1 1. Introduction: This document defines the procedure that has to be followed by the organizations seeking certification and also certified organizations for Food Safety Management Systems (ISO 22000:2005). The general information is contained in this procedure, any specific information required will be provided by RQAPL on request. RQAPL provides certification services for following food categories o Processing of perishable animal products- CI o Processing of perishable plant products- Category CII o Processing of perishable animal and plant products (mixed products) Category CIII o Processing of ambient stable products- Category CIV o Catering- Category E 2. Request for Quotation: Interested food business operators need to send the form F-13 Request for Quotation RQAPL by at marketing@rqapl.com. On receipt of the request RQAPL will review for completeness, clarity of certification requirements and the capability of the RQAPL to provide the services. In case the application is accepted for further processing, a formal acknowledgement along with a quotation is sent to the client. On receipt of acceptance of the quotation by the client, the client needs to sign the certification agreement, post which the auditing activities are initiated. 3. Criteria for Certification: RQAPL has adopted the certification criteria for food chain categories based on international standard (ISO22000:2005). Definitions of various terms related to food safety management system certification will be as given in ISO 22000:2005. The criteria is communicated to food business operator as part of the application. 4. Initial Audit: The audit of the applicant s Certification System is carried out in two stages; the first stage includes a review of the organizations controlled documents to ensure compliance S Page 1 of 5

2 with the selected standard and confirms the competencies required for the stage 2 audit team. FSMS Stage 1 audit will be carried out at the client s premises in order to achieve the objectives. It also ensures adequate processes are in place and that the company is ready for the stage 2 audit. The Stage 2 audit is carried out at the client s premises, evaluating the implementation, including effectiveness, of the client s management system and confirms whether the organization adheres to its own policies and procedures, and that the system meets the requirements of the standard. 5. Granting Initial Certification, Surveillance and Recertification: The certification is granted to an applicant if applicant meets the criteria of certification and all non-conformities found against the criteria of certification during initial stage-1 and stage-2 audits have been closed to the satisfaction of the RQAPL. The initial certification shall be valid for the period of three years; for maintaining of certification RQAPL conducts surveillance audit every 12 months within three year certification cycle. Recertification audit shall be carried out before the expiry date of initial certification. 6. Maintaining Certification: RQAPL shall maintain certification based on demonstration that, the client must continue to satisfy the requirements of the management system standard. RQAPL may maintain a client s certification subject to positive conclusion by the audit team leader and satisfactory result of surveillance activities. 7. Suspension of Certification: RQAP may suspend certification for a limited period in cases such as the following: a) If improper use is made of the certification status, the Certificate of Registration, or the RQAPL Certification Mark or NABCB accreditation mark b) If the client s certified management system has persistently or seriously failed to meet certification requirements, including requirements for the effectiveness of the management system S Page 2 of 5

3 c) If Corrective Action Requests have not been closed out within the designated time limit d) If the certified client has voluntarily requested a suspension e) If there has been any contravention of the conditions of the System Certification. f) If client does not allow surveillance or recertification audits to be conducted at the required frequencies 8. Withdrawal of Certification: RQAPL may withdraw certificate or cancel the certification under the following condition: a. Failure to resolve the issues that have resulted in the suspension in a time frame established by RQAPL b. If the company fails to comply with the due settlement of its financial obligation. c. If surveillance audits indicate that nonconformance(s) to relevant requirements are of a serious nature. d. At the written request of the registrant. e. If the organization or its relevant section is convicted of any offence under relevant legislation. 9. Extension or Reduction of Scope: A) Extension of Scope: RQAPL shall, in response to an application for expanding the scope of a certification already granted, undertake a review of the application and determine any audit activities necessary to decide whether or not the extension may be granted. This may be conducted in conjunction with a surveillance audit. B) Reduction of Scope: RQAPL shall reduce the client s scope of certification to exclude the parts not meeting the requirements, when the client has persistently or seriously failed to meet the certification requirements for those parts of the scope of certification. Any such reduction shall be in line with the requirements of the standard used for certification. 10. Use of RQAPL name and mark or logo: The logo/ symbol will be reproduced based on the master supplied the RQAPL. Redrawn masters to never be used. S Page 3 of 5

4 Whenever RQAPL logo/symbol is used, it should always be accompanied with certification number. RQAPL s logo/symbol should not be used in isolation and should always be accompanied by the logo of the client s organization. Client will only use the certification symbols in its premises which are included in the certificate. Client will not make any statement regarding its certification that RQAPL may consider misleading or unauthorized. Client can reproduce logo of RQAPL on its certificates, stationery and literature associated with its accredited certification activities and scopes. RQAPL prohibits its certified companies to use its marks against laboratory test, calibration or inspection reports or certificates RQAPL logo should not be used on visiting cards. RQAPL will supervise the use of this symbol by its certified organizations to ensure that it s within the conditions given in this document. The symbol shall only be printed in the color combination or in the greyblack combination. The symbol will not be used in any way that it misleads the reader about the certification status of the client. RQAPL s logo or symbol shall not be used by client on packaging of a product, labels, publicity material, written announcements etc. in any way that suggests that RQAPL have certified or approved any product, process or service of the certified body or in any other misleading manner. The symbol shall not be displayed on vehicles except in publicity material like part of a large advertisement. The symbol shall not be displayed on buildings and flags Upon suspension or withdrawal of its accreditation the client should discontinue using RQAPL logo or symbol. On client s product packaging or in any accompanying information if the client wants to mention about its certified management system then following rule applies: Where, a. Product packaging is considered as that which can be removed without the product ddisintegrating or being damaged and b. Accompanying information is considered as separately available or easily detachable S Page 4 of 5

5 11. Complaints: The following statement format should be used: Manufactured by <Client Name> is certified for Food Safety Management System as per ISO 22000:2005 by Reliable Quality Assurance Pvt. Ltd The applicant agrees that the Certification mark will be used according to the Certification Agreement. In case of any complaint against the service of RQAPL or against the client certified by RQAPL, the interested party/client shall communicate on contact mentioned on the website or may to 12. Appeal: Client may appeal against a decision of RQAPL. The appeal may be forwarded directly to Managing Director at HO address in writing. RQAPL shall respond to the appeal according to internal procedure. If still the organisation making the appeal is not satisfied then they can also appeal to the Director QCI (NABCB). S Page 5 of 5
