2 JCF Statistics Unit was established in the early 1960 s Initially the mandate of the Unit was to collect and collate data specifically dealing with crime. In December 2010 the Unit was renamed as the Statistics and Information Management Unit. This Unit is the focal point within the JCF for the collection, storage, analysis and dissemination of crime statistics.
3 The JCF Statistics and Information Management Unit currently utilizes an in-house application called C-STATS to manage the nation s crime data. The main purpose of the C-STATS application is to minimize the challenges faced when recording crime data and reporting crime statistics.
4 The implementation of this application has led to: An improvement in data storage capacity; The automation of some of the periodic reports; Increased efficiency and accuracy in the information disseminated to JCF s stakeholders; Increased ability to track repeat offenders and victims.
5 C-STATS is a: hybrid Incident-Based application that integrates Microsoft Access, Microsoft Excel and MySQL to manage the information within the Unit.
6 The main activities that are tracked by the system includes: Homicides Sexual Offences Larcenies/Theft Property Crimes Vehicle Theft Break-Ins Firearm Theft Etc. Assaults
7 Front End Microsoft Access * To be upgraded to a Web Application ASP.NET Database MySQL relational Database. Reporting/Analysis Reporting aspect of the application is accomplished through the integration of MS Access and MS Excel where dashboards are used to present the various analysis and statistical crime reports produced by the Unit.
8 Microsoft Excel is our main analysis tool. Pivot tables are used to summarize data. Excel Charts and tables are used to present data. Currently there are plans to increase the analysis capacity of the department.

17 The primary data source for all crimes and events, including deaths, is the Station Diary. This is present in all police stations island-wide. There are nineteen (19) Divisional Headquarters; each receive and consolidate data from the individual police stations within the Divisions.
18 This data is later forwarded to five (5) Area Central Intelligence Bureau (CIB) Headquarters Then data then moves to the CIB Central Headquarters. The CIB Headquarters subsequently passes the information to the JCF Statistics Unit.

20 JCF also serves as a data resource for several organizations. For example, the Registrar General s Department relies on the JCF for data relating to vital events. This forms a part of the death registration validation process. The JCF Statistics Unit would therefore provide data on proper requests.
21 The JCF s records management and information process are largely manual and paper-based. In recent times this is supplemented by ad-hoc computer solutions. The current existing structure poses many challenges.
22 Based on the nature of the challenges relating to the business of policing and the need for speedy reports and analysis, the current arrangements have been found to be: inadequate prone to error in transcription and transmission inefficient expensive
23 The organization currently operates below the desired capacity. There is a challenge to provide timely data/information and analysis of crime to internal and external stakeholders. There is the urgent need for improved accountability in the processing of crime reports made to the police.
24 Recently, there has been the introduction of a re-designed [manual] Crime Reporting and Case Management System. The aim was to improve on how crime reports were received and processed. Introduced in November 2007 in the Kingston Eastern Division (pilot)
25 Is a paper-based system with numerous forms and records. Geared towards evaluating and automating the current system. System has currently rolled out across the other JCF divisions.
26 The JCF has recently upgraded its microwave network to accommodate the transmission of data, in addition to the radio communication that is was primarily used for. This is an on going implementation geared towards connecting all divisional Headquarters.
27 15 of 19 Divisional headquarters are already linked and configured with the Crime Recording and Intelligence Management System (CIMS). SardonyxCIMS (CIMS) is a specialized software application developed primarily for law enforcement, government, military and intelligence agencies.
28 Its services enable operators, field agents, investigators and analysts to quickly and effortlessly input data from law enforcements operations. It manages crime and intelligence reports with linkages to other open-ended complimentary applications.
29 This application is not new to the JCF It has helped significantly in the area of Intelligence and gang management coordinated by the JCF National Intelligence Branch (NIB). The Microwave expansion will facilitate a complete deployment of all the modules of the CIMS Application to the Divisional level.
