5 All Mail IMb Full-Service Automated Invoicing Begins USPS starts automated invoice process for additional postage assessments for non-compliance above error thresholds for IMb Full-Service electronic verifications Nov invoices (based on Oct mailing data) out 11/14 (11/11 holiday). Normal schedule: s sent out on 11 th USPS Fact Sheet ( Full-ServiceAssessmentFactSheet.pdf) lays out process of who s will go to Make sure your business has correct set-up for receipt Some concerns from mail owners on process

6 All Mail IMb Full-Service Support Revised version of USPS Publication for Streamlined Mail Acceptance for Letters/Flats USPS received over 200 comments; said it will send letters to all who submitted comments USPS said revised version to be posted by 11/18

7 All Mail einduction USPS is saying automated invoicing for einduction to begin March 2017 (based on Feb mailing data) Numerous concerns have been raised; discussions ongoing in MTAC Workgroups Seamless Acceptance USPS and industry working on PAF sampling/logic USPS has established error thresholds for undocumented pieces in Seamless (>0.3% = assessment; 0.1% - 0.3% = undoc piece collaboration process; <0.1% = no mailer action req d)

8 All Mail Move Update USPS said final rules to be published Dec/Jan then at least 6 months before changes are implemented USPS would need to file rate changes at PRC Jan 2017 USPS software fix to improve address quality data in Mailer Scorecard MTAC Task Team 23 must still approve data accuracy/ completeness

9 All Mail Other Updates USPS Informed Visibility implementation: pilot testing to begin in a few weeks, USPS has posted updated implementation schedule, subject to change based on pilot tests New USPS Enhanced External Labeling List (EELLS) to be published 12/1/16 USPS still plans national rollout of Informed Delivery service in early 2017; sender opt out won t be allowed

11 Standard Mail Name Change Standard Mail USPS in Jan 2017 price change announced name change for Standard Mail to USPS Marketing Mail Industry raised numerous concerns at MTAC meeting, PostCom included concerns in comments to PRC & USPS USPS considering input; said 18+ months before any changes would be required to permit indicia/mailpiece markings Are mail class markings still needed today on the actual piece? USPS Mail Moment Research Updated Mail Moment research shows positive outlook for Direct Mail ( opensessions/ MTACMailEngagementTrendsDanBarrettDirectorCustomerMarketInsights.pptx

12 Service Performance Update Mail Prep, Entry & Operations USPS COO says record-breaking service performance in last 2 quarters USPS in Std Mail Focus Group meeting says USPS may propose increasing its 91.0% target for Std Mail Composite Excluded from measurement: 24% of Std letters, 30% of Std flats (Aug 2016) Q1 thru 10/14 preliminary results: Metric Std Letters Std Flats Target DSCF 94.8% 87.56% 91.0% DNDC 93.98% 88.95% 91.0% End to End NR NR 91.0%

13 FAST Mail Prep, Entry & Operations USPS continuing FAST appt clean-up and system changes Software enhancements implemented 9/25 USPS reported for Sept 2016: 60% of appts properly arrived/ closed out; 30% no show; 4% cancel; 4% unsched USPS in Oct manually eliminated 1000 recurring appts that had not been used in 90 days USPS performing data analysis on arrival/unload times

14 Bundle Visibility Enterprise Analytics & Data Usage Oct 2016: 90% perf at plants and DUs (vs % plants and 32% DUs) USPS & Time Inc. testing bundle visibility data provisioning (45% visibility with IMb Tracing data only went to 82% with bundle vis data) USPS in Q2 FY2017 to implement enhanced nesting to container logic & facility determination logic; also new events

19 Product Simplification Package Pickup Expansion New Products & Innovation 41,700+ ZIP Codes available for package pickup (recently expanded to 394 new ZIP Codes) Parcel Return RDU expansion Expanding RDU s by 8,150 (currently 7,718 RDU s) Requires written request 30 days prior to onboarding PRS Return Area Distribution Center New product available under an NSA Currently 90 locations nationwide Mailers must pick up every 48 hours (FAST appt. required) If mailer using RDU, unable to use the RADC option

Svc., PM and PS Ground) Mainly for end-to-end packages May enable USPS to move away from sampling

21 Delivery issues Mail Prep & Entry WIMP rate (Where is my package) = 0.6 per 1,000 USPS working towards scanner alerts when carrier scans at wrong location Undeliverable as Addressed Currently around 0.15% of all packages USPS has some issues with package scanned UAA but delivered next day Carriers may have inadvertently selected UAA on MDD so USPS moved UAA to different area on MDD screen (done 10/15/16) to reduce frequency of mis-scan Industry requests USPS use supplied address in file that is DPVvalidated to prevent UAA USPS working on that logic

22 Mail Prep & Entry Automated Delivery Unit Sorters (ADUS) USPS installed an ADUS in FDR DDU in New York Using for Carrier Route Sort and for small package spurs for walk-out routes in NYC (small package goes to regular carrier, large package goes on a special parcel route) USPS has identified 10 DDU s with the volume and footprint to support Four more ADUS will be deployed after peak

27 Enterprise Analytics Periodicals Service Performance Periodicals Track Key Items 65.9% of FS Periodicals in SPM in Aug 16 vs. 59.6% in Aug 15 No piece scan (63%) and No STC (17%) top reasons for SPM exclusion Q1 17 TD Periodicals overall service standards score of 81.9% vs. 75.8% SPLY Last mile impact trending down for both destination and E2E deliveries Bundle Visibility Initiative launched in March 2015 and continues to expand and improve Plant BV scan score ~90% in Oct 16 vs. ~50% in Oct 15 Delivery Unit BV scan score ~90% in Oct 16 vs. ~30% in Oct 15 Proof-of-concept pilot with PEOPLE magazine started in Feb 16 Adding BV data increases piece visibility to 82% compared to 45% with IMb tracing only Representing those who use or support the use of Mail for Business Communication and Commerce

29 Mail Prep & Entry WG 180 Presort & Prep Optimization Periodicals Track Key Items Objective is to develop and prioritize presort and preparation optimization recommendations for letters, flats and parcels Previous ideas, concepts, issues identified by the Mail Prep & Entry Steering Team and the Flats Ad Hoc Brainstorming team will be considered by the Work Group Recommendations to be prioritized based on degree of difficulty to implement, timeframe to implement and projected ROI Working towards an initial quick hit in January 2017 Work Group completion targeted for June 2017 Bob Rosser is Industry Lead and Dane Coleman is USPS Lead Representing those who use or support the use of Mail for Business Communication and Commerce
