Data Citation Mark Parsons, Ruth Duerr and the Federation of Earth Science Information Partners (ESIP)
The National Snow and Ice Data Center Manages and distributes scientific data Performs scientific and informatics research Supports data users Creates tools for data access 2 Educates the public about the cryosphere
Consortium of 118 Earth Science-Related Partners Type I (data centers) Type II (researchers & science tool developers) Type III (application developers commercial & nonprofit) Type IV (sponsors) Neutral forum for community networking, collaboration & problem solving Limited international participation NRC seeded the idea of a Federation NASA created in 1998 Support from NASA, NOAA, and EPA With growing engagement from: USGS, NSF, DOE and USDA Contact Carol Meyer (carolbmeyer@esipfed.org) for more info.
Primary Goals Increase the use and impact of Earth science data and information by leveraging existing and new technologies. to make information accessible and usable to anyone who wants it and.. driven by the community
Purpose of Data Citation 1. Credit and accountability for data authors 2. Aids reproducibility of science, i.e. direct, unambiguous connection to the precise data used.
Geoscience Data Citation Guidelines International Polar Year PANGAEA the German Publishing Network for Geoscientific & Environmental Data DataCite a consortium of libraries and related organizations working to define a citation approach around DOIs. No specifc guidelines yet. Most NASA DAACs and other data centers but with great variation in approach USGS generally requests acknowledgement, but maps are cited, and a more formal approach was proposed. NOAA National Data Centers simply request acknowledgement Overall approaches range from specific data citation, to general acknowledgement, to recommending citing a journal article or even a presentation.

An Example Citation König-Langlo, Gert and Hatwig Gernandt Compilation of radiosonde data from the Antarctic Georg-Forster station of the German Democratic Republic from 1985 to Bremerhaven, Germany: Alfred Wegener Institute for Polar and Marine Research Data set accessed doi: /pangaea
Identifiers and Their Uses To uniquely and unambiguously identify a particular piece of data no matter which copy a user has (e.g., UUID) To locate data no matter where it is currently held (e.g., handles, PURL s, OIDs, ARKs, and any URI/URN/URLbased schemes) To identify the data used in a particular publication (e.g., DOI) To be able to tell that two files contain the same data even if the formats are different. That is, how do we ensure that two files are scientifically identical?
Suggestions 1. Use IPY Guidelines for now, especially for existing works. 2. Apply DOIs (or ARKs or PURLs) to collections, consider versioning and data stability. 3. Have systems create, attach, and maintain UUIDs with files. 4. Lobby publishers to require data citation.
