National ATM Network of Public Administration as Basis for Building of e-government Valentin Milev Information Technologies and Communications Directorate Council of Ministers, Bulgaria ITC Directorate Council of Ministers, Bulgaria ISIS, Romania
Reasons to Built Most of applications need high speed connections Most of applications need transfer of large files Most of applications need an internet access There is a telecommunication company monopolist in Bulgaria As a result it is easy to develop internet connected applications but their support is expensive
National ATM Network of Public Administration - Network of Public Administration is integrated network for communication services АТМ technology is used for transfer of data, voice and video Fiber optic communication guarantees high availability and investment protection High speed of data transfer in network - 155/622 Mbit Zero cost of data and voice transfers
Development of started as a project for communication between Council of Ministers and National Assembly in 1997 year. In present moment network includes 120 kilometers fiber optic cable and 96 buildings on the capital area. is the biggest corporate ATM backbone in the world. For example, the biggest similar network is placed in Great Britain and includes 7 buildings.
Quantity of Connected Buildings in the Bulgarian capital
Simplified Topology of in a Town Center ATM Core Switch Client
Extension in Bulgaria After connecting administration buildings in Sofia is at it s second level of expansion: The architecture of network is multiplied in 28 regional centers in Bulgaria The network will be fully operational at the end of 2002 year The network will include 831 departments of public administration in 454 buildings. These are 61,64% of public administration buildings and 71,02% of public administration departments in the country (excluding Sofia) In the smallest towns will cover more then 80% of public administration buildings.
Position in e-government Architecture e-government
Why ATM? ATM (Asynchronous Transfer Mode) is telecommunication technology, capable to cover high distance (more than 200 km) and offers possibility to transfer data, voice and video. ATM has a possibility to transfer other protocols (IPX/SPX and TCP/IP). ATM has a possibility to build a redundant layer 2 networks. Almost every telecommunication equipment (including PBX) can be connected to ATM network.
Significance of provides unified methods for data transfer. Companies, developing information systems don t need design of independent communication environment. supports VPN s, so every department can use independent communication environment in Sofia and the whole country. supports basic services for internet based information systems DNS, SMTP mail relay, traffic shaping. An internet domain government.bg is registered. End users don t need to buy expensive ATM equipment. They use a standard Fast Ethernet equipment and TCP/IP protocols, which are well known, reliable and cheap.
Present Applications and Services in WEB pages of ministries almost every ministry in Bulgaria has it s own web page, hosted in services almost every ministry and agency in Sofia has it s own server in Information for citizens Public Procurement Register, Tax information, Portal of administration
Public Procurement Register
Portal of Public Administration
Companies, Equipment and Technologies is built using contemporary and reliable technologies from leading worldwide manufacturers. These technologies are implemented by leading Bulgarian companies.
Future Development of is built as a reliable environment for information and communication systems in public administration lowers the TOC (total cost of ownership) of future applications, because there is no need to pay for leased lines and other communication expenses Next stage of expansion is building of high speed connections between all 28 regional town centers in Bulgaria
Thank You Valentin Milev chief expert in ITC directorate Council of Ministers, Bulgaria
