1 HABERSHAM COUNTY BOARD OF COMMISSION EXECUTIVE SUMMARY SUBJECT: County Dark Fiber Expansion Project DATE: March 7, 2017 (X) RECOMMENDATION ( ) POLICY DISCUSSION BUDGET INFORMATION: ( ) STATUS REPORT ANNUAL - $3, /yr. operating cost ( ) OTHER CAPITAL - $18, COMMISSION ACTION REQUESTED ON: March 20, 2017 PURPOSE: Request approval of the expansion of the County s dark fiber network connection in the Public Works and Recreation campus at a one-time capital cost of $18, BACKGROUND / HISTORY: The proposed project is to expand our fiber optic network by directly connecting additional offices to the County network infrastructure. This project will eliminate the need for separate internet connections, firewalls and VPN s at each of these key facilities. This will allow us to ensure proper infrastructure is in place for the proposed maintenance shop and new administration building. FACTS AND ISSUES: a. Request Commission approval to reallocate $ from IT Department CIP budget for network redundancy project to the dark fiber expansion project. Provide $ in additional funding out of the County contingency fund. Approve point-to-point fiber lease and Internet bandwidth service fees to an estimated increase of no more than $ in monthly cost. b. Current monthly Internet service fees are $ for Fleet, Animal Shelter, Road and Aquatic Center. Internet fee increase expected to be $ with new maintenance building and approx. $505 monthly with new Administration building. With project approval we will be charged a flat rate of $ monthly, bringing our estimated monthly increase to $ c. Current point-to-point fiber lease and 50MB Internet bandwidth service fees at Courthouse are $ New lease and bandwidth contract increases monthly bandwidth to 100MB lowers our monthly commitment to $ monthly. Savings of $100 /mo. 3 DATE: March 2, 2017 TO: Phil Sutton, County Manager FROM: Tracy Williamson, IT Director RE: County Dark Fiber Project Summary: The proposed project is to expand our fiber optic network by directly connecting Animal Control, Fleet, Roads and the Aquatic Center to the County s network infrastructure. This project will eliminate the need for separate internet connections, firewalls and VPN s at each of these key facilities. This will also allow us to ensure proper infrastructure is in place for the proposed maintenance shop and new administration building. Total funding requested is $18,000 for equipment and professional services. Point to point fiber lease and Internet bandwidth estimated increase is no more than $ in monthly cost. In the IT Department CIP, we currently have $ allocated to a network redundancy project hardware. It is our request to reallocate these funds towards the expansion of our dark fiber network. This brings our requested amount down to $11, Background: The Animal Control, Fleet, Roads and Aquatic Center facilities currently have a 20MB internet connection through Trailwaves (HEMC). o All of these facilities use Sonicwall firewalls to provide security as well as a VPN connection back to the County network. The firewalls are no longer supported and will be retired in April Estimated cost of new firewalls are $ each plus contracted services annually. o The current monthly cost of each Internet connection is $ o Total monthly bill for all 4 locations is currently $ Future Maintenance Shop and Administration Building will increase to approximately $ We currently have a 50MB fiber Internet connection installed at the Courthouse. This Internet connection is shared by employees at the Courthouse, HEMC Annex, Sheriff s Office, Administration building and Public Defenders office. Virtually all County offices go through our Internet connection via the firewall. Wifi network is also available for use by employees as well as the public at the Courthouse and other wireless access points throughout the County. o Because we are bringing in additional departments to share the existing bandwidth, it is recommended that we upgrade our connection to 100MB. Currently paying $1100. Estimated savings each month will be $ for a total of $ a month. Note: Account under review. New Maintenance Shop (old DOT building) will be occupied as of July 1, Without pursuing this project, we will be faced with a $ setup and installation fee. Monthly fee thereafter is expected to be $ In addition, we will need to purchase a new firewall (approx. $600) and network switch ($1100) as well as establish a VPN connection into County network. HEMC original quote was $8, to install and setup connection. Setup now $0.00. Monthly commitment of $ for all point to point fiber optic connections. Request: It is our request to install a 12 count fiber enclosure in the Fleet Maintenance Department building due to a generator being onsite and having the availability of continuous power in case of power loss or brownouts.
4 Each location will have a 6 count fiber enclosure panel to support this connection. This will provide for our fiber optic network in the future and give us network redundancy. 1 fiber will come from the Habersham County Judicial Center to the Fleet Maintenance Building for the County s dark fiber network via a 10GB link. All other facilities are connected via 1GB links: Animal Control building Road Department Aquatic Center (Proposed) Maintenance Shop (New) Administration building There will be 6 remaining fibers available at the Fleet Maintenance building for us to use in the future to serve any new buildings in the area that we may bring online. The Fleet Maintenance building will require a fiber switch capable of allowing connectivity to all (6) buildings: Courthouse, Road, Aquatic Center, Animal Control, Maintenance, Administration. Each facility will require a network switch to tie in the fiber at the location back to the Fleet Department building. Equipment cost and professional services for this solution are estimated to be $18, Reoccurring cost for leased point to point fiber is $ for all facilities including new Maintenance Shop and Administration Building. A County operated fiber infrastructure is the most cost-effective approach for meeting internal County networking needs in the long-term. Many benefits can be realized with this deployment. Some of these include: Security - Dark fiber networking creates a fully dedicated, private physical network infrastructure. Secure connections to a remote site without your data passing through public peering points or any central hub. Flexibility Gives us direct operational control of our network and ability to upgrade bandwidth without coordinating with a carrier. We can scale our network almost infinitely and run any bandwidth based on the equipment we deploy. This solution provides us with connectivity to offices that need direct connections between remote servers and local workstations. Ease of network administration. Avoid potential complications that VPN connections pose. Reduce # of devices on network that support points of network intrusion. The fiber optic infrastructure enables the County enhanced capabilities for transporting data, voice and video. Throttle bandwidth to each location depending upon their needs. Isolation of network traffic for security and bandwidth requirements. The County has other VPN connections into the network. The goal is to eliminate them and reduce the amount of ways into our network. We will need to accomplish our goal in a phased approach. We have an opportunity to eliminate (4) current VPN connections into the network. With the possibility of a new maintenance shop and administration building coming online, we feel like this is the right time to invest in our County network infrastructure.
5 Habersham County Dark Fiber Project By: Ronnie Turpin, HEMC Install 12 count fiber enclosure in Fleet maintenance building because of generator being at this site for power backup. 1 fiber comes from Habersham County Courthouse to the Habersham County Fleet Maintenance Building for the count s dark fiber network. 1 fiber will tie into the existing network to serve the Animal Shelter where HEMC will install a new 6 count fiber enclosure panel. 1 fiber will tie into the existing network to serve the Pavilion where HEMC will install a new 6 count fiber enclosure panel and then the county can possibly put in the wireless network in that has been discussed for the school emergency drop off site and they will be in control of it on their network. 1 fiber will tie into the existing network to serve the Road Department where HEMC will install a new 6 count fiber enclosure panel. 1 fiber will tie into the existing network to serve the Aquatic Center where HEMC will install a new 6 count fiber enclosure panel. 1 fiber will tie into the existing network to serve the new Maintenance Shop where HEMC will install a new 6 count fiber enclosure panel. There are still 6 fibers available at the Fleet Maintenance Building to serve any new buildings in the area the county will add on in the future at an additional cost.
