9 What is Security? From Science Security Security is the condition (perceived or confirmed) of an individual, a community, an organisation, a societal institutions, a state, and their assets (such as goods, infrastructure), to be protected against danger or threats such as criminal activity, terrorism or other deliberate or hostile acts, disasters (natural and man-made) CEN/BT/WG 161 From Technology Trust

12 Major Findings (5) Need to reach out to end-users Urgent requirement to understand end user needs, to establish mechanism to translate such needs into technical requirements and service specifications To identify gaps in development or even fundamental research End-user community very dispersed, overwhelmed by daily work and NOT confident in research End-users spoiled by claims of manufacturers

13 Major Findings (6) Need for new business model The security market is not a normal commercial one underlying FP model not applicable Research, in particular in security, must result in improved solutions, delivered in short time Improved solutions must be tailored to end-user needs Such solutions must be affordable to end-users Necessary to develop required market mechanism ESRIF WG 9 will analyse and specify specificity of security market

14 Major Findings (4) Need for standards Market for security solutions in Europe highly fragmented This fragmentation hinders STIB to exploit the potential and accessing market opportunities in an effective way Need to assess role of standards and standardisation as process for organising market ESRIF WG 9 will in particular explore the value of a European Security Label

15 European Security Label Why? The market needs basic criteria upon which to base decision making regarding the acquisition and implementation of security products, services and the integration of them both. An instrument is required that can enable the procurers of security products and services to make, and justify choice of purchase, adopting recognised security principles.

16 European Security Label Why? Create a catalyst for investment in the EU security industry. Provide an answer to the present state of real and perceived security (insecurity) in EU countries Protection from charges of negligence and liability plus assistance in risk management for end user.

17 European Security Label Why? In short create a common reference point for providers, end users and legislators.

18 European Security Label Scope Be applicable to products and services in the field of security. Be task, application driven. i.e. Is this product, service up to required security standard for the job envisaged? Describe minimum set of criteria required for the purpose of certification. Criteria to be applicable to natural persons and legal entities involved in manufacturing, testing and certification and providing, operating and maintaining security products and services. Pre-qualification criteria to be established. Make a list of security criteria. (To be done) Research ESRIF mission statements

19 European Security Label Certification and Auditing Create co-ordinated accreditation process for testers, auditors etc., including harmonisation criteria, and, encourage appropriate organisations to apply. Study how to build a network using, where possible and appropriate, existing competences.

20 Major Findings (7) Need to identify model cases Many theoretical concepts exist in innovation policy ESRIF WG 9 aims at establishing a number of concrete cases in order to demonstrate the added value for security and innovation, e. g. network of trusted airports
