, if all the users are already in the Active state, the Activate button is disabled. System Administrators and OSD Analysts have a new Report Builder available to them, which can be used to run ad hoc queries on the database. 2. Maintenance Release May 2018 A new page has been added to the Help section of the site called What s New, to explain the highlights of the current release and provide a link to these release notes. Users no longer need to select their role when logging into ECMRA on the login page. They are now granted the permissions of all their roles while logged into the system without having to log out and change between roles. COR users now have the ability to Validate orders they have claimed, indicating all data has been entered and the order is complete. Validating an order locks it from all edits, but it can be unlocked again if necessary (if it is still in an active fiscal year). Several new fields are now visible at the bottom of orders to users who have ownership of the order. These fields show the history of when the order was last modified, claimed, or validated, and the user who made the change. (Previously these fields were only visible to System Administrators.) The Direct Labor Dollars total on an order is now allowed to exceed the Invoice minus the Direct Non-Labor Dollars. Users with order ownership are notified on the Order and Location page if this situation is detected, since it should not be the case in general. The Release Claim button that prime contractors see on their orders has been relabeled Retract Claim to clarify its purpose, which is to remove yourself from ownership of the order if it was claimed accidentally. A new field is available on the KO Gap Report for COR , allowing the results to be restricted to only orders which the specified COR is the POC or has claimed. A new filter option is available on the COR Gap Report which allows the results to be restricted to only orders which the logged-in COR is the POC or has claimed. System Administrator Search Users page The recently added column User Info is now sortable when searching by role. For example, filtering the search for the RM role allows the column to be sorted by Major Command. 3
4 System Administrator Search Users page new column in results table for Last Activity; two new fields on search page to specify date ranges for Last Activity; new checkbox in header of results table to select all; and dropdown to select how many results are shown per page. System Administrator Manage Entry Selections A new entry type has been added Service Code Category, which defines the Product Service Code letter codes and categories. System Administrator PSC Report The Services Purchased field now includes the category descriptions, not only the letter codes. Bug fix: Subcontractor reports were leaving out data entered on orders that had been created by non-contractor roles, fixed. Bug fix: The links to the CAGE Code government site were out of date, fixed. Bug fix: Fields on the Location page which are disabled while viewing a location the user does not have permission to edit are now properly re-enabled if the user clicks the Add Location button to create a new location. Bug fix: User accounts are now correctly not allowed to be approved by System Administrators from the User Search or User Profile pages if any required information is missing (name, phone, , role, etc). 2.1 Patch Jun 2018 Added additional fields to the ICS Report. 2.2 Patch Jul 2018 When searching for contracts, rather than showing every unique combination of Prime Contractor Company Name and Contracting Officer Name on its own row (which could result in duplicate Contract Number links), all company names and KO names are listed under a single entry for each Contract Number. Minor fixes for imported data and database cleanup. 2.3 Patch Aug 2018 Minor bug fixes for imported data. 3. Maintenance Release Feb 2018 KO/COR new feature registration letter upload: KO and COR users are no longer required to their Warrant and Designation Letters to the ECMRA help desk, instead they can upload it to the web site during the registration process. System Administrators can view uploaded letters on the User Search and User Details pages to verify them before approving new registrations. Contractors and subcontractors can now grant themselves the other role on their profile page (if they didn t already have it). When searching for contracts by contract number, the character limit has been increased so non-standard contract numbers can be searched for. System Administrator Manage Entry Selections rework: the way data is retrieved and displayed has been reworked to improve performance. Rather than loading and displaying all data at once, values are only retrieved after search criteria has been entered, and is limited to the top 150 results. 4
5 System Administrator User Report: a report of all users and their s can now be downloaded from the Search Users page. System Administrator Group er: the group er now provides a Send to Active option. When set to Yes, only users who are Active, Locked, or Expired will receive it. Bug fix: Manually entering a value into the Product Service Code or UIC fields without validating it (by pressing the Enter key or clicking the Find link) required the Save button to be clicked twice when trying to save the Order/Location. This has been fixed. Bug fix: Contractors and subcontractors are no longer able to register for ECMRA using their.mil contractor account (if they have one). 3.1 Patch Feb 2018 FY 2018 Q1 contracts have been imported from FPDS-NG into ECMRA. RMs can now filter the report Resource Manager Report - All Data by Major Command. Bug fix: Missing columns have been added to the report Resource Manager Report - All Data, including Contract Type, all Location fields, and all Fund Cite fields. Bug fix: Clicking on an expired or invalid verification link ( ed upon registration) was causing an error, fixed. 3.2 Patch Mar 2018 Bug fix: The System Administrator User Search operation was timing out and not returning any results. Optimized the database procedure to avoid the timeout. 3.3 Patch Mar 2018 A new guidance memo has been added to the Help section on the ECMRA Overview page. The Prime Contractor company name can now be changed during Order creation. The KO Gap Report has been updated with new columns: Assigned Department, RA UIC, Contracting Office, Funding Office. The report can also be pulled for all services now. A new user role has been added called OSD Analyst. It has read-only permissions to see everything that System Administrators can see in ECMRA. System Administrator new feature Manage Domains: System Administrators can now manage the domains that are allowed for ECMRA accounts. System Administrators now have the ability to preview a change to the Login Announcement before saving it. Clicking the Preview button shows what the message will look like on the Login page (a Back button at the top center of the preview can be used to return to editing). System Administrator User Search enhancements: a new column has been added Days in Status which shows how long users have been in their current status. Additionally, all rolespecific columns have been removed and combined into one new column User Info. The information shown is specific to the role of that user: Cage Code / Company Name for contractors, UIC for RAs, Major Command for RMs, and authorization letter for KO/COR users. System Administrator Command Report no longer has 4 separate dropdowns for the Major Commands separated by service. Instead there is a dropdown for service and a dropdown for Major Command. This allows a report to be run for a specific service only. 5
6 Bug fix: If an verification link was not copied completely and part of the token was missing an error would occur, this has been fixed and error text is now shown explaining that the token was missing or incomplete. Bug fix: System Administrator and RM report PSC Direct Labor Report was not aggregating data correctly, fixed. Bug fix: The KO Gap Report was experiencing timeouts, fixed. 3.4 Patch Mar 2018 Bug fix: The COR Gap Report was experiencing timeouts, so the same fixes were applied to it as had been done for the KO Gap Report in the previous patch, fixed. 3.5 Patch Apr 2018 Bug fix: Subcontractors are now correctly restricted from making updates to Locations they did not create. 4. Maintenance Release Nov 2017 Fund Cite page rework: rather than choosing the Department as the first step, a Service dropdown must now be selected first which determines the layout of the rest of the page. The Department field was renamed to TAS Agency, and it is automatically filled in after selecting the Basic Symbol. System Administrator new feature Manage Entry Selections: System Administrators can now create and edit the available values for: Basic Symbol, Major Command, Cage Code, Contracting Office, DoD Admin Component, Product Service Code, and UIC. Several background enhancements to improve performance and efficiency. Several updates to text instructions and error messages to improve clarity. Bug fix: It is now possible to clear an existing value from the UIC field when it is an optional field. 4.1 Patch Dec 2017 Users with permission to edit an existing contract can now save changes to it even if the Contract Number does not pass normal validation rules, as long as the Contract Number is left the same value as before. System Administrators are now allowed to enter contracts with a Contract Number that falls outside the normal validation rules. Resource Manager permissions update: the permissions in place for Resource Managers to access Orders was slightly different from the results that are returned in their reports. Report permissions were updated to be consistent with Orders. Bug fix: On the Contract page, a value of 1 in the Number of Offerors field was causing an error, fixed. Bug fix: The Funding Agency was made an optional field in an earlier patch, but the Gap reports had not been updated to take this into account. Gap reports no longer consider an empty Funding Agency to indicate the Order is not assigned. 6
7 5. Release Sep 2017 The new consolidated ECMRA site has launched! The four service-specific CMRA sites have been retired and the combined ECMRA site will be used by all users going forward. This enables better improvements, enhancements, scalability, usability, and reporting capabilities and creates a consistent experience for all users across the CMRA community. 5.1 Patch Sep 2017 The Order page has been updated to make Funding Agency, Funding Office, and Contracting Office optional fields. 5.2 Patch Sep 2017 The Command field was inadvertently included in the Resource Manager report Resource Manager Report - All Data, it has been removed. 5.3 Patch Sep 2017 The Basic Symbol field on the Fund Cite page is now filtered by Department rather than by Service. 5.4 Patch Sep 2017 Bug fix: The Product Service Code field now properly allows values to be entered and validated which are substrings of other valid values. It can now accept values that are 5 characters in length, up from 4. 7
