11 General Assumptions and Observations A Lack of Understanding Exists in The Value and Role of Airports in PBN Development and Implementation Airports Can/Do Play an Integral Role in Facilitating Communicating With The Local Community In Support of PBN Projects Airports are Often Best Suited for Engaging The Local Community and Local/State Government Experience Has Demonstrated The Need for The PBN Development and Implementation Process to Include a More Holistic Approach to Engagement It Should Be Recognized That The Technical and Non-technical Initiatives of The five-phase PBN Implementation Process May Run Concurrently (and outside of, yet supportive of, the FAA PBN Working Group) One Standardized Approach to Engagement Does Not Fit All PBN Efforts (However, common fundamentals of approach are desirable) Stakeholder Engagement Requirements May Vary by Scale of Project and Airport Community Interests

12 General Assumptions and Observations Community Engagement, While Essential, Does Not Necessarily Equate To a Direct Involvement in The PBN Development and Implementation Process The Community Voice Can be Represented by Other Stakeholders (e.g., the Airport) Community Engagement Includes Providing an Overall Understanding of PBN Benefits to The Community (e.g., Environmental (air and noise), Economic Impact, Safety, etc.). Historically, FAA Has Experienced Success When It Enabled/Encouraged Airport and Other Stakeholder Engagement in the PBN Development and Implementation Process

13 Non-Technical Stakeholder Groups Airport Operator Community / Public (e.g., Chambers of Commerce, Area Businesses, etc.) Airport Advisory Board Community Groups / NGOs Local, State, and Federal Government (both Staff and Members) Airlines: Non-Technical Perspective Input (e.g., Government Affairs)

14 Airport Operator Involvement Provide Input Regarding Airport s Holistic Interests (e.g., Operations, Economic Impact, Environmental, Historical Engagement Regarding Community Concerns/Interests) Advocate For Both The Community as well as The Aviation Service Providers Often, Historically, Has Served as The Lead in Public Engagement Has Established Relationships With Local, State and Federal Government Officials and Staff Airports Depend Upon FAA for Providing Information and Associated Products to Effectively Engage Stakeholders (this includes access to metrics)

15 Airport Operator Involvement Airports Need to Understand Their Role and Responsibilities Throughout the PBN Development and Implementation Process Responsible Parties Within An Airport Will Vary By Airport and Project Potential contacts include: Noise Office Operations Government Affairs Public/Community Affairs CEO/Director Those Involved in Community Engagement Should Be Proven, Reliable, and Objective Individuals Airports Can/Do Provide Advise to FAA Regarding How and Whom to Engage Throughout the Local Community

16 Local Community and Public Provide Essential Input Regarding Community Historical Interests, Concerns, as well as Potential for Opposition to or Support for PBN Implementation Proactive Consideration and Inclusion of the Community Throughout the Process Can/Does Reduce Opposition Educating the Community Regarding PBN Before and Throughout the Process Increase Understanding and Thereby Reducing Opposition Community Education is Critical Education of Holistic Value of PBN is Required for Effective Engagement The Airport is Likely The Best Positioned Stakeholder To Lead Community Engagement Community can include: Residents who will be impacted Residents who will benefit NGOs Local businesses Chambers of Commerce

17 Airport Advisory Boards Provide Input Regarding Community Interests, Concerns, Potential Opposition to as well as Support for PBN Implementation Collaboration With Advisory Boards Trusted By The Community Can Build Trust Toward Project Do Not Over-rely On Input From Advisory Boards Not a Substitute for Engaging The Community at Large Potentially Serve as Additional Communicators and Educators of the Community at Large

18 Local, State, and Federal Government Should Engage Well In Advance of PBN Development Process Initial Engagement to Provide Holistic Perspective of PBN and NextGen (All Pillars of Benefits) Will Serve as a Foundation For Subsequent Engagements as Impacts Become Known Advise First Reaching Out to Those Who Focus on Aviation-related Issues Representatives Will Be Engaged By Their Constituents Who are Opposed to PBN Implementation Will Need Information Regarding The Purpose, Need and Scope of PBN Development as Well As Details Pertaining to Impacts on Constituents Will Need Talking Points (facts) Pertaining to Efforts Taken to Minimize Impacts Can Serve as Advocates for Holistic Consideration of PBN Development as Opposed to Simply Requiring That All Constituents Concerns Be Addressed
