(BL), a Govt. of India Enterprise, wants to convert their VB application from SYBASE ASE XV to MS SQL server, at BL HO. BACKGORUND INFORMATION BL s Payroll application is developed using Visual Basic 6.5 with backend database as Sybase XV. The scope of this job is to migrate the Sybase XV database to MS SQL Server keeping the front-end application the same. Crystal Report 9 is used for report writing in the application. The terms and conditions are as follows: 1. JOB DESCRIPTION/SCOPE OF WORK 1.1. Creation of database in MS SQL Server keeping the elements for the database as existing currently. This should include creation of tables keeping the field elements as existing, creation of data-types, rules, constraints and other database elements. There could be changes in the nature of some of the data-elements across the two databases and these will have to be accommodated accordingly Allocation of resources for tempdb and log database in the new server to be properly assigned and created The current application uses SYBASE stored procedures for Data Manipulation activities. These procedures will have to be migrated in SQL Server. In order to do this, some changes might be required in them. Such changes should ensure that only syntactical changes are being done and the functionality of the procedure remains the same. A document should also be prepared detailing the changes so that these can be referred when needed Transfer of data from the current database to the new database along-with necessary controls established so that there is no data loss in the process Existing backup scripts to be modified to cater to the changed business scenario Migration of the front-end application to connect to the new database keeping the functionalities intact. The application used ADODC controls, ODBC Connectivity, List-Views, Record-Sets and other database connectivity controls for its functionality. All such controls are needed to be modified to provide the same functionality with SQL Server. ***1of5***

2 1.7. Establishing seamless connectivity with the existing Domino based HRMS application. Currently DECS is used as a connecting tool for this purpose Reports for the application have been developed using Crystal Report 9. In this development, ODBC connectivity as well as direct selection using tables has been used. All such reports will have to be migrated to the new database The application has an interface built-in using which the reports are selected by the user and executed. This interface module is to be suitably modified to meet the user requirements in the changed scenario Since this application is very critical to the organization, the migrated application will have to be tested in full to ensure that all modules / functionalities / reports are working as per earlier system Application has modules for communicating with SAP using Process Integration. This communication is both ways i.e. data is pushed from this application to SAP as well as absorbed from SAP. The migrated application should ensure that the existing functionality is up and running in the revised scenario Once migrated, the SQL server should be tuned for optimal performance. Stress testing should be done for the migrated application to mitigate issues related to performance The project is bound by security and confidentiality clauses and this should be stringently adhered during the project. 2. VALIDITY OF OFFER The offer shall remain valid for thirty (30) days from the due date. All prices shall remain firm and valid till the completion of the job. 3. JOB COMPLETION The scope of work, as mentioned in this tender, should be completed within 90 working days from the date of acceptance of the BL purchase order. 4. PENALTY FOR DELAY IN COMPLETION OF PROJECT In case of failure to complete the project within 90 days, from acceptance of the BL PO, penalty shall be from the 0.5% per week on the basic order value subject to a maximum of five (5) percent. recovered 5. PAYMENT TERMS Payment shall be effected after successful completion of various milestones, as mentioned below: (i) 30% on Completion of Database Migration (ii) 30% on User Acceptance Test (UAT) (iii) 40% on Completion of Project and on submission of Invoices thereon to BL. Electronic clearance (EFT) will be the mode of payment. 6. EARNEST MONEY DEPOSIT (EMD) AND SECURITY DEPOSIT The bidder will require to submit interest-free earnest money of Rupees Five Thousand (`5,000/-) only payable by Pay Order / Demand Draft drawn on Balmer Lawrie & Co. Ltd. payable at Kolkata to be submitted in the techno-commercial bid envelope. Offers not accompanied with EMD are liable to be rejected. The EMD shall be refunded to the unsuccessful bidders within ninety (90) days of closing of this limited tender on submission of refund request in official letterhead signed by competent authority. No tender fees are payable. The successful bidder will be required to submit five (5) percent of the quoted price as security deposit, within three days of the receipt of Balmer Lawrie s Purchase order, payable by Pay Order / Demand Draft drawn on Balmer Lawrie & Co. Ltd. payable at Kolkata. Security deposit will be refunded to the successful bidder only after successful completion of the project and on submission of refund request in official letterhead signed by competent authority. 7. EVALUATION CRITERION The bidder will be evaluated on the following criteria: (i) Mandatory Qualifying criteria The following mandatory criteria should be met: Sl No. 1 2 Mandatory Qualification Criteria Language of bid shall be in English language. 3 3 Minimum Annual Turnover and Profit after Tax (PAT) of the bidder should not be less than INR 50 Crores (Indian Rupees Fifty Crores only) and INR 10 crores (Indian Rupees Ten Crores only) respectively, each year, during last three consecutive financial years ending 31/03/2014.
