5 The Challenge Case # 1 Case Study # 1: Emergency Medical Response Teams support Provide Emergency Preparedness & Response (EPR) collaboration capabilities anywhere, anytime, any team. Rapid expansion and flexibility. Overall Goal: Provide office-like capabilities while away from the physical office with any virtual team.

6 The Process Case # 1 Requirements identified by Business Team (EPR): Ubiquitous geographical service from provider. Affordable. Wide variety of user devices: Smartphones Tablets Portables/Desktops Supportable in field with no access to State IT staff. Rapid provisioning.

7 Implementation Case # 1 Used cloud vendor as basis. Multiple services available: (including subscribed distribution lists) Office automation, Applications, used, IM, Phone forwarding Fast and easy to provision. User support from vendor. Minimal staff consulting or training. Rates very inexpensive.

8 Results Case # 1 Real world success!! Alamosa Water System problem. H1N1 (Bird) Flu pandemic. Rapid inclusion of stakeholders: Local government, State, Federal (such as CDC), World (such as World Health Organization) Collaboration among all (within permission limits). Include remote access to Medical Systems. Medical Systems part of constellation of health care organizations linked in real time through PHIN-MS (Public Health Information Network-Message System).

10 The Challenge Case # 2 Case Study # 2: Public Health Command & Control Center Provide support for Public Health Operations Center. Command and control facility housed at Colorado Department of Public Health and Environment. Multiple jurisdiction: Federal, State, Local. Ability to handle significant event.

11 The Process Case # 2 Identified requirements: Command & Control available for incident and remote meeting support. Video from any Internet capable location. Multiple news feed capabilities. Minimal staff consulting or training. Capable of 24x7x365 operation. Traditional Cost-Benefit (ROI) determination. Essential to mandate of Department. Procurements via standard State processes.

12 Implementation Case # 2 Includes all items in Case Study # 1 Plus: Command center built on premise All traditional elements of IT project Plan, fund, implement, operate Had already chosen VoIP for Department. Direction of all vendors Significant capabilities in multimedia Used State IP network for video transmissions. Application for Incident Response (like CRM) Capable of operation with no IT involvement 24 x 7 x 365 operations facility

13 Results - Case # 2 Real world success!! Examples: Denver National Center (DNC) conducted smoothly. Approximately 100,000 visitors in Denver for DNC. Command & Control Center had excellent real time info from field. Info included voice, video, news, and data. Excellent communication to all virtual team. Virtual Team included Denver field agents, Command & Control staff, participants in remote locations. DNC was very high profile for variety of reasons. Full success was achieved; Tribute to city and State.

14 Results - Case # 2 (cont) Additional successes!! All major public health incidents such as Holly tornado response. Also multi-purpose center. Used for interoffice video conferences. Such as Grand Junction Denver Saves travel time and money. Can be linked with other State video capable facilities. Excellent example of enhancing the Value Proposition with multiple uses. Incident Response management Remote meeting support.

16 The Challenge Case # 3 Case Study # 3: Multi-jurisdiction Law Enforcement support Effective support for law enforcement. The program was designed to replace a legacy system which provides critical communication services for ALL Colorado law enforcement agencies. Replaced 15-year-old system that had major reliability issues Approximately 14k users and 3.2M transactions a week

17 The Process Case # 3 Identified requirements: Interfaces to multiple systems and agencies: Colorado Integrated Criminal Justice Information System (CICJIS) Department of Corrections and Youth Corrections Department of Revenue Department of Natural Resources Available in police vehicles, i.e. mobility requirement. High performance, high reliability and availability.

18 Results Case # 3 Highly successful implementation agencies and officers consider it highly valuable and mission critical. Custom system hosted on State resources. Portable computers provided to law enforcement vehicles with mobile capabilities. Provides identifiable and easily manageable security. User support from vendor. Model solution for law enforcement jurisdictions.

20 The Challenge Case # 4 Case Study # 4: Administrative Hearings records maintenance Provide one integrated document management system Record includes: Text, graphics, correspondence Testimony Overall Goal: Provide one system manages all items regarding a case

21 Process and Implementation Case # 4 Requirements definition: Primary goal is supportability of records management. Uniform handling of all elements of a case insures all elements always available. Reduces floor space for record keeping. Reduces labor requirements for case management. Solution is currently in early R & D stages.

22 Advice Rethink your goals and solutions expand both. Who is your team?? These new technologies support teams that may include more organizations and more virtual members. What are your technology communications options?? How will it be supplied owned, hosted, cloud. Governance is an important issue. Critical to get everyone on the same page. Project Management Office or lead.

23 Advice continued People communication is huge. Communicate via multiple routes (meetings, distribution lists, project status on-line, etc) Have decision makers available during implementation. The diversity of the teams and organizations will create new challenges. Success offers a higher level of functionality than ever delivered before!!!
